The Government are committed to supporting the egg industry during this transitional period and DEFRA officials are continuing to press the Commission and work alongside the industry and any like-minded member states to ensure that everything is done to maintain the ban on eggs and egg products produced by hens housed in conventional cages across the EU. We will continue to discuss this within wider meetings of the commission and other member states.We have not heard of any applications by other member states for a delay to the ban. However, we have asked the commission to be ready should any such applications be made: to provide sufficient enforcement controls to ensure the ban can be enforced appropriately so that compliant producers and member states are protected from negative impacts of any non-compliance.At the meeting of the Standing Committee of Food Chain and Animal Health (SCoFCAH) held on the 30 November, the commission made it clear to all member states that the ban stands and that it must be implemented in full on 1 January 2012, otherwise member states would risk facing infraction proceedings.

[holding answer 20 November 2007]: On 14 November 2007 the following free range premises were registered on the GB Poultry Register (GBPR):"(i) Protection Zone: 5 premises (including the infected premises) with 36,802 birds. One of these premises, the infected premises, was registered as free range and had a total of 6,800 birds.""(ii) Surveillance Zone: an additional 92 premises with 4,085,476 birds. 38 of these premises were registered as free range and had a total of 167,397 birds.""(iii) Restricted Zone: an additional 1,372 premises with 24,987,220 birds. 473 of these premises were registered as free range and had a total of 2,777, 143 birds."Not all birds on free range premises will necessarily be free range.There are a total 24,151 premises registered on the GBPR with 273,285,189 birds. Of these 10,129 premises are registered as being free range and have a total of 44,830,869 birds.The following table shows the number of premises and birds (in total and for free range premises) in each county/administrative area of Great Britain:

Therefore totals in this table will differ from those quoted above.These are the totals 'normally' stocked and therefore do not represent the actual number likely to be present on any specific day.

[holding answer 20 November 2007]: On 14 November 2007 the following free range premises were registered on the GB Poultry Register (GBPR):"(i) Protection Zone: 5 premises (including the infected premises) with 36,802 birds. One of these premises, the infected premises, was registered as free range and had a total of 6,800 birds.""(ii) Surveillance Zone: an additional 92 premises with 4,085,476 birds. 38 of these premises were registered as free range and had a total of 167,397 birds.""(iii) Restricted Zone: an additional 1,372 premises with 24,987,220 birds. 473 of these premises were registered as free range and had a total of 2,777, 143 birds."Not all birds on free range premises will necessarily be free range.There are a total 24,151 premises registered on the GBPR with 273,285,189 birds. Of these 10,129 premises are registered as being free range and have a total of 44,830,869 birds.The following table shows the number of premises and birds (in total and for free range premises) in each county/administrative area of Great Britain:

[holding answer 20 November 2007]: DEFRA has 50 containerised gassing units available to cull poultry. Operationally the units are run in pairs. The capacity of each unit depends on the size and weight of the birds being culled and the speed they are caught at.Under good conditions a throughput of 10,000 kg liveweight per hour per pair of units is possible. This can fall to around 4,000 kg per hour at more difficult field sites.

I am afraid that there is much confusion in the country. Only last week the Prime Minister said that vaccination is not effective in stopping the spread of the disease, but experience in Hong Kong—a properly validated scientific exercise—has shown that vaccinated birds do not transmit the disease. It appears that we have a Government policy of no vaccination, yet the Government have an imminent delivery of Nobilis vaccine for use in zoos. At the same time there is increasing doubt about whether other outdoor birds could be housed. We do not want a repeat of what happened during the foot and mouth outbreak, when halfway through the disaster the Government began to consider vaccination. Will the Minister now guarantee that the Government's present policy will not change, or must the uncertainty continue?

No, that is a ludicrous suggestion; of course we must be flexible. The evidence must be studied and we must take account of changing circumstances. As the hon. Gentleman well knows, the situation in the poultry industry in Hong Kong is completely different from that in this country, as it is across the channel in the Netherlands. As he has raised what my right hon. Friend the Prime Minister said last week, I remind him that Sir David King was grossly misrepresented on one broadcast last week about his view of vaccination. It may help the House if I read the brief statement that he issued in response to that. It was that his advice to Government remains"““that the disadvantage of using currently available vaccine significantly outweighs any potential benefits.””"

