In view of the similarities between the price increases imposed on consumers by energy companies, will the Minister ask Ofgem specifically to look into the possibility that the companies are operating a nice, cosy cartel against the public interest and are a major cause of fuel poverty?

My hon. Friend has reflected the concerns of many by talking about fuel poverty. As he is aware, given that in today’s climate the cost of a barrel of oil is now in excess of $100, the issue affects not only the UK but countries right around the world. My hon. Friend is right to point out that Ofgem’s role is to ensure that no cosy cartel exists, and I am sure that that will be part of the review that it is undertaking.
As a Government, we can ensure that those discussions can take place. My hon. Friends in the Treasury and the Department for Work and Pensions have been talking with Ofgem representatives about those matters, too. In the meantime, we will continue our attack on fuel poverty through measures such as the winter fuel payment—now worth up to £300 in households where somebody is aged 80 or more—and by ensuring that the great inroads that we have made to reduce fuel poverty are not undone by rising fuel prices.

The statistics on electorate for UK parliamentary elections by constituency is co-ordinated by the General Register Office for Scotland (GROS), who receive information from electoral registration officers based on the registers published in December each year. GROS are due to publish the statistics on electorate based on the December 2007 publication of registers later in February. Electoral registration officers are not required to supply the Government with this information.

From time to time, the media expose gaps in our security systems, especially as far as obtaining security passes is concerned. Bearing it in mind that the terrorists at Glasgow airport appeared to have infiltrated the national health service, will the Secretary of State ensure that all future personnel requiring security clearance are subject to the most thorough background checks before passes are issued? Will he also liaise with the Scottish Executive to ensure that the police and security services carry out these checks where private companies or contractors are involved?

I trust that those who issue security passes in areas where danger to the public is possible—areas it is important to keep secure—recognise and live up to their responsibilities and their duty of care. That duty is shared not just by the UK Government, the Scottish Executive and their agents but by private security companies. I will take every opportunity I can to remind those who have the ability to influence that sort of practice that it is important that they live up to their duties.

Does he agree that the UEFA football cup final to be played in Glasgow this month will be an excellent showcase for the city, which should lead to many more football finals being played in that football-mad city, and that it will also be a major boost to the Commonwealth games bid that is being launched tomorrow?

I am certainly happy to identify myself with the comments made by my hon. Friend. It is right to recognise the centrality of football to the city of Glasgow. Only on Saturday, it was a great privilege for me, as Secretary of State for Scotland, to accompany His Eminence the Cardinal of Scotland and the Moderator of the General Assembly of the Church of Scotland to Ibrox to see Rangers play Celtic in what I hope was an eloquent testimony to their shared determination to challenge sectarianism, which for too long has blighted football in that great city.

Does my right hon. Friend agree that quite apart from the substantial damage that would be done to the people of Scotland by any proposal to increase income tax by 3p, or to introduce a local income tax, such measures are totally unworkable except at tremendous cost? Does he further agree that they would also require the agreement of the Westminster Departments that would have to collect any such taxes?

Of course, some people advocate a position called fiscal autonomy. For example, Crawford Beveridge argues that there should be a shift in the tax powers. Indeed that individual has been quoted a number of times by several Members, so it would be helpful for people to understand the consequences of such a change. On 29 October, Crawford Beveridge stated:"““I advocate the policy that Scotland should raise the money it spends. I know that could potentially plunge the place into recession, because it is unlikely that the total tax take would be as much as Scotland currently receives under the Barnett formula.””"
With friends like that, no wonder those people cannot make their figures add up.

I have regular meetings with my right hon. Friend to discuss a range of issues. The Scottish economy is currently growing at above the long-term trend rate, record numbers of people are employed and more people are participating in the labour market than ever before.

We were glad to host an event in the Scotland Office, and on the Prime Minister’s recent visit to Glasgow I took the opportunity to discuss the Commonwealth games bid with him. I was accompanied by Steven Purcell, the outstanding Labour leader of Glasgow city council. During that discussion at the Glasgow chamber of commerce, the Prime Minister made clear his support for Scotland’s bid.

My hon. Friend makes an exceptionally important point. Post offices have a key role to play in deprived urban communities, just as they do in rural communities. The urban post office network has benefited from the £2,000 million that has been invested in recent years. That money has enabled the Post Office to become part of a global banking network and to compete in the modern age. The reality is that customers will determine the Post Office’s future—we cannot expect that the post office network in 10 or 20 years’ time will be like the one that existed 10 or 20 years ago.

Friend make it perfectly clear—and does he agree with me—that nuclear power has to be part of a balanced energy policy, and that if no nuclear power stations are to be built in Scotland, future Scottish consumers will be at risk of more massive hikes in the price of gas and electricity, and of blackouts and power cuts, and will also face considerable problems with security of supply?

The energy review reflects not simply challenges relating to diversity and security of supply, as my hon. Friend makes clear, but the energy mix that is appropriate to a modern advanced economy. That energy mix varies north and south of the border. Both Hunterston and Torness operate in Scotland, which accounts for a higher proportion of the energy mix being produced by nuclear power plants in Scotland than elsewhere in the United Kingdom.
It is important to reiterate the point that I made at the last Scottish questions: when it comes to judgments on new-build nuclear facilities, those matters rightfully rest with the Scottish Executive and the Scottish Parliament, given the terms of the Electricity Act 1989 and the devolved nature of planning laws in Scotland.

I am of course happy to give an undertaking to consult my right hon. Friend the Secretary of State for Work and Pensions. Although more than 200,000 people have found work in Scotland since 1997, I fully recognise that in the great city of Glasgow, and particularly in its east end, considerable challenges are being faced. I pay particular tribute to the work undertaken recently at the Forge, where young people have been taken on, training has been provided and a very effective public-private partnership has been established to address the urban regeneration issues that my hon. Friend is seeking to deal with in his constituency. The new deal has not only been successful in tackling the first tranche of unemployment that we encountered—since then, it has become an innovative and imaginative tool in our efforts to ensure that we further extend the number of people in work in our economy.
