Paul Flynn: To ask the Secretary of State for the Home Department what assessment he has made of the effectiveness of (a) Operation CHARLIE and (b) other anti-drugs education programmes in reducing drug use in those who took part in them in each of the past five years. [79404] Mr. Bob Ainsworth: The results of three major drug education programmes, developed by the Home Office, have been published during the past five years. In 1997, the Home Office published an evaluation of Project CHARLIE (Chemical Abuse Resolution Lies in Education). This project involved 44 children in primary schools in Hackney between 1991 and 1993. Four years after the programme both tobacco and illegal drug use were significantly lower among Project CHARLIE children than among pupils who had not been involved in the project. In 2001, final results of the NE Choices programme were published. This prevention programme, based in the north-east of England, was targeted at young people aged between 13 and 16. There was no evidence of an impact of the programme on the overall prevalence of drug use. However, a small proportion (2 per cent.) of pupils changed their drug taking behaviour from consumption of Class A drugs to the use of cannabis, solvents or nitrites or to non-use. Similar findings are found in the 2002 results of the evaluation of the Integrated Programme (IP). The IP is based on North American evidence that school programmes that are reinforced by parent involvement and community engagement have an impact on reducing drug taking. The IP was designed and delivered to adolescents in Northern England during 1998 to 1999. The IP was a demonstration project that was too small to generate significant reductions in prevalence. However, the results suggest that young people who received the IP were more likely to reduce harder drug use and maintain a lower-risk drug-taking repertoire than those who had not participated in the programme. Since these three projects were commissioned, an overview of international research has been completed. This identified two prevention programmes with the greatest impact on behaviour which had been developed in the United States. On the basis of this evidence, the Government have established a research programme called "Blueprint". This will determine whether elements of US "what works" programmes: (1) can be implemented within the UK settings; (2) have potential to be effective in reducing drug use, and (3) have added value for schools, parents and young people.

Lynne Jones: To ask the Secretary of State for Environment, Food and Rural Affairs what action she is taking in response to recommendations from the UN Committee on the Convention on the Rights of the Child on measures to promote breast feeding and adoption of the International Code for Marketing of breast milk substitutes. [76402] Jacqui Smith: I have been asked to reply. The Government are fully committed to the promotion of breastfeeding, which is accepted as the best form of nutrition for infants. Under the NHS Plan, we have a commitment for "increased support for breastfeeding". As part of the Government's commitment to reduce health inequalities and increase breastfeeding rates, particularly among disadvantaged groups, a target has been set to increase breastfeeding initiation rates by 2 percentage points through the NHS priorities and planning framework. The Department has undertaken several strands of work in promoting breastfeeding and will be further developed in the context of the children's national service framework. A total of 79 "best breastfeeding practice" projects have been funded across all regions. The aim is to increase the rates of breastfeeding, both initiation and duration among the disadvantaged groups. This is a goal shared by all sure start initiatives and several health action zone programmes. Other related Department activities include support for an annual National Breastfeeding Awareness Week, that aims to raise the awareness of breastfeeding through the NHS. The Department also has close links with the four main voluntary organisations involved in the promotion of breastfeeding and the UNICEF/ World Health Organisation baby friendly initiative. The Department also conducts research into breastfeeding through quinquennial infant feeding surveys. Since 1981, the United Kingdom has publicly endorsed the International Code of Marketing of Breast-milk Substitutes and all the relevant resolutions passed at the World Health Assembly. The Infant Formula and Follow-on-Formula regulations came into force on 1 March 1995 and they implement the EC Directive 91/321/EEC, which embraces the principles of the WHO Code of Marketing of Breast-milk Substitutes 1981. The regulations place statutory restrictions on the composition, labelling, advertising and export of infant formulae. By implementing the Directive, the Government have taken seriously their responsibility to protect infant health and are at present revising the policy lines on infant feeding. We will be giving full consideration to the United Nations Committee's recommendations on promoting breastfeeding.

