Data on road collisions involving personal injury are reported to the Department by police forces in Great Britain via the STATS19 system. The latest year for which data is available is 2024.
In 2024, 1,353 people were killed in reported road collisions in England. This compares with 1,370 in 2023 and 1,443 in 2022.
To ask His Majesty's Government how many people were (1) killed, or (2) seriously injured, in road traffic accidents in England in the most recent year for which statistics are available; and what the comparable figures were for (1) 5 years, and (2) 10 years, earlier.

Is the Minister aware of the figures in Wales for the reduction in road accidents and road deaths following the reduction of the speed limit to 20 miles per hour? Although that has been controversial in some areas and needs to be adjusted, none the less, if people’s lives —children’s lives—can be saved by such a change, surely that can be studied more broadly, and should not the insurance companies be reducing the premium that road drivers pay for their insurance cover in circumstances where the number of accidents is reducing?

The noble Lord makes a good point. I saw recently some very revealing figures on the reduction of accidents in Wales as a consequence of the imposition of the 20 miles per hour speed limit, although there are other views about
its blanket introduction; the Government’s view is that introducing lower speed limits where it is appropriate produces the best result. I do not know about the insurance companies in terms of imposing speed limits, but we know that insurance companies should take note of better drivers and, increasingly, technology enables those companies to know where, when and how people are driving.

Data on road injury collisions are reported by police using the STATS19 system. In STATS19, a fatality is defined as a death that occurred within 30 days of the collision. The rates of fatalities in road collisions in 2023 per million population for different parts of the United Kingdom are shown in the table below.
