My Lords, will the Minister answer the question that I put to his colleague on Monday but which the Foreign Office Minister did not have time in his wind-up to answer? Does the final decision on keeping British troops in Iraq rest with the Iraqi Government or with Her Majesty's Government?

My Lords, let me be absolutely clear about this—I believe that I have answered this question before. The final decision rests with Her Majesty's Government. They are our troops; it is our decision. We have stated our policy clearly, which is to support the Iraqi Government in the progress that they are trying to make. Our troops are fundamental to that. We have said that we will not cut and run, or let the Iraqi people down. That is our policy and we are seeing progress. But the final decision is down to Her Majesty's Government based on the conditions on the ground that I have described previously.

My Lords, has the Minister seen the authoritative item on the front page of the International Herald Tribune today, which reports that the Iraqi security forces are regarded in large parts of Baghdad by Iraqis simply as the agents of Shia militias? Is it part of the criteria for our withdrawal, of which the noble Lord speaks, that the security forces to whom we hand over are actually proven in their integrity as servants of Iraq as a whole?

My Lords, I have not read the article to which the noble Lord refers, but I will read it. However, we know that in certain elements of the Iraqi police there are serious issues relating to sectarian allegiances. We have seen significant improvements in the performance and effectiveness of the Iraqi Army; we are seeing that on the streets of Basra now. Without doubt, its visibility and the effectiveness with which it is undertaking operations is testament to the excellent mentoring and training that it has received from UK forces and to its commitment and resolve.

My Lords, the Minister has been very helpful in explaining how the committee works. Is he really saying that, in all circumstances, the decisive and final view would be that of the Iraqi Government? Does it depend at all on the nature of that government—whether they are a government of national unity, which he says he hopes for and which we all hope for, or a government pursuing some purely sectarian policy? In the end, does not the responsibility for keeping or withdrawing our forces lie with Her Majesty’s Government?

My Lords, the noble Lord is right: we retain our sovereign right as the Government to make decisions on the deployment of our own forces. However, we have always said that we will stay in Iraq until the job is done. Our exit strategy is to leave at a time when there can be a handover from us to the Iraqi security forces. The decision about when that position has been reached in each of the provinces—I stress that the decision will be made on a province-by-province basis—will be taken jointly. We have not given up our sovereign ability as a contributor to that decision, but it is for the Iraqi Government to decide at what point they feel they no longer need our help in supporting the transition to government.
I will answer the noble Lord’s question directly: we expect the creation of a government of national unity. They have to address the growing concerns that we have about increasing sectarian violence. We are optimistic that a government of national unity will emerge.

In his original answer he gave us part of the answer, which suited the Government’s case, but he is now refusing to give the rest of the answer that may not suit their case. Is there not a real issue here about the morale of our armed services and the understanding in this country of what they are doing and whether they are achieving what they have set out to do? The Government have evidence; surely, in the general interest, that evidence should be made public.

No, my Lords, this is not about us talking about the evidence that supports the Government’s case and not talking about that which does not. I can talk about the general trends, as I have done for the noble Lord opposite who asked the Question. We have indicated what it tells us. I have explained frankly to the House the reasons why we cannot go into the detail, and those reasons are clear. It would be prejudicial. I will certainly go back and look at the matter again. That is my understanding of the situation, but the case made already was extremely compelling.

My Lords, the noble Lord makes a very good point. The disposition of our Armed Forces is absolutely under the sovereign control of Her Majesty’s Government. None the less, we have been asked questions about our objective in Iraq. The objective is clear: it is to remain in Iraq in support of its transition towards democracy, in so far as we are asked to by the Iraqi Government, as that Government goes through the political process they are now undertaking.
