Mr. Battle: [holding answer 17 November 1998]: Two European office furniture standards, covering office tables, desks and work chair
dimensions, are currently being developed by the European Standardisation Committee (CEN) TC 207, Sub-Committee 3, Office Furniture,
on which the British office furniture industry is represented. The draft standards are based on measurements of the European
population. In nearly all cases the draft standards are identical to those in existing British Standards; where they differ, they
are to the advantage of taller people in the UK population.
I have not received any representations to date relating to the draft European standards.

Kate Hoey: Three draft conventions are under discussion within the framework of the Justice and Home Affairs Council at present.
They are the draft Convention on Mutual Assistance in Criminal Matters between member states of the European Union, the draft
Eurodac Convention and the draft Convention on Rules for the Admission of Third Country Nationals into the European Union. No
proposals for further such conventions are under discussion at present.

Mr. Ben Chapman: To ask the Secretary of State for Foreign and Commonwealth Affairs what the outcome was of the General Affairs
Council in Brussels on 9 and 10 November. [60385]
Ms Quin: The General Affairs Council in Brussels on 9-10 November adopted the A points listed in document 12595/98 and noted the
resolutions, decisions and opinions adopted by the European Parliament in its session of 19 October to 23 October and listed in
document 11727/98. Copies of the documents listing the A points and resolutions will be placed in the House Libraries as soon as
they become available.
On 10 November the EU held successful ministerial meetings of the Accession Conferences with Cyprus, Hungary, Poland, Estonia, the
Czech Republic and Slovenia. The Conferences opened substantive negotiations at ministerial level and marked another milestone in
the accession process. Association Councils with Hungary, Poland and the Czech Republic were also held on 10 November.
The GAC reviewed progress in the Agenda 2000 negotiation. Many Member States called for an increase in the pace of negotiation, in
particular on the Common Agricultural Policy. The Foreign Secretary called for more progress on CAP reform. Subject to the general
rule that no element in the package can be agreed finally until there is agreement on the package as a whole, there was widespread
agreement in principle to the Commission's draft pre-accession instruments, though Spain maintained a reserve. The Presidency said
that there would be a conclave of Foreign Ministers on 6 December. There was also discussion of a number of detailed aspects of
structural funding.
The Commission presented its progress reports on the candidate countries, in advance of discussion at the Vienna European Council.
The Council discussed the humanitarian situation in Russia and agreed that, should Russia formally request food aid from the EU, the
Council would examine urgently a Commission proposal on that basis. The Council will discuss a further report on EU policy and
assistance to Russia at the 7 December GAC.
The Commission presented two draft regulations on funding the European Strategy for Turkey. The Presidency remitted the proposals
for further discussion in Coreper.
The Commission explained progress on the EU/Switzerland negotiations. Ministers urged continued efforts by both sides towards early
agreement. The 7 December General Affairs Council may consider this further.
Ministers had an exchange of views on the Middle East Peace Process with EU Special Envoy Miguel Moratinos present, following the
Wye River memorandum. They underlined the importance of the speedy implementation of the Memorandum, the need to avoid unilateral
acts, and the need for progress on all tracks of the peace process. The Council condemned in the strongest terms the recent acts of
terrorism and urged the Parties to do their utmost both to forestall extremist actions and to deny success to extremists seeking by
provocation to frustrate the peace process. Ministers also confirmed EU support for a significant political and economic EU
contribution to the implementation of the Wye Memorandum.
On Kosovo, the Council reiterated its expectation that all parties, the FRY security forces and the armed Kosovo Albanian groups,
comply fully with recent UN Security Council Resolutions. It repeated its support for the Kosovo Verification Mission, which should
be fully operational as soon as possible, and underlined the need for an early start to political negotiations, with the EU's active
involvement. It also condemned the action taken by the FRY authorities to prevent the Prosecutor at the International Criminal
Tribunal for the former Yugoslavia, Louise Arbour, and her team from fulfilling their mission in Kosovo, as well as their recent
crackdown on the independent media.
The Council emphasised the EU's continued commitment to support Albania. It welcomed the successful holding of the International
Conference in Tirana on 30 October. The Council repeated the call in the EU's recent declaration to the Democratic Party to
participate in the 22 November referendum on the constitution. It welcomed the WEU recommendations on assistance to ensure a viable
police force in Albania and confirmed the Union's intention to reinforce its contribution to the re-establishment of such a force.
The Council reviewed the continuing crisis in the Democratic Republic of the Congo, and its implications for the stability of the
Great Lakes region. It agreed that the immediate priorities were the cessation of hostilities; the withdrawal of foreign troops; and
all-party negotiations aimed at achieving a political settlement as soon as possible. It stressed the need to respect human rights
and humanitarian law. It instructed officials to recommend how the EU could help further, in particular to stem the trafficking in
small arms in the region.
At the UK's request, Ministers discussed the situation in Iraq and agreed a declaration emphasising support for UNSCR 1205 and
condemning as totally unacceptable Iraq's decision to cease co-operation with UNSCOM.
The Presidency reported on the meeting of EU Defence Ministers on 3-4 November.

