Motion that this House notes that 22 May 2019 is the 28th anniversary of the unification of Yemen, when that country emerged from a long and painful civil war; further notes that today Yemen is once again in a deep and pitiful state of conflict, having entered the fifth year of its current, tragic war; acknowledges that the most recent estimate places the death toll in excess of 70,000, of which 10,000 have died in the last five months alone; notes that Yemen remains in the midst of the world’s worst humanitarian crisis, in which at least 85,000 children have starved to death and almost 200,000 have contracted cholera in 2019 alone; commends the work of the UN Special Envoy Martin Griffiths, who brought opposing sides together for agreements including on a ceasefire in the Al-Hodeidah Governate; regrets that the implementation of those agreements has been slow or non-existent; and calls on the Government to take every possible measure to support an immediate ceasefire, the flow of humanitarian aid and further peace talks in Yemen. The Aid Worker Security Database (ASWD) collects data on major incidents of violence against humanitarian operations throughout the world and is commonly cited by UN agencies and NGOs.
It has not yet released data for 2018, but records six incidents of ‘major violence against humanitarian operations’ in Yemen in 2017 and seven in 2016. In April 2018 Hana Lahoud, a Lebanese national in charge of the ICRC’s detention programme in Yemen was tragically killed in Taiz.

There were 5 fatalities in accidents where the contributory factor ‘emergency vehicle on a call’ was reported in Great Britain in 2017.
The Department collects data on personal injury road accidents reported to the police, including contributory factors which the police select when they attend the scene. This does not assign blame for the accident but gives an indication of factors the attending officer thought contributed to the accident.
Not all accidents are included in the contributory factor data; only accidents where the police attended the scene and reported at least one contributory factor are included. A total of 72 per cent of accidents reported to the police in 2017 in Great Britain met these criteria.

Figures for 2018 will be published in 2019.

As Director General for the Office for National Statistics, I have been asked to reply to your recent question asking what estimate has been made of the number of deaths associated with the consumption of sugar-sweetened beverages in each year in England and Wales. (150298)
The mortality data held by ONS come from the information collected when a death is registered. All the conditions and circumstances recorded on the medical certificate of cause of death, or the coroner’s death certificate, are coded using the International Classification of Diseases, Tenth Revision (ICD-10). An underlying cause is assigned using ICD coding rules, and is defined as:
(a) the disease or injury that initiated the train of events directly leading to death, or
(b) the circumstances of the accident or violence that produced the fatal injury.
Consequently, figures can only be provided for deaths recorded using medically recognised terms. Moreover, internationally accepted guidance from the World Health Organisation requires only those conditions that contributed directly to death to be recorded on the death certificate. ONS has no information on lifestyle factors, such as diet, that may be associated with mortality, as they are not recorded on the death certificate. Therefore we are unable to provide an estimate of the number of deaths associated with the consumption of sugar-sweetened beverages.
