The Government have taken significant steps to enhance the security of the electoral process including the measures introduced in the Electoral Administration Act 2006.Recent information published by the Association of Chief Police Officers and the Electoral Commission on 1 May allows us, for the first time, to examine the extent and nature of allegations of electoral malpractice. It is consistent with earlier findings that the scale and volume of allegations of fraud have been decreasing. Of the 60 voting and registration alleged offences recorded at the 2008 elections, no further action was taken in the significant majority of these cases. This must be seen in the context of the 16 million votes which were cast at the May 2008 elections—but fraud is still unacceptable.We cannot be complacent about electoral fraud but these figures demonstrate that the measures which we and others, including the police, the Electoral Commission and electoral administrators, have already taken have been successful.We are now legislating for the introduction of individual registration in a way that will help to further curb the risk of fraud, while ensuring that changes also support improvements to the comprehensiveness and accuracy of electoral registers.

The hon. Gentleman is of course right to say that there need to be free and fair elections, and the reality is that the conditions are not in place. I met with the UK ambassador to Zimbabwe last week, and I discussed that matter with him. The UK will continue to provide support for the poorest through non-governmental organisations and the United Nations. We do not accept the list of observers, so we are working closely with civil society organisations to strengthen the process. I assure the hon. Gentleman and the House that we will continue to monitor and work on the situation with the international community.

My support for Zimbabwe and for an African democratic solution to its problems is well known to the House. What steps is the Foreign Secretary taking to ensure that the elections are, in an African context, as free and fair as is acceptable to the civilised world?

The hon. Gentleman's long record of standing up for democracy and the interests of the people of Zimbabwe is well known. I would point him in three directions. First, it has been important to emphasise that there is a humanitarian crisis in Zimbabwe, which requires humanitarian action by the Department for International Development. Secondly, I would point at the support for the SADC movement, including in its election role. Thirdly, it is critical—not least given that there are 4 million refugees outside the country, which already calls into question the election processes and result—that we none the less support international demands from the European Union, the Commonwealth and elsewhere for proper observation missions that allow an on-the-ground assessment of how the election campaign and the election counting are conducted.

Zimbabwe is suffering from an economic, humanitarian and political crisis for which President Mugabe is directly responsible. Although the election has been declared for 29 March, the conditions for it are far from free and fair. We are pressing for effective international monitoring and for states in the region to require the election to meet international standards, including those adopted by the Southern African Development Community itself.

Does my hon. Friend not accept that it would be most undesirable if any polling station or ballot box was placed in superstores such as Tesco—an idea that has been put forward? Tesco has a big enough advantage as it is, without people being advised to go into those superstores, which undermines the small retail sector.

The Government have taken significant steps in recent years to tighten up the security of the electoral process, and assist the police and prosecutors in tackling electoral fraud. These measures are primarily established by the Electoral Administration Act 2006 and associated secondary legislation.We will wish to consider the effectiveness of these new measures in light of the experience of them at the May 2007 elections, and whether further measures are necessary.

The People’s Republic of China is responsible for a huge amount of the world’s manufacturing industry these days and has legitimate reasons for engaging in trade in Africa and other continents. Concern has been expressed, however, about the extent of the influence that follows on from that legitimate trade, and we keep that matter under constant and close review.

Does my hon. Friend accept that there is strong public opposition to elections being more heavily funded by the taxpayer and the Government? I am happy to associate myself with the comments of the hon. Member for Nottingham, North (Mr. Allen) in respect of reducing dramatically the amount that parties spend nationally, but perhaps greater funding of local expenditure to enable candidates to put out better literature might be considered.

I warmly support what the Foreign Secretary has said in response to the questions put to him on this subject. Does he believe that it is absolutely essential for the long-term possibility of peace and stability in the middle east for the western powers, including this country, to maintain a positive ongoing dialogue with Hamas, which has taken over the Parliament in the Palestinian Authority; and, in addition, that we must maintain the help and aid to the Palestinian people while ensuring, as I believe that he has highlighted in his answers so far, that none of that aid will in any way be adapted to assist terrorism against Israel?

None of us has any interest whatever in, as it were, punishing the Palestinian people for giving the ““wrong”” answer in those elections. We are very conscious of that. They were free and fair elections and we have to respect the decisions of the Palestinian people. At the same time, nor can we gratuitously reward Hamas if it carries on with active support of terrorism and violence. That is why the Quartet has come to a very responsible and cautious position. Aid that was being paid anyway continues to be paid. The ball is in the court of Hamas. We are not expecting it to stand on its head and abandon overnight every position that it has held in the past. We are expecting from it, however, some clear indications of the direction in which it wishes to travel.
As to formal discussions with Hamas, insofar as any discussions took place between representatives of the British Government and Hamas, they were suspended some time ago. Whether they could be reopened would depend on the indications that we had of movement by Hamas.

Sir Nicholas Winterton: To ask the Deputy Prime Minister if he will make a statement on the evidence used by his Department to
support proposals for the devolution of powers and functions to elected regional assemblies. [76219]
Mr. Raynsford: This information is set out in the regional governance White Paper "Your Region, Your Choice" (Cm 5511) as part of
the rationale for the Government's proposals to give each English region the opportunity to choose whether to have an elected
assembly. Elected regional assemblies will have real power and funding to improve the quality of life of people in their
region--particularly by improving regional economic performance.
Assemblies will have powers to make a difference in key areas such as jobs, transport, housing, culture and environment. And their
block grant will give them much greater freedom to allocate spending according to regional priorities. This offers the prospect of
tailored regional solutions to regional problems. It strikes a balance between those issues that are best dealt with at a regional
level and those that are best dealt with at a national or a local level. Our proposals for elected assemblies in the English regions
will bring decision- making closer to the people and make government more efficient, more effective and more accountable.
The evidence base includes the information presented in "Regional Government in England: a preliminary review of literature and
research findings" (published by the Department of the Environment, Transport and the Regions in 2000). Other relevant documentation
is included in the White Paper's bibliography (annex J). The Government's approach to determining which powers and functions should
become the responsibility of elected regional assemblies is described in chapter 4 of the White Paper. Copies of the documents
referred to are available in the Library.