[holding answer 26 January 2006]: Details of the imports requested as recorded in the Overseas Trade Statistics are provided in the tables made available in the Library of the House.Note that China, Vietnam, Hong Kong, Pakistan and South Africa have been banned from exporting unprocessed feathers and parts of unprocessed feathers since January 2004. This is in line with the usual bans in effect on any country affected by, or suspected to have, highly pathogenic avian influenza—HPAI. Only processed feathers have been allowed to be imported from these countries since January 2004.

Restrictions on the movement of poultry in the event of an outbreak are contained within the Diseases of Poultry Order 2003. Gamebirds fall within the definition of poultry within this order if they are reared or kept in captivity and there are no plans to treat gamebird activity any differently from the remainder of the poultry industry.Gamebird shooting parties are allowed provided birds are not brought together for the shoot from different premises and the event organiser advises the local animal health office that the event is taking place.The provisions of the Diseases of Poultry Order 2003 include the imposition of movement controls on suspicion of disease, and where disease is confirmed, the imposition of a protection zone and a surveillance zone around the infected premises by declaratory order. These measures would prohibit the release of gamebirds in those zones. The order also allows the elimination of the disease by slaughter of infected and contact animals.

DEFRA has distributed guidance materials to a range of industry groups, including the British Poultry Council, the British Egg Industry Council and the National Farmers Union. These stakeholders are helping to distribute information to their members. We have also provided leaflets and posters to farmers and to many other people, including local veterinary surgeons and placed advertisements in poultry hobby magazines. Guidance is also available on the avian influenza pages of the DEFRA website.

As of midnight on 10 January 2005, 1,677 eligible poultry premises have been registered on the GB poultry register under the Avian Influenza (Preventive Measures) (No 2) Regulations 2005 and the equivalent regulations for Scotland and Wales. All eligible premises are required to register by 28 February 2006.

As part of the Government's current programme to reduce the risks posed by avian influenza bird owners would be required, wherever practicable, to move their birds indoors as soon as possible if a case of highly pathogenic H5N1 avian influenza were found in Great Britain. In cases where housing is not practicable, the keeper will be required to take all reasonable measures to minimise contact with wild birds.These requirements would be invoked as a precautionary measure to avoid spread of the disease while an outbreak is investigated. As information about the source and nature of any outbreak became available, the Government's strategy would be to lift or reduce the requirements as soon as appropriate.Guidance on separating domestic poultry flocks from wild birds has been issued to a wide range of industry groups and bird keepers. We have also issued advice for poultry keepers on how to improve biosecurity.We have also established the Great Britain Poultry Register to gather essential information about certain species of birds held on commercial premises in Great Britain. This will help reduce the impact of an outbreak of avian influenza by enabling rapid communication with keepers, and help in targeting resources where they are needed most.

Trade in game birds and poultry between EU member states is controlled by European Community legislation aimed to prevent the movement of diseased birds across the Community.It is the responsibility of the authorities in each member state to ensure that the requirements of community law are met. However the risk of disease can never be reduced to zero; therefore Community law also sets control measures to be taken when disease is identified.We maintain close contact with those member states where Newcastle disease is present and with the Commission who are satisfied that the measures we, and others, are taking are reasonable and proportionate.

There are approximately 9,000 pheasants on the infected estate, which are being captured and then humanely slaughtered.The State Veterinary Service is tracing and finding details locally of all imports of pheasants in the last two months and movements related to the infected premises, The information will help give an indication of any likely disease spread. UK officials have contacted the French authorities regarding the outbreak and possible link to France, who have immediately began a thorough investigation. There has been a rapid exchange of information concerning the movement of birds between France and the infected premise in England.The French authorities identified a number of farms that had supplied birds to the infected farm and have undertaken active surveillance and sampling, which has now allowed them to conclude by blood sampling that birds on one farm have been exposed to the Newcastle Disease virus in the Loire Atlantique region of France, which has approximately 20,000 pheasants and 35,000 partridges. Although the source of infection for this farm has yet to be identified and virus isolation results are not yet available, the French authorities have taken decisive action to control the disease.We are working closely with the French authorities who are keeping us fully informed and who are carrying epidemiological investigations on the suspect farm to determine the source and any spread of the disease.
