Mr. Paul Murphy: I meet the First Secretary regularly to discuss a range of issues including measures to control the current
outbreak of foot and mouth disease.
The National Assembly approves the use of landfill sites for the Livestock Welfare Disposal Scheme on the basis of Environment
Agency advice as to suitability. Carwyn Jones, Assembly Secretary for Rural Affairs, recently met representatives of Flintshire
county council and the Brookhill site operators to discus local concerns.

Mr. Paul Murphy: I have met the First Secretary regularly over the past few weeks to discuss issues facing the steel industry in
Wales, including the threat of closures and redundancies at Corus plants in Wales.
I welcome the outcome of last week's discussions between Corus and the trade unions. The Government have indicated their willingness
to support a scheme of retraining by approaching the European Commission and other member states for their approval.

Mr. Barry Jones: To ask the Parliamentary Secretary, Lord Chancellor's Department what decisions have been made on the changes
proposed to the financial conditions for funding civil and family cases by the Legal Services Commission. [152740]
Mr. Lock: We have today published a report giving details of the Government's conclusions following consultation on these proposals.
The introduction of these changes to the financial eligibility tests for funding in civil cases will move towards alignment of the
eligibility limits for all levels of publicly funded legal services, provide simplified means testing arrangements for both
applicants and suppliers and ensure a fair balance between publicly and privately funded litigants.
We are raising the income and capital threshold for legal help so that an estimated 5 million more people can get the advice and
assistance on everyday problems that they need. We will not be introducing contributions for legal help so all eligible clients will
be able to receive legal advice entirely free of charge.
We have listened carefully to the responses and we will not be introducing capital contributions from equity at the present time. We
believe the implementation of these proposals might deter low-income homeowners from seeking legal advice.
We will fully equalise the income eligibility limit for legal help with legal representation as soon as it is financially prudent to
do so. This will bring a further 2 million people into the scope of the Community Legal Service Fund.
The cost of these changes is £30 million over three years. We have been able to spend this money on increasing eligibility because
of hte success of our legal aid reforms in controlling and refocusing expenditure on priorities.
We undertook to consult on the new eligibility limits for all levels of service once they were available and a consultation paper
has been published today. Consultation will run until 1 May 2001. These changes will be implemented on 1 October 2001.

Mr. Barry Jones: To ask the Parliamentary Secretary, Lord Chancellor's Department what progress has been made on Phase 2 of the
Review of Civil Enforcement. [152743]
Mr. Lock: We have been engaged in a comprehensive review of the enforcement of civil court judgments since 1998. I announced by way
of a written answer on 26 July 2000, Official Report, column 715W, the completion of Phase One of the review. The rules of court
arising from this phase are currently being drafted.
I also announced on 26 July last year the terms of Phase Two of the review. These were: To implement costed recommendations,
including the production of a unified set of rules of court for enforcement, and To identify, in the light of the amended procedures
and revised powers of bailiffs, the type of agent or form of agency, which should be responsible for carrying out those enforcement
procedures, and to make costed recommendations.
I am pleased to announce that Phase Two of the review of enforcement procedures will now be broadened to include structures for, and
the regulation of, civil enforcement agents generally, not just within the High Court and the county courts.
It would be a wasted opportunity not to attempt to go further and devise a single model encompassing not just civil court warrant
enforcement agents, but other private sector civil enforcement agents collecting money for central or local government. This will
involve my officials exploring systems across all areas of enforcement, and they will now examine various possible options,
including issues surrounding a new class of enforcement agents who would be officers of, but not necessarily employees of, the
court.
For this reason we will publish in late Spring 2001 a Green Paper on the structure and regulation of enforcement, and a single piece
of bailiff law, followed by a White Paper later in the year, setting out our proposals for legislation.
This approach offers the best prospect of ensuring that there are real gains from the Review. Continuing with the narrower focus
would pass up the opportunity of achieving a fundamental improvement in our enforcement system.