Mr. Corbett: To ask the Secretary of State for Foreign and Commonwealth Affairs how the EU has reacted to the changed political
circumstances in Nigeria. [60839]
Mr. Tony Lloyd: In recognition of the progress being made towards respect for human rights and the restoration of a democratic
civilian Government in Nigeria, on 1 November the EU adopted a new Common Position, replacing the Common Positions of 20 November
1995 and 4 December 1995. The UK was at the forefront of those advocating this change of policy. As a result the following measures
have now been lifted:
all visa restrictions;
the ban on high level visits;
the ban on sporting contacts;
the ban on the appointment of European military personnel to diplomatic missions in Nigeria and Nigerian military personnel in the
European Union.
The following measures continue to apply:
suspension of military co-operation;
cancellation of training courses for all Nigerian military personnel, except for non-combative courses to encourage respect for
human rights and to prepare the military for the democratic control by a civilian Government of the armed forces;
an embargo on arms, munitions and military equipment. A dialogue on development co-operation may now be resumed with a view to
re-engagement after the installation of a democratically elected civilian Government.
The European Union also re-affirmed its willingness to strengthen a constructive dialogue with Nigeria and to support the electoral
process. It also re-iterated its support for Nigeria's regional peacekeeping activities.
The new Common Position will be reviewed no later than 1 June 1999. Should there be any deterioration in the respect for human
rights or the democratic processes, the Council will immediately review the Common Position with a view to adopting additional
measures.
A copy of the new Common Position on Nigeria has been placed in the library of both Houses.

programme of the European Union since its inception. [60617]
Mr. Jon Owen Jones: HELIOS II was established by a decision of the European Council in February 1993. The key aims of the programme
were to promote the integration of, and equal opportunities for disabled people.
Four organisations from Wales were selected to take part in the HELIOS II programme. The Welsh Office was a member of the HELIOS II
Co-ordinating Committee. The programme finished in 1996 and no successor programme has been established.

Mr. Rooker: The European Commission has made a proposal for the export of UK beef and beef products from animals born after 1 August
1996 (the `Date Based Export Scheme'). On the advice of the EC Scientific Steering Committee, the scheme is restricted to deboned
beef. The original proposal also required all beef sold on the domestic market to be deboned but a revised proposal no longer
contains this provision. That proposal received the support of a simple majority of Member States at the Standing Veterinary
Committee on 4 November. Since it did not obtain a qualified majority, it has now been referred to the Council, who are expected to
vote on it on 23 November.

