The Minister for Policing and the Fire Service has already spoken about the benefits of collaboration between emergency services and will be aware of proposed closer working between Warwickshire and West Midlands fire services, while there is already a strategic partnership between Warwickshire and West Mercia police services. Is there any potential conflict if Warwickshire’s blue-light services collaborate with bodies from different areas?

There is no conflict as far as I can see. We are keen to encourage the greatest levels of collaboration between our emergency services.

To ask the Secretary of State for Education, how many children were in the care of the local authority in (a) Warwickshire and (b) Rugby constituency in (i) 2013-14, (ii) 2014-15 and (iii) 2015-16.
There were 1,010 children looked after by Warwickshire local authority during the year ending 31 March 2014, and 995 during the year ending 31 March 2015. This information is published in table LAB1 of the statistical release, which can be found at: https://www.gov.uk/government/statistics/children-looked-after-in-england-including-adoption-2014-to-2015. Information on the numbers of children looked after on the 31 March of each year is published in table LAA1 of the same release. There were 695 children looked after in Warwickshire on 31 March 2014 and 690 on 31 March 2015. Figures for the year ending 31 March 2016 will be published on 29 September 2016.
Numbers of looked after children are not available at a constituency level.

We do not provide funding specifically for children and adults in social care. Local authorities were provided with formula grant in the period 2010-11 to 2012-13, and Revenue Support Grant from 2013-14 onwards, both of which are unringfenced and it is a matter for local discretion how this is spent.
I was rather surprised to find that the number of children being home schooled in Warwickshire had trebled over the past three years. There are 452 such pupils in the current year. Will Secretary of State tell us what provisions exist to ensure that such children get a full and rounded education?

We have already made it clear that we want to know more about what is happening to children who are home educated. The majority will be educated extremely well, but we believe that there is more to do on this. We also want local authorities to know when children are being withdrawn from schools in order to be home educated, and I expect further proposals to follow.

I strongly agree with the hon. Gentleman, and I am delighted that so many Members are as excited as I am about the fact that the growth deals mark such a dramatic break from the past. Now, finally, people can take their economic destiny into their own hands, rather than having everything dictated to them from Whitehall.

I met with the Coventry and Warwickshire LEP on 24 March to sign the City Deal, and we have now agreed a Growth Deal with Coventry and Warwickshire LEP.
The deal has secured £74 million from the Government's Local Growth Fund to support economic growth in the area—with nearly £14 million of new funding confirmed for 2015/16. This includes projects such as a new grow-on space for innovative businesses at Ansty Park near Rugby.
The Secretary of State will be aware that Rugby borough council is not just freezing council tax but reducing it by 3%, while Warwickshire county council is raising it by 1.9%. However, the county council has chosen now as the time to present proposals for a unitary authority. Given those contrasting approaches to the setting of council tax, can the Secretary of State suggest any reasons why my constituents would consider the unitary proposals to be a good idea?

I said before the last general election that any authority official who came to me with a proposal for a reorganisation would be met with a pearl-handled revolver that I kept in my desk. It sounds as though it is time to oil the thing again.
We have no intention of carrying out a reorganisation. Any spending on a reorganisation is a fundamental waste of taxpayers’ money.
