Will the Minister publish details of the business innovation forum, and how it will hold the Government to account on the distribution of the shared prosperity fund throughout the UK?
Yes. We are in the process of establishing the forum, and I want to ensure that we are talking not just to the same old people whom the Government always talk to but to the companies on the frontline—the leaders of the sectors of tomorrow. In the innovation strategy we set out seven high-growth sectors, and I will publish details of that in due course.
That this House acknowledges the discovery of gravitational waves as a triumph for humanity which confirms Albert Einstein's 100 year old theory of general relativity, and is expected to provide vital insights into the evolution of stars, supernovae, gamma-ray bursts, neutron stars and black holes; commends the decades of scientific research and the development of the techniques to extract the properties of the sources from the gravitational wave signatures carried out at the University of Birmingham, together with colleagues at Cardiff University and the University of Glasgow; recognises that this research was a significant contribution leading to the scientific breakthrough; further recognises the subsequent birth of a brand new field of astronomy that will teach us about our universe for generations to come; and calls on the Government to ensure that sufficient funding is available for scientific research incorporating applied, discovery and translational research to enhance our culture and civilisation and serve the public good.

What steps his Department is taking to ensure that scientific advice carries appropriate weight across government.
UK leadership in science advice to Government is well recognised internationally. Most Departments have a chief scientific adviser, and many have science advisory councils and specific scientific advisory committees on selected subjects. My Department supports the work of the independent Government Office for Science, which works with Departments across Whitehall to ensure that their advisory systems are fit for purpose. The Government’s chief scientific adviser, Sir Mark Walport has close contact with both the supply and demand for science advice across government, and the Government Office for Science publishes guidance on the use of scientific and engineering advice in policy making and a code of practice for scientific advisory committees. Science advice is one of the things Britain does best.

The Minister with two brains was removed, and he had the support of the scientific community. Can the Minister explain how the Government Office for Science can be effective when the chief scientific adviser posts in the Department of Energy and Climate Change and the Department for Transport—two crucial Departments—remain unfilled?

I thank the hon. Lady for her welcome. She talks of cuts in the science budget. Let me put on record again the fact that the Government have protected and ring-fenced the science budget. Let me also take this opportunity to pay tribute to my predecessor, my right hon. Friend the Member for Havant (Mr Willetts), who achieved that success in conjunction with the Chancellor. As for the two Departments that currently do not have scientific advisers, Sir Mark Walport and the Government Office are actively in the process of recruiting and putting in place arrangements to ensure that adequate scientific advice is available.
That this House commends the contribution to medical science by Elizabeth Garrett Anderson who was born in London in 1836; notes that in 1865, Dr Anderson was the first Englishwoman to qualify as a doctor after passing the Society of Apothecaries' examinations; praises Dr Anderson's work in 1866 to establish a dispensary for women in London; further notes that in 1870 Dr Anderson was made a visiting physician to the East London Hospital and in 1872 she founded the New Hospital for Women in London, which was staffed entirely by women; further notes that Dr Anderson helped found the London School of Medicine for Women in 1874 and was appointed dean in 1883; further notes that because of Dr Anderson's pioneering work an Act was passed in 1876 that permitted women to enter medical professions; further notes that during her retirement in Aldeburgh in Suffolk, Dr Anderson became the first female mayor in England in 1908; and calls on the Government to ensure that young women are encouraged to pursue careers in science.

The responsibility for staff equality matters rests with higher education institutions (HEIs), as the employers. In the annual Grant Letter to the Higher Education Funding Council for England, the Government encourages the sector to continue to address long standing equality issues, including more diverse representation at senior levels in HEIs.
Higher education institutions receiving grant funding from the Higher Education Funding Council for England also have to meet the requirements of the public sector equality duty in the Equality Act 2010 and advance equality of opportunity.
The Athena SWAN Charter recognises and celebrates good employment practice for women working in science, engineering and technology (SET) in higher education and research. Membership is open to any university or research institution committed to the advancement of the careers of women in SET. The Department for Business, Innovation and Skills (BIS) provides some funding for Athena SWAN via the Royal Society as part of our science, technology, engineering and maths (STEM) Diversity Programme.
The Athena SWAN Charter exists to instigate real and continuing change for women and also their male colleagues. HEIs and individual departments have to
demonstrate a commitment to improving working practices and also measure the impact these changes are having, and tackle areas where progress has not been as fast. The Charter is run by the Equality Challenge Unit, an independent higher education sector body, which provides higher education institutions with support on all equality matters and works directly with institutions to help them tackle under-representation among staff groups.
BIS welcomes the announcement in April 2013, that Athena SWAN presented a record 68 awards to individual departments and higher education institutions (HEIs). 24% of submissions were from medical and dental schools and departments, and 29% of awards were to these disciplines. Last year this figure was just 9%. This increase will have been due, in part, to the action taken by the chief medical officer, Professor Dame Sally Davies. In July 2011 Dame Sally wrote to the Medical Schools Council, outlining her intention that all medical schools who wish to apply for National Institute for Health Research (NIHR) Biomedical Research Centres and Units funding need to have achieved an Athena SWAN Charter Silver Award.
