UK officials and private citizens take part in electoral observation missions organised by international organisations such as the Organization for Security and Cooperation in Europe, the Commonwealth and the EU. The Government does not organise such missions unilaterally. After the UK has left the EU, UK officials and private citizens will continue to take part in electoral observation missions organised by international organisations of which the UK is a member or is otherwise eligible to participate.

The British High Commission in Kigali and the Central Africa Team in London have received reports from opposition candidates themselves, Non Governmental Organisations, and the EU Delegation in Kigali. We take any such reports very seriously.
We remain concerned about the limited democratic space in Rwanda. The number of opposition candidates standing in the Presidential elections on 4 August is an example of these limitations.
Although we support the Government of Rwanda's Vision 2020 development programme, that programme clearly sets out their commitment to "the rule of law and the protection of human rights". We continue to speak candidly with Rwanda, raising concerns about Human Rights, freedom of expression, media freedoms and the lack of political space.

I have asked the independent Committee on Standards in Public Life to carry out a review of the intimidation experienced by parliamentary candidates, including those who stood to become Members of Parliament at the 2017 General Election.
This review should:
“Examine the nature of the problem and consider whether measures already in place to address such behaviour are sufficient to protect the integrity of public service; and whether such measures are (a) effective, especially given the rise of social media, and (b) enforceable
Produce a report for the Prime Minister, including recommendations for action focused on what could be done in the short- and long-term, and identifying examples of good practice.
The review will recognise the important role of legitimate scrutiny of those standing for public office by the public and the press.”
It will be for the Committee to decide its approach and to gather evidence of abuse; examine the nature of the problem; consider whether the measures already in place to address such behaviour are effective and enforceable and make recommendations for action. I look forward to receiving their findings.

The recent renewal of the MONUSCO mandate on 31 March focussed the mission on the protection of civilians and supporting the implementation of the 31 December political agreement, including elections. The UK successfully shaped Security Council negotiations to ensure the mission has the necessary resources to fulfil its core mandate.

The Home Office worked closely with the police at both national and local level
following the EU referendum in June 2016 to monitor any increase in hate crime and to provide reassurance to the communities most affected. Where the law is broken in
relation to elections we would expect the appropriate body to take action.

The Home Office holds annual data on the number of racist hate crimes and incidents in England and Wales. We do not hold specific data relating to electoral campaigns.
In the most recent hate crime statistical bulletin, ‘Hate Crime, England and Wales, 2015/16’, an Annex was included on the level of racially or religiously aggravated offences around the time of the EU Referendum. This analysis, based on 31 forces who supplied detailed data to the Home Office Data Hub, showed that there was an increase in the number of these offences following the announcement of the referendum result. In 2014, the Government Equalities Office had a number of discussions with the Equality and Human Rights Commission about updating its 2009 Election Guidance in time for the 2015 election. The EHRC subsequently issued the following guidance in March 2015:

One of my first visits since my appointment as Africa Minister in July was to the DRC on 8-10 August. During my visit, I met a number of senior members of the government. I stressed the importance of holding Presidential elections within the constitutional time frame. Our Embassy in Kinshasa and our Special Envoy to the Great Lakes Region take every opportunity to make this point to members of the DRC Government. I also hosted an event on the DRC during the UN General Assembly in September, where I discussed a collective approach to addressing the issue of electoral delay with a number of foreign ministers and Special Envoys to the Great Lakes.

I have been asked to reply on behalf of the Home Department.
(a) As set out in The Police and Crime Commissioner Elections (Local Returning Officers' and Police Area Returning Officers' Charges) Order 2012, the overall maximum recoverable amount (including both expenses and services) available, to the Returning Officer in Bassetlaw was £186,893. The Returning Officer's actual final settled claim was £159,869.33.
(b) As set out in The Parliamentary Elections (Returning Officers' Charges) Order 2010, the overall maximum recoverable amount (including both expenses and services) available, via the Consolidated
Fund, to the Returning Officer in Bassetlaw was £123,211. The Returning Officer's actual final settled claim was £99,045.
(c) As set out in the European Parliamentary Elections (Local Returning Officers' Charges) (England, Wales and Gibraltar) Order 2009, the overall maximum recoverable amount (including both expenses and services) available, via the Consolidated Fund, to the Returning Officer in Bassetlaw was £144,366. The Returning Officer's actual final settled claim was £121,399.
