The DTI HQ estate does not contain any buildings in Wales and Northern Ireland where it has lead responsibility for the payment of rent, rates and building insurance.

A full response is not available from standard information systems in the format requested and could be obtained only at disproportionate cost. A partial response has therefore been provided.(i) (a)(b)—The Department's estate has been sold or transferred under a PFI partnership deal to Land Securities Trillium (LST) and in return for the payment of a unitary charge, LST is responsible for providing a full facilities management service across the estate. The Foreign and Commonwealth Office (FCO) maintains buildings in London and at Hanslope Park in Buckinghamshire. It is responsible for one executive agency, the Wilton Park Conference Centre, which maintains buildings in Sussex. The expenditure for each of these areas for the years requested is shown in the following table.

The estimated figure for London buildings is lower than previous years as an additional £921,560 for the maintenance of the fabric of the buildings has been allocated in the mid-year review, but has not yet been allocated to individual buildings. This brings the total estimated spend to slightly below last year's actual spend. London and Hanslope Park buildings are not insured—the office acts as it's own insurer. The Wilton Park buildings are insured under the current lease agreement. The FCO also has responsibility for a number of non-departmental public bodies which have recorded expenditure on buildings and insurance in these financial years. It is the policy of DEFRA, its agencies, non-departmental public bodies and, where appropriate, its sponsored organisations to make financial redress in accordance with the guidance set out in chapter 18.7 and annexes 18.1 and 18.2 of ‘Government Accounting'.However, the information you requested relating to DEFRA's agencies, NDPB's and other bodies sponsored by DEFRA is not held centrally by the Department and could be provided only at disproportionate cost. Since the Department holds records centrally for the whole of England only, it is not possible to provide the details requested for each English region.The historical expenditure on vehicles which the core Department has purchased or rented can be analysed as follows:

The planned expenditure on vehicles in 2005–06 within the core Department is not available due to expenditure budgets being held at a higher level than is being requested. Accordingly, this high level budget information would not be appropriate as a response to the question being asked.The expenditure in 2002–03, both for purchased and rented vehicles, is disproportionately high as a result of costs incurred by the Department in dealing with the foot and mouth outbreak.For details of expenditure on ministerial vehicles provided to the Department by the Government Car and Despatch Agency, I refer the hon. Member to the letter of 20 December 2005 from the chief executive of the Government Car and Despatch Agency to the hon. Member for Lewes (Norman Baker).
