Mr. Wray: To ask the Secretary of State for the Home Department how many induction, accommodation and removal centres for asylum seekers there are in (a) England, (b) Scotland and (c) Wales; where they are; and how many people each of them holds. [46981] Angela Eagle: Currently there is one induction centre in Dover. Generally speaking asylum seekers requiring accommodation will spend approximately one week in the induction centre before being dispersed. Other asylum seekers requesting either subsistence only support or who do not require support will spend between one and two days at the centre. We are proposing to open further induction centres over the coming months close to major ports such as Heathrow and Gatwick and a small number in the regions. There is no ceiling on the number who can be accommodated in an induction centre but typically there are between 200 and 500 in the centre at any one time. There are no accommodation centres at present but we intend to establish a number of these with a total capacity of 3,000 to accommodate a proportion of new asylum seekers from application through initial decision and any appeal. This will be taken forward on a trial basis. We have identified eight potential sites for accommodation centres. Six of these are in England, one in Scotland and one in Wales. They are located as follows: QinetiQ (the Defence Establishment Research Agency formerly (DERA)) Pershore, Worcestershire Royal Air Force (RAF) Hemswell, West Lindsey, Lincolnshire Sully Hospital, Cardiff Hooton Park, Ellesmere Port, Cardiff Land vacated by Ministry of Defence (MOD) Logistics, Bicester, Oxfordshire Air West Edinburgh (formerly RAF Turnhouse), Edinburgh RAF Newton, West Bridgeford, Nottinghamshire National Energy Site Killinghome, Grimsby, North Lincolnshire. The Government are committed to ensuring that the long-term mix of facilities for the support of asylum seekers and management of the asylum processes is based on evidence of what works. The operation of the trial accommodation centres will be thoroughly evaluated, taking account of a number of factors including costs, processing times, ease of access to integration programmes for those granted refugee status and the rate of returns in cases which are refused. Mr. Wray: To ask the Secretary of State for Trade and Industry if she will make a statement on North Sea oil and how long it is estimated the reserves will last; what percentage of the UK's oil requirement comes from the North Sea; and how many jobs in Scotland depend on the North Sea oil industry. [26610] Mr. Wilson: North Sea oil has been a success story for the UK and the Government are determined, in partnership with industry through PILOT, to ensure its continued success. Detailed estimates of oil reserves on the UK Continental Shelf are given in the Brown Book (Development of UK Oil and Gas Resources 2001). The extent to which these reserves might be produced depends on a number of factors, including prices and costs relative to other oil producing areas. It is therefore difficult to make accurate predictions, but if all the discovered oil reserves given in the Brown Book were to be developed they represent some 11 years of production at rates in 2000. If in addition, estimates of as yet undiscovered reserves are also considered, UK oil reserves represent between 13 and 29 years production, although the upper estimate is unlikely. In practice, production levels will fall and reserves will last longer. Indeed, a PILOT target is to produce 3 Mboed (million barrels of oil equivalent per day) in 2010 against about 4.5 Mboed in 2000. About 70 per cent. of UK oil production is exported and different grades of oil imported, so that UK crude accounted for some 46 per cent. of refinery throughput in 2000. UKOOA, the offshore operators association, have estimated that some 118,800 jobs in Scotland depend directly and indirectly on the oil industry.

Mr. Wray: To ask the Chancellor of the Exchequer what percentage of people in receipt of Income Related Benefit do not have use of banking services (a) in the UK and (b) in Scotland. [116369] Mr. Rooker: I have been asked to reply. Over 80 per cent. of all benefit recipients have bank accounts. Estimates from the 1997-98 Family Resources Survey are that 28 per cent. of individuals in Great Britain who are in receipt of Income Related Benefits do not have access to banking services and 38 per cent. of individuals in Scotland in receipt of Income Related Benefits do not have access to banking services. Notes: 1. The source of the data used to answer the question is the Family Resources Survey (Great Britain only). The latest year for which data are available is 1997-98. 2. The estimates are based on sample counts, which have been adjusted for non-response using multipurpose grossing factors that control for region, Council Tax band and a number of demographic variables. Estimates are subject to sampling error and to variability in non-response. 3. The figures given have been rounded to the nearest whole per cent. 4. For the purposes of answering this question, income related benefits (IRBs) are taken to be Income Support, Jobseeker's Allowance (Income Based), Family Credit, Housing Benefit, Council Tax Benefit, Disability Working Allowance and Social Fund Grants. 5. Where two people are living together as husband and wife and they are in receipt of one or more IRBs between them, it should be noted that one of the couple claims the benefit(s) on behalf of both individuals. However, both individuals are regarded here as being in receipt of the benefit(s). Therefore, for such couples, the access of both recipients to banking facilities has been considered, as opposed to solely those of the claimant. 6. For the purposes of this analysis, an individual's access to Banking facilities has been defined as whether or not they have in their name (on a sole or joint basis) any one of a Current Account, a Post Office Ordinary/Investment account or any other type of savings/bank account held with either a bank or a Building Society.
