Friend will soon visit Daresbury science and innovation campus so that he can see for himself the success that is being achieved there in bringing science, innovation and technology companies into the UK. The quality of science at Daresbury laboratory is crucial to that success, so will he ensure that the Science and Technology Facilities Council retains and expands key scientific skills at Daresbury laboratory and ensures future success there?

I thank my hon. Friend for that question. In direct reply, I should say that I hope to be able to visit Daresbury next week; I am sure that I will see world class science being conducted there. I want to stress that as a Government we have a vision for the development of Daresbury as a science and innovation campus that conducts world class research and innovation. Over the next few years, we anticipate the development of critical areas of expertise. Through its project manager, Daresbury will be leading on the new light source project. Over the next few years, we hope to see the build-up of the Cockcroft institute, a detector systems centre and a centre for computational science.

The Government are fully committed to developing Daresbury and Harwell as world class science and innovation campuses. As we say in our White Paper ““Innovation Nation””, published two weeks ago, the vision is that they should be places where new collaborative approaches to research, innovation and learning are developed. They will be environments where scientists from a wide range of disciplines can work together in a mutually supportive manner. The campuses will be prime locations for the international research and development sector, and will contribute to developing the UK's internationally renowned scientific and high technology skills base. Public sector organisations will work alongside businesses exploiting research to develop and profit from innovative products and services. Small, medium and large public and private organisations can also co-locate to their mutual benefit.

I can tell my hon. Friend, who has fought hard for all the investments made at Daresbury science park, that the Department for Innovation, Universities and Skills is committed to creating a science and innovation campus at Daresbury. That was announced in the Budget of 2006 and confirmed in December 2007. The next step is that Sir Tom McKillop, the chairman of the Royal Bank of Scotland, has been asked to include Daresbury in his north-west review. We are committed to additional investment in science and technology in my hon. Friend's region, and to all the jobs that flow from that, making it possible for the north-west to continue to increase employment during a difficult period for the world economy.

I have talked to my hon. Friend and to a delegation from the north-west about the important work being done there. I know there was disappointment a few years when the synchrotron investment did not come its way, but I know, too, of the path-breaking research that is being done there. Over recent years, we have doubled the science budget, and the future of north-west science facilities is an important part of that. I will continue to work with my hon. Friend to secure the future of her area.

I am grateful to my hon. Friend, who has worked hard to promote new investment for that important scientific campus. I understand that the Northwest Development Agency is investing about £50 million in that campus, which is one of two science and innovation campuses. Not only are 22 businesses operating there, but considerable new infrastructure investment is being made to attract businesses for the future. That reflects our recognition that, in modern manufacturing, we need to promote advanced science and technologies so that in future we lead the world in key technologies. The north-west is an important part of the new investment.

With science spending doubling since 1997 and research and development credits now worth £1.5 billion to business, Britain has seen 200 spin-off businesses created each year compared with 70 10 years ago. To support Britain as the world’s best location for science, the Minister for Science and Innovation is announcing today that he will build on our proposed new institute for energy and environmental research and the single budget for health research by inviting the Royal Society to create new international science fellowships to bring the world’s best scientists to the United Kingdom.
The House might be interested to know on the day of the national service of thanksgiving to mark Her Majesty the Queen’s 80th birthday that, in addition to a crown piece to celebrate her diamond wedding anniversary, there will be two £2 coins, one to mark the Union of 1707 and a second to mark the abolition of the slave trade in 1807.

Dr. Howells: The details of our plans to increase women's participation in science and engineering across the education sector are
set out in the Government's `Science and Innovation Investment Framework 2004-2014', published jointly last July by my Department,
DTI and HM Treasury.
The Government's overall ambitions are to achieve a step change in: the quality of science teachers and lecturers in every school,
college and university; the results for students studying science at GCSE level; the numbers choosing SET subjects in post-16
education and in higher education; and the proportion of better qualified students pursuing R and D careers.

Helen Southworth: To ask the Secretary of State for Trade and Industry what targets the Council for the Central Laboratory of the
Research Councils (CCLRC) has set for the commercial exploitation of intellectual property to stimulate regional growth in the North
West; what CCLRC's vision is for collaboration with the North West Science Council; and how the CCLRC intends to work with the North
West Regional Development Agency to generate regional economic growth. [168630]
Ms Hewitt: CCLRC seeks actively to develop exploitation routes for its research via its totally owned commercial exploitation
company, CLIK, which was established in April 2002. Five new CLIK-generated high technology companies are already in the final
stages of formation, three of which are based on research and associated technologies developed at the CCLRC Daresbury Laboratory.
The CLIK business plan is based on the formation of three new CCLRC spin-out companies per year for each of the next five years.
CCLRC has interacted closely with the activities of the North West Science Council (NWSC) since its inception. The Director of the
Daresbury Laboratory has been a member throughout this period, and he and his staff also maintain close relations with the NWDA.
This has led already to the construction of two new NWDA-supported high technology buildings immediately adjacent to the DL site, on
land previously owned by CCLRC, in order to provide easily accessible space for new high technology, spin-out companies and
associated business support advisers. The CCLRC/ NWD A interaction has also already led to the successful implementation of a number
of major new joint-funded projects, which are or will be based at the DL/NWDA Campus including SUPERSTEM, the Energy Recovery Linac
project and the new Cockcroft Accelerator Science Centre. Opportunities for new nanotechnology/nanoscience activities and also a new
Centre for Instrumentation are also currently being explored.