Mr. Stephen Hepburn: To ask the Secretary of State for Health whether his Department has considered the case for a cross departmental strategy at national, regional and local level for joined-up action and funding to improve physical activity levels. [75210] Ms Blears: The Government recognises the importance of a strategic approach in order to increase rates of physical activity. This Department works closely with other Government Departments to ensure that policy initiatives on health, sport and recreation, education and transport are co-ordinated and contribute to our shared goal of increasing access and rates of physical activity. This has been backed up by significant investment, including £581 million from the new opportunities fund for a physical education and sports programme, £459 million to transform physical education, school sport and club links over the next three years and £2.5 million for a new programme of local exercise action pilots, led by primary care trusts (PCTs). At a national level, Ministers from the Department for Culture, Media and Sport, Department for Education and Skills and the Department of Health have regular monthly meetings to ensure joint working and co-ordination on issues relating to physical activity and sport. The Department of Health has also set up a national alliance on physical activity that draws together policy makers, experts and practitioners to share local experiences and learning on strategies, plans and practices to increase physical activity. At a regional level the positioning of regional directors of public health and their teams in the Government offices of the regions provides a very real opportunity to make connections across policy areas that will support increased physical activity. Locally, PCTs have a key responsibility for ensuring that a strategic approach is taken to increasing physical activity through their involvement in local strategic partnerships. [75736] Ms Blears: [holding answer 23 October 2002]: Most of the work on the prevention of alcohol misuse is undertaken at local level by National Health Service (NHS) health promotion units and primary health care professionals such as general practitioners and practice nurses. It is not possible to separately identify the funds devoted to this alcohol misuse prevention work. Over the period 1999-2003 a total of £76 million will have been invested in the NHS smoking cessation services. Actual spending on the public education campaign is £46 million with £13 million committed for 2002-03. It should be noted that figures listed below for the years after 1998 when the Government's drug strategy was launched are a Department of Health contribution to overall prevention funding. Mr. Barry Gardiner: To ask the Secretary of State for Health, what plans his Department has to tackle obesity. [74056] Ms Blears: The Government is committed to tackling the rising trend in obesity. The prevention and management of obesity are at the heart of many of the Government's priority areas, as highlighted in the NHS Plan and national service frameworks, particularly those outlining action on CHD and diabetes. The Department is taking an integrated approach with cross-Government work at national, regional and local levels, where action is focused on improving diet and increasing physical activity levels, and includes: The Five-a-day programme to increase fruit and vegetable intakes, including the National School Fruit Scheme, and work with industry to increase provision and access. Initiatives with the food industry (including manufacturers and caterers) to improve the overall balance of diet including salt, fat and sugar in food, working with the Food Standards Agency. The Food in Schools and National Healthy Schools programmes, addressing food and nutrition in schools. The Welfare Foods scheme is being reviewed, in line with the NHS Plan commitment to use the resources more effectively to ensure children in poverty have access to a healthy diet. Increased support for breastfeeding, which is accepted as the best form of nutrition for infants to ensure a good start in life. PE and sports programmes for young people and the community in general, together with the School Sport Co-ordinator programme. A new programme for community physical activity pilots, led by primary care trusts. Guidance issued by the National Institute of Clinical Excellence on anti-obesity drugs and surgery. Local action to tackle obesity and physical inactivity, informed by advice from the Health Development Agency on what works.

David Chaytor: To ask the Secretary of State for International Development, what assistance her Department has given in the last five years to (a) education and (b) health projects in Kiribati. [73974] Clare Short: 1. DFID has provided assistance in health and education to Kiribati in a number of different ways in the last 5 years. We: (a) have strengthened the management and teaching capacity of the Tarawa Technical Institute. (£713,000) (b) have provided advice on how best to strengthen the curriculum in primary schools, particularly in relation to English and the Kiribati language. (Visits from DFID advisers). (c) have supported the very successful local development theatre group Te Itibwerere. This has enabled them to act as a medium for delivering a wide range of development messages for people of all ages. Topics include HIV/AIDS awareness, health and sanitation, domestic violence and environmental issues. (£240,000). (d). are supporting Voluntary Services Overseas in a 2 year project (until March2004) to tackle HIV/AIDS and social education issues. The project will increase the impact and effectiveness of civil society and government responses to HIV/AIDS and sexually transmitted infections (£144,000). 2. The UK is also contributing to EC programmes in Kiribati. 12 million euros were allocation for the period 1995-2001. Interventions include an allocation of 1.6 million euros for a national training programme to provide in-country training to meet Kiribati's manpower needs and skills requirements. A second phase of the programme, costing 6.4 million euros, will be implemented to provide outer island adults and school leavers with the skills, needed for employment. This 5 year programme will also further strengthen the Tarawa Technical Institute and extend its activities to the outer islands. The health sector, particularly outer island primary health care, may become the focus for future cooperation between Kiribati and the EC under the Cotonou Agreement.
