There are no current import sanctions on goods originating from Israeli settlements. However, goods originating from Israeli settlements in the West Bank are not entitled to tariff and trade preferences under either the trade agreement between the UK and Israel, or the agreement between the UK and the Palestinian Authority.

We have pledged to bring forward legislation to ban imports of hunting trophies from thousands of species. This ban will be among the strongest in the world, leading the way in protecting endangered animals. We intend to bring this forward as soon as parliamentary time allows.

The consultation and call for evidence on hunting trophies ran from 2 November 2019 to 25 February 2020. We received views and evidence on the costs and benefits of further restrictions, including the potential impacts on biodiversity and species.

The UK recorded 63 imports of hunting trophies under CITES in 2019 and 26 imports in 2020.
Data for 2021 is currently being finalised and will be made available through the CITES trade database at https://trade.cites.org/.

This year we have already introduced our Animal Sentience and Kept Animals Bills to Parliament and we intend to legislate further to protect animals abroad as soon as parliamentary time allows. We will be setting out our detailed plans for action soon, including by publishing the Government’s response to the consultation on trophy hunting imports.
Sadly, the bulb organisation that I spoke to told me that a couple of people have left the trade because it is not worth their while. I know that a lot of progress has been made since January on facilitating the trade between the UK and the EU, but there is still a lot of friction in the import and export of flowering bulbs. For instance, the export of bulbs in the green, which have soil on them, is now prohibited except in very specific circumstances, and sometimes 1,000 boxes might need to be inspected, which is not easy. What plans does my hon. Friend have to discuss with her EU counterparts the prospect of simplifying the trade in flowering bulbs with the EU?

It is true that the plant-health requirements for dormant bulbs are different from those for bulbs in growth. My officials and I are willing to discuss directly with my hon. Friend’s constituents the specific issues that she raises. I reassure her that we continue to have discussions with our counterparts in EU about export processes.

It is important that we maintain our biosecurity. Physical inspections of high-priority plants from the EU, including flowering bulbs, have taken place at their destination since 1 January. This is a temporary arrangement designed to prevent delays at the border, but it is working effectively and has been well received by the trade.

Hunting trophies are generally imported directly from the source country. However, there are occasions when hunting trophies are exported via another country. An example would be when specialist taxidermy services may not be available in the source country where the trophy was hunted.
Imports from countries which are not the source country of the hunting trophy remain subject to the same requirements to secure a permit under the EU Wildlife Trade Regulations, which are directly applicable in the UK and will become Retained EU Law in the UK after we leave the EU. All applications for permits to import hunting trophies into the UK are assessed to make sure that the import would not have a harmful effect on the conservation status of the species or on the extent of the territory occupied by the relevant population of the species. Import suspensions are in place for countries where hunting of certain species is considered unsustainable.
