Insurance premiums in the UK are 50% higher, meaning that many young people cannot afford insurance. Will the Government act to get this sorted out?

I am grateful to my hon. Friend for making that point. He is absolutely right to say that it is important, to benefit all our constituents, that we deal with this. The way to do so is through our proposed reforms, on which there will be a consultation in the not too distant future. That will ensure that premiums go down.

The Government has published an impact assessment on the proposals included in the “Reducing the number and costs of whiplash claims” consultation. This includes an assessment of the potential costs and savings to all affected stakeholders from the consultation proposals. The impact assessment is available to download from the Ministry of Justice website at:

The level of any reduction in the cost of motor insurance premiums is a matter for the insurance industry. The Association of British Insurers have stated that insurers will pass on any savings to customers that result from unnecessary and excessive costs being removed from the system.

The very high level of claims in the UK pushes up insurance premiums for ordinary people by hundreds of pounds a year. In Germany, two medical opinions are required before claims go forward. Are we considering introducing that here, and what other measures are we considering to sort out this industry?

The Government are committed to finding ways of tackling fraudulent whiplash claims. We are about to consult on increasing the small claims threshold for personal injury claims arising from road traffic accidents from £1,000 to £5,000. We are also about to consult on the creation of independent medical panels, which could improve diagnosis, transparency, consistency and identification in respect of exaggerated injuries.
We have not conducted comparative assessments, but we know that whiplash claims are
higher in England and Wales than elsewhere. The increase in whiplash claims at a time when there are fewer reported road traffic accidents is unacceptable. The Government will consult shortly on measures to tackle the cost of whiplash claims.

We have not conducted any such assessments. However, we are aware of studies that indicate the rate in England and Wales is significantly higher than elsewhere. Increases in whiplash claims when there are fewer reported road traffic accidents are totally unacceptable. The Government will consult this summer on measures to tackle the cost of whiplash claims to individuals, families and businesses.
In this country, we now have 1,200 whiplash claims a day, which is about 30 times more than in France or Germany. The industry costs to the rest of us are £2 billion a year, resulting in many young people being unable to afford to insure their cars. What discussions has the Minister had with the relevant regulatory body of the Law Society that drives this industry?

The Government are committed to reducing the number of whiplash claims, and we have had discussions with all parties involved in these claims. We will consult over the summer on reducing the number of whiplash claims, including through looking at the medical certificates that are handed out, as well as at small claims levels.