Helen Southworth: To ask the Secretary of State for Trade and Industry what evaluation has been made of the ideal skills mix of the

West Science and Daresbury development group; what input CCLRC has made to the North West Science Strategy; and what targets and
milestones have been set by CCLRC to progress the strategy. [168584]
Ms Hewitt: A number of evaluations has been made of the template for Council membership in recent years, but, in terms of skills,
the basic mix of academic user and industry representation has remained unchanged. Last year the number of members was increased to
include a greater number of independent industry or user representatives. We intend to keep the template more generally under
review. The Minister for Science makes all appointments to the Council on my behalf in accordance with the requirements of the
Commissioner for Public Appointments. This is a competitive process overseen by a panel with independent members who recommend
candidates who best fit the advertised role and person specification, drawn up in the light of CCLRC's assessment of its needs for
expertise.
The CCLRC and the OST have invested £6 million and £8 million respectively, to progress the Energy Recovery LINAC
project, providing the underpinning technology and design for a Fourth Generation Light Source (4GLS). This activity is based mainly
at the CCLRC Daresbury Laboratory. CCLRC collaborated closely with the North West universities regarding the recently announced
PPARC/CCLRC-supported Cockcroft Institute for Accelerator Science, also to be located at Daresbury. As a result, the CCLRC will co-
locate its related accelerator science and technology research activity with the Cockcroft Institute. The results of a CCLRC/North
West Development Agency joint-funded analysis of the opportunities for commercial exploitation of Daresbury Laboratory research, and
the options for a proposed mixed- economy Daresbury Campus, have now been received. The latter activity will involve the North West
Universities and industrial partners with the CCLRC, and the participants are seeking to establish a new "North West Science
Partnership" by summer 2004.

Ms Hewitt: The Engineering and Physical Science Research Council, on behalf of all the research councils, is handling the scientific
peer review of the 4 GLS science case. To ensure that the process is fair the review is being undertaken by a panel of independent
scientists nominated by the research councils. The proposal is being considered against a set of standard, agreed criteria. The
reviewers' recommendations will be passed on to the Director General of the research councils, the meeting of the chief executives
of the research councils and the scientists involved in the project.

Helen Southworth: To ask the Secretary of State for Trade and Industry when the outcome of the first stage of the quinquennial
review of the six grant-awarding research councils will be announced; and what its principal recommendations are. [5978]
Ms Hewitt: I am today able to announce the outcome of the first stage of the quinquennial review of the six grant-awarding Research
Councils. I shall be placing a copy of the stage 1 report in the Libraries of both Houses.
Quinquennial reviews of Non-Departmental Public Bodies (NDPBs) are a key part of our programme to modernise Government. The
Government are committed to achieving better public services that are of higher quality and are more responsive to the needs of the
people who use them. Regular NDPB reviews are an important element in ensuring that we have in place the right structures to deliver
the Government's agenda effectively and to provide a strong focus on improving future performance. Under Cabinet Office guidance (31
January 2000), such reviews should be conducted in two stages.
The terms of reference for this review set the following objectives: the first stage would examine the role and organisation of the
Research Councils, by reference to their Charters and missions, and evidence of past practice. It would set the detailed terms of
reference for the second stage; the second stage would examine the efficiency and effectiveness of the Councils' operations and look
for further opportunities for improving performance.
The principle recommendation of stage 1 is that the Research Councils should continue to be executive NDPBs. The review concluded
that: the Councils are a necessary mechanism for the delivery of Government policy for scientific research and postgraduate
training; the Council's individually and collectively, are an important source of independent scientific advice to Government; the
Council's existing individual missions provide an effective focus for their communities; none of the alternative organisational
models would offer equivalent benefits to the UK Science and Engineering Base at the present time; the Councils have made
considerable progress in adopting new ways of working to generate efficiency savings, demonstrate value for money and maximise
spending on science; NDPB status remains the most appropriate organisational model for maintaining the Haldane principle, ensuring
effective accountability for public funds and engaging the scientific communities.
Stage 2 of the Review will now examine four broad themes, which were identified following the extensive stage 1 consultation. These
are: mission, structure and governance; relations between the Research Councils and their clients; priority-setting and
decision-making; the Councils' management and internal processes. Working groups, whose members will include a wide range of
stakeholders, will be considering these areas, and there has been also been a second written consultation.
I welcome these recommendations, and I am grateful to the members of the steering group for their work on this review.

Mr. Byers: I have today set up a new group which will examine ways of boosting economic development in the North West by
capitalising on the region's scientific and industrial strengths. The North West Science and Daresbury Development Group will also
make proposals on the role that the Daresbury Laboratory in Cheshire can play in this process. The Group will report to me by 29
December 2000.
