Beacon Schools Wimbledon Chase{1} Type--Middle Start--September 1999
{1} School is spreading good practice in raising achievement in KS 2, pupil behaviour, monitoring and assessment, classroom
management and support for NQTs.
Connexions Partnership
Merton as part of the London South area is one of the 12 areas where the Connexions Partnership began to deliver the service from 1
April 2001. The London South area has been allocated a provisional budget allocation of £9,408,621 and covers the boroughs of
Merton, Kingston Upon Thames, Sutton, Croydon and Bromley.
Infant Class Sizes Progress in implementing plan:
As at January 2001, Merton LEA had no infants in classes of more than 30. The figure in January 2000 was 1,470 (30.8 per cent.).

In Merton LEA, funding per pupil has increased by £600 in real terms between 1997-98 and 2001-02. Private Finance Initiative (PFI) A
PFI project to reorganise its secondary schools as part of a wider reorganisation was approved by the Project Review Group in July

Information on Modern Apprenticeships for all English constituencies was placed in the Library of the House of Commons on 30 March
2001.
New Deal for Young People
In the Mitcham and Morden constituency, 988 young people have joined the New Deal to end January 2001. 461 have found jobs, 361 of
which are sustained.
Labour Market Statistics
The working age employment rate in Merton in winter 2000-01 was 73.9 per cent., below the UK rate of 74.5 per cent. The rate in
winter 1996-97 was 74.6 per cent., in winter 1997-98 78.3 per cent., in winter 1998-99 81.1 per cent., and in winter 1999-2000 77.1
per cent. These figures are volatile at this level, and our best interpretation of the trend in the employment rate for Merton since
1997 is that it has been broadly flat.
The claimant unemployment rate has fallen from 13.8 per cent. in March 1997 to 6.3 per cent. in March 2001 in the Mitcham and Morden
constituency.

Dr. Reid: A memorial, to be known as the Ash Grove Memorial, has been sited within the National Memorial Arboretum at Alrewas in
Staffordshire. The memorial takes the form of a grove of ash trees, at the centre of which is a circle of six large boulders,
quarried from each of the six counties in Northern Ireland. These boulders encase a granite monolith which will bear the
inscription:

Siobhain McDonagh: To ask the Secretary of State for Health what assessment he has made of the extent to which the "Don't Give up
Giving up" campaign has achieved its objectives. [148855]
Yvette Cooper: Quarterly surveys of smoking attitudes and awareness of the campaign are being carried out and results indicate that
the "Don't Give up Giving up" campaign is well recalled and is communicating effectively with the target audience.
In the period before the advertising was resumed (1 June 2000 to 20 August 2000) calls to the NHS smoking helpline averaged 4,497
per month. Since advertising began again on 21 August 2000 the monthly call average has been 16,600.
The website "givingupsmoking.co.uk" has had over 39,000 distinct individual visitors since its launch in December 1999. More than
7,000 of these were in January of this year.
This information is shared regularly with those working in tobacco control and cessation through regular campaign updates.
Preliminary results of the general household survey of smoking prevalence in 2000 will be available later this year.
Our tobacco education campaign, launched in December 1999, is aimed at persuading smokers to give up and non-smokers, particularly
children, not to start. As part of the broader campaign we are planning dedicated sub- campaigns aimed at pregnant women, ethnic
minorities etc.