Dr. Starkey: To ask the Secretary of State for Trade and Industry if he will make a statement on the outcome of the Energy Council
meeting on 13 November. [60653]
Mr. Battle: The Council had a full agenda of matters of interest to the United Kingdom.
I am particularly pleased to report that the Council agreed to revise the Oil Stocks Directive which requires all member States to
hold contingency oil stocks. The revised Directive, which will come into force on 1 January 2000, introduces important amendments
including a strengthening of support for bilateral agreements, clearer definitions and simplified reporting times. As a result of
the revision, the United Kingdom, as an exporter of oil, will be eligible for a reduction in its stocking obligation. This change
could lead to savings of around £10 million per annum for the British oil industry.
The Council also adopted the basic decision on the Energy Framework Programme. This multi-annual programme brings together Community
spending programmes in field of energy. In addition to the basic Decision, the Council adopted four of the specific
instruments--ETAP (shared studies and analyses), SYNERGY (international co-operation), CARNOT (clean and efficient use of solid
fuels), SURE (safe transport of nuclear materials and safeguards). The Council reached an informal political agreement on the
remaining programmes, ALTERNER (renewable energy) and SAVE (energy conservation), pending the opinion of the European Parliament.
Views on the appropriate budget varied between Member States but after negotiation a total financial reference amount of 170 mecu
(£119 million) over five years was agreed, to be reviewed after three years.
Another important element of the Council concerned a number of energy and environment issues.
In response to the call made at the Cardiff European Council, the Council agreed a Report on the integration of environmental
objectives into energy policy. This Report, along with those being prepared by the Transport and Agriculture Councils, will be
submitted to the Vienna Council in December.
The Energy Council held an open debate on renewable energy. I stressed the need to consider the best way to support renewable energy
within the internal energy market which included cross-border trade. I reported on our positive practical programme of support for
renewables to achieve our 10 per cent. target. I called for national support schemes to have the key elements of competition,
flexibility and transparency such as those contained in the UK's Non Fossil Fuel Obligation. Also there was the need to develop
clear and transparent guidelines for the connection, operation and commercial terms for small plants. To ensure this work is taken
forward, I called for the establishment of a task force bringing together the Commission and Member States to co-ordinate efforts,
exchange experiences and share problems in order to keep up the momentum of promoting renewable energy sources at European level.
The Council adopted a Resolution on Energy Efficiency which complements the work on renewables. It recognises that more energy
saving measures (such as minimum standards, best practice and voluntary agreements) are needed, inter alia, to enable the Community
and Member States to meet their Kyoto Protocol commitments. The resolution proposes indicative energy efficiency targets and calls
on the Commission to produce an action plan.

Mr. Yeo: To ask the Minister of Agriculture, Fisheries and Food what assessment he has made of the increase in the level of
supervision in slaughterhouses resulting from the implementation of the Meat (Hygiene and Inspection) Charges Regulations 1998.

Mr. Nick Brown: The recently announced increases in the level of veterinary supervision in licensed meat plants, including
slaughterhouses, stem from the under-implementation by the previous Government of harmonised Community meat hygiene rules in Great
Britain, for which the European Commission has begun infraction proceedings against the United Kingdom.
After detailed consideration, we have concluded that veterinary supervision arrangements of licensed plants in Great Britain should
be brought into line with Community rules as quickly as possible. As full compliance is not possible immediately, essentially
because of a shortage of veterinarians in the UK willing to undertake meat hygiene work, the Meat Hygiene Service has produced a
programme of initiatives to secure additional veterinary resources and to implement a series of incremental increases in veterinary
supervision levels over a relatively short period of time as those additional resources become available.
In accordance with EC rules, the costs of such additional veterinary supervision will have to be recovered from plant operators in
the normal way. We recognise, of course, that the resulting increase in costs will be unwelcome to the industry, but the increased
supervision is essential if official control over fresh meat in licensed plants is to be improved, a European Court case is to be
avoided, and our efforts to have the beef export ban lifted for the whole of the UK are not to be undermined.

Mr. McGrady: To ask the Secretary of State for Northern Ireland if she will make a statement on the negotiations within the European
Union regarding Objective 1 status for Northern Ireland. [59539]
Mr. Paul Murphy: Under the draft Structural Funds Regulations which have been published by the European Commission, the qualifying
economic criterion for Objective 1 is a GDP of under 75 per cent. of EU average. If this criterion is rigidly applied, as currently
seems likely to be the case, Northern Ireland would not qualify for a continuation of its Objective 1 status. However, there are
good reasons for Northern Ireland to continue to receive substantial EU funding and every effort will be made in the ongoing
negotiations to secure the best possible deal, commensurate with its special circumstances, to help in adapting the region's economy
to peace both economically and socially.