Mr. Barry Jones: To ask the Secretary of State for Education and Employment if he will make a statement on the Excellence in Cities
programme. [148534]
Ms Estelle Morris: Excellence in Cities (EiC) addresses the educational problems of our major cities. It provides new opportunities
for gifted and talented children; learning mentors to tackle barriers to learning; learning support units to take disruptive pupils
out of the classroom; city learning centres; small education action zones; and more beacon and specialist schools.
The programme has been running just over a year in the first 25 local education authorities. By September this year, there will be
58 authorities in the programme covering close to a third of all secondary pupils aged 11 to 16. We will also be introducing
excellence clusters in seven areas from September which will pilot the EiC approach in areas of deprivation beyond the big cities--
such as rural areas and coastal towns.
Excellence in Cities is already making a real difference. Last year, in the first EiC areas, the percentage of pupils getting five
good GSCEs or their equivalent increased by nearly twice as much as it did in other areas. The biggest increases were in the most
deprived schools where over half the pupils are entitled to free school meals. In those same areas the numbers of pupils leaving
schools with no qualifications fell twice as fast as elsewhere.
Finally, Excellence in Cities has provided dramatic examples of reductions in exclusions. The whole programme has been widely
welcomed by schools and teachers.
All this underpins our commitment to a programme which when fully implemented will account for over £300 million a year, and will
change both the perception and reality of our city schools. A detailed account of the first year of the EiC programme is contained
in our publication "Excellence in Cities Report: March 1999 to September 2000" (a copy of which is in the House of Commons Library).

Dr. Moonie: A total of 23 properties at Little Roodee serve the requirements of those serving at RAF Sealand and the surrounding
area. Of these properties nine are occupied by officers serving at RAF Sealand and their families; three are occupied by officers
belonging to local units; one is occupied by the family of a Lieutenant Colonel who is serving overseas. Of the remaining
properties, eight are occupied by other ranks serving at RAF Sealand and two are currently void.
All 23 properties were officers' quarters, but, in 1997, it was agreed that nine of these would be redesignated to accommodate
senior other ranks.

Mr. Paul Murphy: I regularly meet the First Minister and discuss a wide range of issues including manufacturing and the steel
industry.
The UK steel industry is among the most productive in the world. Each steelworker today is four times more productive than he or she
was 20 years ago. Seventy per cent. of steel qualities available today have been developed in the last 10 years to meet increasing
demands for stronger lighter materials. Those are the reasons why, despite its current difficulties, I firmly believe that the UK
steel industry has a future in today's knowledge driven economy.

Mr. Barry Jones: To ask the Secretary of State for Wales what discussions he has had with the First Secretary concerning the
introduction of more uniformed police officers in the North Wales Police Authority; and if he will make a statement. [147262]
Mr. Paul Murphy: I meet regularly with the First Secretary to discuss a range of matters, including policing in Wales. Between March
1997 and September 2000, the total strength of north Wales police increased from 1,369 to 1,393.
Following its enhancement as part of the 2000 Comprehensive Spending Review, the Crime Fighting Fund will fund the recruitment,
training and salaries of 9,000 extra police officers in England and Wales, over and above the numbers which would otherwise have
been recruited, during the three years 2000-01 to 2002-03. More than 100 of these officer recruits are expected to be employed in
north Wales.
North Wales Police Authority has also benefited from the extra provision, announced in June last year, to enhance the policing of
rural areas. It will receive £0.77 million in the current financial year, rising to £1.53 million in 2001-02. The deployment of
officers is an operational matter for the chief constable but these measures provide considerable scope for increasing the number of
uniformed officers.

Mr. Paul Murphy: There are 47 credit unions in Wales, serving a membership of 12,000. The National Assembly has made a commitment to
developing a more effective credit union movement. Their aim, in partnership with the Wales Co-operative Centre and the Association
of British Credit Unions Ltd., is to treble credit union membership within the next three years.

Mr. Hanson: My right hon. Friend and I meet the First Secretary regularly to discuss a range of issues, including the promotion of
good health and well-being for people in Wales and the role that sport and physical education can play in this.
In May 2000, the National Assembly established a task force to look at ways of improving the effectiveness of PE and sport in
schools. The Assembly will shortly be considering the group's recommendations. The National Assembly also works closely with other
organisations including the Sports Council for Wales, the Football Association of Wales and local authorities to help promote sport
and physical education for people of all ages.
