There are currently no general extradition relations between the UK and Qatar, although this does not preclude the possibility of extradition.The UK can also have extradition relations with parties to international conventions relating to specific very serious crimes, of which the UK is also a signatory. This is provided for within section 193 of the Extradition Act 2003. The UK and Qatar are signatories to a number of such conventions. Section 194 of the Extradition Act 2003 makes provision for the UK to consider extradition requests made to it by a territory with which no general extradition arrangements are in place.

For the purposes of this reply, the answer gives details of requests made by England and Wales; requests from Scotland and Northern Ireland are matters for the Scotland Office and Northern Ireland Office respectively. Extradition requests in England and Wales originate with the prosecuting authorities.Since 1 January 2004, extradition between the UK and European Union has been conducted under the Framework Decision on the European Arrest Warrant (EAW), which was given effect in the UK by Part 1 of the Extradition Act 2003. The other EU member states have been designated under Part 1 of the Extradition Act 2003 at regular intervals. A separate table sets out the statistics for the EAW.If an extradition request was sent to a member state before that state began operating the EAW, the request will continue to be dealt with under the arrangements in place with that state when the request was made.It should be emphasised that a person is not always returned in the same year that an extradition request has been made.

On 20 March 2007, Mr. Spanovic was discharged from extradition proceedings by a District Judge at City of Westminster Magistrates Court. This was entirely a matter for the court. The Crown Prosecution Service has lodged an appeal on behalf of the Government of Croatia. As the matter remains before the courts, I cannot comment further.

Caroline Flint: Membership of the International Court of Justice (ICJ) is not, in itself, a factor that determines if the UK can
agree an extradition treaty with another state. The European Convention on Human Rights (ECHR) was incorporated into the Human
Rights Act 1998 and underpins all UK extradition legislation.
Any decision to order a fugitive's surrender is taken with full regard to the UK's international obligations.

Mr. Hancock: To ask the Secretary of State for the Home Department what plans he has for improving extradition procedures; and what

Caroline Flint: The Extradition Bill, which will reform the United Kingdom's extradition law, is currently in Committee Stage in
Another Place. We hope it will receive Royal Assent later this year.

Caroline Flint: As at 17 July 2003, the Home Office had received 38 letters and e-mails either directly from members of the public
or via Members of Parliament. There have also been a number of parliamentary questions on this topic in this House and Another
Place.