Siobhain McDonagh: To ask the Secretary of State for Education and Employment what steps he has taken to increase the supply of
childminders. [152581]
Ms Hodge: On 15 June last year, I launched a £4.5 million start-up grant, to help provide up to 39,000 childminder places in
2000-01. The grant, supported by the European Social Fund (ESF), helps people starting out in childminding to meet some of the
associated set-up costs. The childcare tax credit element of the Working Families Tax Credit helps more parents to use childminding
services as it pays up to 70 per cent. of childminding fees. This has the effect of allowing childminders to use the increase in
revenue to invest in their business and, therefore, of encouraging more people into childminding.
Over the next three years, we have given Early Years Development and Childcare Partnerships the target of setting up a minimum of
145,000 new childcare places with childminders across England by March 2004, a minimum of 25,000 of which will be in areas of
disadvantage. These places will be in addition to those which partnerships would normally expect to create.
To support partnerships in achieving these targets, we are making extensive new investment in increasing the supply of childminding
reflecting the Government's determination to reverse the decline in numbers. This includes extending the childminder start-up grant
by £17 million over the three years.
We are also helping with infrastructure support for childminding by providing £11.25 million for the creation of 450 childminder
networks over the next three years. Networks can encourage people to enter childminding and, by providing support, help to reduce
childminder turnover.
Last month I announced a new £3 million project, again supported by ESF moneys, to support new childminder networks in four
disadvantaged areas helping teenage mothers stay in full time education and training.

Insurance Committee. [148856]
Yvette Cooper: The use of genetic test results by insurers is governed by a genetic testing code of practice issued by the
Association of British Insurers. For an insurance company to ask for the results of a genetic test for a condition which is not
approved by the Genetics and Insurance Committee (or is not one of the specified tests for conditions currently being considered by
the Committee) would be in breach of an undertaking given by the ABI and in breach of their Code of Practice. Individuals who feel
they have been unfairly treated under the Code of Practice can refer their case to an independent Adjudication Tribunal set up under
the Code. If the Tribunal upholds a complaint, it is required to consider what further remedy or penalty is appropriate.
A requirement to report to Ministers on the compliance by the industry with the recommendations of GAIC is also included in the
terms of reference of GAIC.
We have asked the Human Genetics Commission to examine the issues and the use of genetic information including in insurance and
employment.

Siobhain McDonagh: To ask the Secretary of State for Health what guidance he gives regarding the prevention of abuse to older people

Mr. Hutton: All prescribing for older people in hospital, residential and nursing home care should be undertaken and monitored
carefully by the doctor who has clinical responsibility for that particular aspect of a patient's care.
In 1998 the Department published a joint report with the National Prescribing Centre on general practitioner prescribing support.
This document provides many examples of good practice including advice and support on prescribing in residential and nursing homes.
Age Concern also published a report in 1998 `Drugs and Dementia' which provides a guide to good practice in this area. In
particular, it recommends regular reviews of prescriptions and that attempts should be made to reduce dosages of neuroleptics at
least every six months.
It is intended that national minimum standards will require care homes to have a policy, and staff to adhere to procedures, for the
receipt, recording, storage, handling, administration and disposal of medicines.
The Controls Assurance Initiative, launched in November 1999, sets out the organisational controls expected to be in place in
hospitals across a range of areas. In March 2000, a revised controls assurance standard was issued on Safe and Secure Handling of
Medicines (Medicines Management). This standard requires an auditable trail to be established for the supply, administration and
disposal of medicines.
The National Service Framework (NSF) for Older People will set national standards and define service models for older people's
health and social care. The NSF will also emphasise the importance of this area of clinical practice.

Mr. Charles Clarke: The available information has been taken from the Home Office's Court Proceedings Database. Ninety persons were
fined after being found guilty of selling tobacco based products (including cigarettes) under section 7 of the Children and Young
Persons Act 1933, as amended by Section 1 of the Children (Protection From Tobacco) Act 1991, to children aged under 16 years in
1999. The average fine levied was £237.
Two persons were fined after being found guilty under section 3 of the Children (Protection From Tobacco) Act 1991 for selling
unpackaged cigarettes to children under 16 in 1999. The average fine was £200.

Ms Hodge: All four-year-olds have been able to access a free early education place since 1998. By 2004 we will provide a free place
for every three-year-old.
This is the first Government ever to have specifically funded free nursery education for three-year-olds. By 2004 we will have
doubled our spending on nursery education from £1 billion to £2 billion.
