[holding answer 8 January 2007]: The Digital Switchover Help Scheme will cover:"all households with one person aged 75 or over""all households with one person with a significant disability in the relevant qualification period. This will be defined as being eligible for the following social security benefits: disability living allowance (including where the qualifying person is a child), attendance allowance, constant attendance allowance (CAA) under the industrial injuries disablement benefit scheme and CAA and war pensioners mobility supplement under the pre-2005 war pensions scheme.""all households where one person is registered severely sight impaired/blind or where one person is registered sight impaired/partially sighted."The definition of household will follow the DWP definition of a ““benefit unit””: a couple and any dependent children (aged under 16 or in full time education). Non dependent adults will be able to claim assistance in their own right.The Digital Switchover (Disclosure of Information) Bill would enable the scheme operator to target eligible individuals making it easier for them to claim and so help to increase take-up. The scheme will be supported by targeted communications and will benefit from more generic switchover-related communications which Digital UK is producing and which will increase as switchover nears.Digital UK will ensure, as part of its communications activities, that those hard to reach groups; particularly those who do not qualify for support from the Help Scheme, have adequate information available to support them through switchover.

Paul Holmes: To ask the Secretary of State for Trade and Industry what steps she is taking to support the formulation by the World Intellectual Property Organisation of (a) a development agenda and (b) measures to promote the transfer across the jurisdictions of material in formats accessible to disabled people created under copyright exceptions in national legislation. [223735] Mr. Sutcliffe: The Government, together with its European partners, are playing a positive role in supporting WIPO's work on the development-related aspects of IP. Our efforts build on commitments given in our response to the 2002 report on the subject by the Commission on Intellectual Property Rights. Specifically, the Patent Office is engaged in making and discussing proposals with WIPO officials, developed and developing countries aiming towards an IP system which enables developing countries to make best use of their innovative and creative activity so as to achieve social and economic progress. We must also ensure that the legitimate interests of those holding intellectual property are properly protected to facilitate wider international investment in developing countries. In November 2004, the WIPO Standing Committee on copyright and related rights considered a proposal by Chile that the committee should address the subject of exceptions to rights for the purposes of education, libraries and disabled persons. A constructive exchange resulted in full support from those present, including the United Kingdom, for further discussion at the committee's next session planned for later this year.

Paul Holmes: To ask the Secretary of State for Health what definition he uses, in the context of the new priorities for the Learning Disability Development Fund, of a NHS Campus; which NHS trusts include a campus within their provision; how many people with a learning disability there are in each campus setting; and what targets have been set for the reprovision of campuses into more appropriate settings in the community. [222624] Dr. Ladyman: A national health service residential campus is a: "Service operated by an NHS Trust comprising housing, some of which will be clustered on one site, together with some shared central facilities and developed as a direct result of the closure of NHS hospitals". Valuing People, Department of Health, March 2001. A survey was undertaken on behalf of the Valuing People support team (VPST) in 2003. Data collection proved difficult, so the Department has confidence in the overall figures, but not in the individual NHS trust data. The current estimate is that there are approximately 3,000 people living in NHS campuses and approximately a further 3,000 people living in arrangements where NHS trusts are involved but in partnership with other providers. A further survey to improve accuracy is currently underway. In the implementation guidance for "Valuing People" (HSC 2001/016:LAC(2001)23), objective 6 is clear that people with learning disabilities and their families should be supported to have greater choice and control over where and how they live. Sub-objective 6.3 also states the intention of: "Enabling all people currently in NHS long-stay hospitals to move into more appropriate accommodation and reviewing the quality of outcomes for people living in residential campuses".

[209714] Maria Eagle: Access to Work is a specialist disability programme which was introduced in 1994. It provides practical advice and support to help disabled people enter or stay in paid employment. The support is aimed at overcoming work related obstacles resulting from disability. It does this through a system of grants towards the cost of providing support. The amount of support available to any individual will depend on their work related needs resulting from disability. Grants made under the programme are not specifically categorised as "full" or "partial" Information on the number of people helped each year since Access to Work was introduced is in the table. People joining New Deal for Disabled People can have immediate entry as long as they are in receipt of a qualifying benefit. People joining New Deal for Partners can have immediate entry to the programme as soon as their partner makes a claim for a qualifying benefit. All single parents with a youngest child under the age of 16, who are not working, or working less than 16 hours a week, can join New Deal for Lone Parents immediately. There are a range of eligibility criteria for entry onto the Workstep programme. However, when a person does not meet the criteria, discretionary decisions can be made to enable early entry to take place. Between 1 April 2003 and 31 March 2004, a total of 59 discretionary decision applications were received by Jobcentre Plus, of which 54 were accepted. Between 1 April 2004 and 31 December 2004, a total of 115 discretionary decision applications were received, of which 109 were accepted. [214635] Maria Eagle: The number of specially trained personal advisers in the seven existing Pathways to Work pilot areas is 134 in total, broken down as follows: _________________________________________________________________________________________________.
