Dr. Tonge: To ask the Secretary of State for Foreign and Commonwealth Affairs what discussions he has had with the Governments of (a) Liberia, (b) Colombia, (c) Nigeria, (d) Sri Lanka, (e) Sudan, (f) the Democratic Republic of Congo, (g) Sierra Leone and (h) Ethiopia concerning the rehabilitation of child soldiers. [92809] Mr. Tony Lloyd: We believe that the use of children as soldiers, in contravention of the UN Convention on the Rights of the Child, is one of the worst violations of children's rights. We are working to encourage and assist the demobilisation and rehabilitation of child soldiers around the world. The majority of child soldiers today are fighting in guerilla organisations, not for governments. We therefore need to take a broad approach to the issue. Our approach is based on a combination of support for international efforts in this field, in particular the work of the UN Special Representative for Children in Armed Conflict, Olara Otunnu, whose recent visits have included Sri Lanka, Colombia and Sudan; discussions with governments, such as the Governments of Sudan, Democratic Republic of Congo and Sierra Leone; ensuring that the needs of former child soldiers are effectively addressed in any post-conflict reconstruction, eg in Sierra Leone; and, with the Department for International Development, support for practical measures to address this issue, eg in Liberia, Democratic Republic of Congo, Uganda and Sierra Leone. We have heard allegations that Ethiopia may have used child soldiers in its war with Eritrea, but we have seen no evidence to confirm this. We continue to monitor the situation. We are not aware of any reports of the use of child soldiers in Nigeria.

Mr. Chope: To ask the Secretary of State for Trade and Industry what was the last occasion on which a Government Minister led a trade delegation to (a) Colombia, (b) Cuba, (c) Cyprus, (d) Dominica and (e) the Dominican Republic; and what future trade delegations are planned. [76526] Mr. Wilson: The then Minister for Trade led a trade delegation to Colombia in 1996. There are no plans for another Ministerially-led trade delegation in the near future. The following trade missions are planned: _________________________________________________________________________________________________. Date Trade missions May 1999 ABHI/LATAG September 1999 British and Colombian Chamber of Commerce November 1999 London Chamber of Commerce March 2000 Northern Development Company _________________________________________________________________________________________________. The then Minister for Science and Technology led a trade delegation to Cuba in 1994. I will be leading a trade delegation in April 1999 and the Caribbean Trade Advisory Group (CARITAG) are planning a trade mission in June. There have been no recent Ministerially-led trade delegations to Cyprus, Dominica or the Dominican Republic and none are planned in the near future. The London Chamber of Commerce and Industry are planning a trade mission to Cyprus in September 1999 and CARITAG are organising a trade mission to the Dominican Republic in June 1999.

Mr. Baker: To ask the Secretary of State for the Environment, Transport and the Regions for what reason the UK at the recent Biosafety Protocol meeting in Colombia did not support inclusion of the precautionary principle in the operational articles of the Protocol. [75091] Mr. Meacher: [holding answer 8 March 1999]: The UK goal was to secure reference to the precautionary principle in the Protocol. We therefore strongly supported the EU submission prior to the penultimate meeting on the Biosafety Protocol to include a reference to the precautionary principle in the Preamble, and in the Objective of the Protocol. The latter provides the fundamental underpin for all the provisions of the Protocol. While these proposals were retained in the draft negotiating text for the Colombia meeting, there was considerable opposition to the inclusion of references to the precautionary principle in the last round of negotiations. In the final stages, the EU put forward a compromise package based on the text put forward by the Chair of the Working Group. The package included retaining a reference to the precautionary approach in the Preamble and in the Objective of the Protocol. In an attempt to achieve consensus, the EU was prepared to agree to delete wording based on the precautionary principle in the article dealing with the decision procedure if the reference to the precautionary principle remained in the Objective and a formulation of it was contained in general principles section of the risk assessment annex: all notifications under the Protocol would have required a risk assessment. Hence, the operational provisions of the Protocol would have been based on the precautionary principle.
