That this House notes the good work undertaken in London by the Royal Society for the Prevention of Cruelty to Animals and that in 2000, they responded to 887 seperate incidents, consisting of 561 animal collection, and 197 successful convictions for cruelty; further notes that the first stage consultation on plans for congestion charging in London did not recommend any exemption for RSPCA operational vehicles and that this, based on previous years' figures, could lead to a potential cost of more than ??5,000 per year in congestion charges to the charity; and calls upon Her Majesty's Government to urge Transport for London, The Mayor and Greater London Assembly Members, when considering the final congestion charging scheme, to offer a 100 per cent. exemption to RSPCA operational vehicles.

That this House expresses its extreme concern at the appalling state of London's road system at present; notes that rush hours in the capital have become slow-moving misery for public and private vehicles alike, creating environmental pollution, deep frustration and personal stress; asks why the Government has taken no action to minimise the disruption in London through co-ordination of works being carried out on roads, tunnels and bridges; believes that privatisation and deregulation in London have exacerbated the problem; and calls upon the Government to take urgent action to control and co-ordinate road works in London, insisting wherever possible that 24-hour working be implemented, sensible alternative traffic control systems established and penalties imposed upon those undertakings which show little or no concern for the chaos they are inflicting upon Londoners.
