That this House calls for the Government to give time for an early debate on fuel poverty in Scotland; recalls that the Scottish National Party in its election manifesto for the 1994 regional council elections committed itself to a winter fuel payment of ??10, one week's fuel bill for every pensioner and claimant on income support or any person in receipt of housing benefit or family credit; notes that the Nationalist-led administrations of Tayside Region and Grampian Region have failed to honour this commitment; further recalls that the Leader of the Nationalists on Tayside Region, Councillor Ewan Dow, and the honourable Member for Banff and Buchan announced an agreement with Hydro Electric on a fuel discount scheme and that they were in talks with British Gas about an extension to the scheme but that British Gas denied any contact with the regional council and that Hydro Electric deny that any formal agreement exists; and demands that the Scottish National Party clarify their intentions with regard to their election promises and that they endeavour to conduct their public affairs with greater integrity where they are entrusted with local administration.
