The Government has no plans for enhancements to the West of England line at this time. Government investment priorities for rail enhancements in England and Wales will be set out following the conclusion of the Spending Review next month.

Services operated by South Western Railway, which operates the West of England line, will transfer into public ownership when their contract expires on 25 May 2025. Under public ownership, passenger services will be operated in the interests of passengers, not shareholders.
Bringing train operations into public ownership is the first step in the Government’s plans for wider rail reform. The Railways Bill will be introduced later this session, which will enable the establishment of Great British Railways (GBR). GBR will have the tools and operational independence it needs to plan and run the rail system on a long-term basis to deliver for passengers and freight customers.
Through these reforms we will deliver better quality services for passengers and freight customers, resulting in fewer delays and a timetable that better serves their needs.
Will the Minister update the House on where we are with improving connectivity between the south coast and the M4? Is the study in his Department on track to report in September? Will it include an upgrade to the A350 as it rumbles through Westbury and Yarnbrook in my constituency? Can he give any commitment at all to a relief road that will, after so many years, bring some relief to my constituents in the town of Westbury?

My right hon. Friend has raised the question of Westbury and the difficulties his constituents are facing. I have heard that very clearly, and I will ensure that he gets a detailed response from the roads Minister, Baroness Vere, on the progress.

The number of Regular and Reserve Army applications received between 1 January – 31 October 2017 was around [1]113,500.
Of those, as at 31 October 2017, around 3,100 had begun Phase 1 training. In addition, around 17,400 are still in the application process or have deferred their application.
The Defence Recruiting System will enable a quicker and easier recruitment process for applicants and the Armed Forces. It is too early to judge the impact on applications of the transfer to the new system.

The Secretary of State will know how traumatic it is for students and teachers to get children through GCSE maths and English resits, which can often blight their post-GCSE studies. Can we have a curriculum that is vocationally based for numeracy and literacy, which would give people the skills they need for work—without having to go through this traumatic and often wasteful experience?

It is important that all children leaving our education system leave with something to show for their names, particularly in maths and English—ideally at a level congruent with their potential. That is why we brought in the GCSE resit policy, because we think that students who achieved a D grade and were therefore pretty close to the better standard should have another go at doing so. However, the functional skills qualifications have been well received by employers and we want to look at how they can also play a role in enabling all our young people to show their accomplishments.

Perhaps I can write specifically to my hon. Friend on the clinical standards. What is good is that Bruce Keogh and others within the NHS support the vision of a seven-day NHS. We should of course pay tribute to all the doctors and nurses who work at weekends already—that is a very important point—but we are trying to move towards an NHS in which the individual has access to their family doctor seven days a week and hospitals work more on a seven-day basis, which will save lives and improve care. I will write to my hon. Friend about the specific detail.

Despite progress having been made, many small businesses, particularly those in rural areas, are struggling because of poor broadband speeds. Does my right hon. Friend think that the time has come for Ofcom to consider splitting BT and Openreach or, if it feels that it cannot do that, refer the matter to the Competition and Markets Authority?

Many individuals and businesses share my hon. Friend’s frustrations and the concerns that he has raised about BT’s perceived lack of investment and that perceived conflict of interest. I take these issues very seriously indeed. It is of course right that independent regulators should look at this issue, but let me assure him that I have discussed this directly with the head of Ofcom. I will be looking very carefully at the findings of its review and if we need to take action, we will.
