The criterion for awarding senior civil servants (SCS) with performance related bonuses is set by the Prime Minister following independent advice from the senior salaries review body (SSRB). The level of payments takes into account a number of factors including individual performance against agreed priority business objectives and targets. Bonuses reward and provide incentives for in-year delivery of key results. Over the three years of SR 04 the Home Office met all its PSA objectives.The following table shows the average (mean) and highest non-consolidated end-of-year performance-related bonuses for the SCS in the Home Office for the performance years 2005-06, 2006-07, 2007-08 and 2008-09. We are unable to give information from previous years as these records are not held centrally and it is not possible to provide the information required without incurring disproportionate costs.

Home Office Counting Rules (HOCR) underpin the standards for the recording and counting of notifiable offences recorded by police forces in England and Wales (known as 'recorded crime').There have been two major changes to the methodology used for the compilation of crime statistics since 1997. In April 1998 the HOCR were amended to count crimes on a per victim rather than per offence basis, with also significant extension of the coverage of offences included in the notifiable list.In April 2002 the HOCR were revised to take account of the introduction of the National Crime Recording Standard (NCRS) which was adopted with the aim of recording crime in a more victim-focused way and maintaining greater consistency between police forces in the recording of crime. The change meant that where a crime is reported by a victim to the police it will be recorded unless there is credible evidence to the contrary.

I shall be very keen to look up that case, because we have had the occasional instance of an ID card not being recognised. In every case so far, however, the relevant national body has said that it recognises the card as a matter of policy but an individual member of staff has, unfortunately, not been aware of that fact. We are working to get publicity out there, and we will continue to do so.

The MPs' visa inquiry line was merged on 4 January with the UK Border Agency's main MPs' inquiry line to provide a single point of contact for hon. Members to inquire about constituency cases.

As a result, it is taking far longer to get replies and far longer for us to be able to respond to inquiries from constituents.

I am aware that a number of hon. Members used to contact posts direct, but that caused some difficulties because not all overseas posts had a dedicated visa inquiry line. That meant that a visa officer might often not have been available to take calls; it diverted visa officers from dealing with the cases in time; and it meant that they might have had to take certain things out of the queue. It is important that we have a fair access system, so I am happy to talk to my hon. Friend about his experiences, as a very assiduous constituency MP, in this matter. I am happy to arrange a meeting with him to discuss any particularly problematic cases.

No formal estimate has been made to date. However, the Government consider that while allowing asylum seekers to work may increase tax revenue this has to be balanced finely against the very real concern that allowing employment will act as a pull factor, and that the UK may subsequently receive an increase in the number of unfounded asylum applications as a result. We also have to consider the potential that this may have to delay the processing of asylum claims which would lead to more hardship, not less and more demands on the public purse as well as an increase in exploitation by traffickers.

The Government believe that managed migration is a valuable source of skills and labour to the British economy and there are recognised routes into the UK for those seeking to work. However, entering the country for economic reasons is not the same as seeking asylum, and it is important to maintain the distinction between the two.Giving asylum seekers or failed asylum seekers permission to work would be likely to encourage asylum applications from those without a well-founded fear of persecution, hence slowing down the processing of applications made by genuine refugees and undermining the integrity of the managed migration system. Indeed, asylum intake has dropped significantly since the policy change in 2002.This is why we do not generally allow asylum seekers to work while their claim for asylum is under consideration. The only exception is asylum seekers who have been waiting 12 months for a decision where this delay cannot be attributed to them. This is consistent with our obligations under the EC reception directive.

Regularly published statistics on asylum show that in 2006 there were 6,025 decisions to grant support under section 4 of the Immigration and Asylum Act 1999. In 2007 there were 6,705 decisions and in 2008 there were 9,110 decisions.In 2006, 2,735 people were refused section 4 support. In 2007 the figure was 2,795 and in 2008 it was 1,290. These figures are not provided under National Statistics protocols and have been derived from local management information. They are therefore provisional and subject to change.Statistics on section 4 support are published on a quarterly and annual basis. The following information covers situations where there was a policy to suspend enforced returns and situations where there was a policy to grant Exceptional Leave to Remain (ELR) to all nationals of a particular country, or part of it, who did not qualify for asylum and which was an effective suspension of returns of failed asylum seekers.There was an effective suspension of enforced returns to all of Iraq from before 2000 until October 2000. From October 2000 until February 2003 returns to central and southern Iraq were suspended. From February 2003 enforced returns to all of Iraq were again suspended. On 24 February 2004 the Home Secretary announced that enforced returns to Iraq were to resume.There was an effective suspension of enforced returns to the whole of Somalia since before 2000 until July 2001. From July 2001 until October 2002 the policy was varied enabling return of those from the Somaliland and Puntland regions of Somalia. There has been no suspension of enforced returns to any part of Somalia since 7 October 2002.Enforced returns to Eritrea have not been suspended in this period.Enforced returns to the Democratic Republic of Congo were suspended from 23 August 2007 until 3 December 2008 pending the outcome of litigation.There was an effective suspension of enforced returns to Afghanistan from before 2000 until 11 July 2002. There has been no suspension of enforced returns since that date.Enforced returns to Iran have not been suspended in this period.

[holding answer 9 September 2009]: As part of the Policing Green Paper, "From the Neighbourhood to the National: Policing our Communities Together", the Home Office stated that it would neither set nor maintain top-down numerical targets for individual police forces with the exception of one—to increase public confidence that the police and local councils are dealing with antisocial behaviour and crime issues that matter locally. Each police force will be expected to increase public confidence levels (to be measured by questions in the British Crime Survey) to achieve a 60 per cent. national average by 2012.

The annual administrative cost is estimated at £200,000. We are confident that the benefits of replacing vouchers with a payment card outweigh the financial investment.
