My Lords, does the Minister agree that where public/private partnerships have gone wrong is in there not having been people in the public sector with the procurement skills and knowledge to get a good deal, and the private sector has run rings around them? If we are going to go ahead, can we look at the way in which we carry out procurement and bring in the expertise required to match that in the private sector?

My Lords, will my noble friend confirm whether any of the advisers on the share sale were the same advisers who advised the previous Government to sell our gold at the bottom of the market at a loss to the taxpayer of more than £10 billion?

My Lords, I should declare my interest as a director of an AIM-listed company. Is not the cost the real reason that my noble friend is not prepared to agree to this proposal? How is that consistent with the Government’s declared policy of wanting to encourage investment in small businesses and start-up companies in order to get the growth in our economy which is desperately needed?

My Lords, in welcoming my noble friend to his new position, could I ask him to look at this again? The noble Lord, Lord Myners, indicated in the last Parliament that this issue was the subject of a review and that we might get a response in due course. How long is ““in due course””? Does not my noble friend agree that small and medium-sized businesses are the key to expanding prosperity and jobs in our country, so making this small change—which as the noble Lord said is an anomaly—will open up the possibility of investors being able to invest, and ““all being in this together””, to create a recovery in our country? Surely we need a response.

My Lords, is the Minister not using a circular argument? Who decides what is a recognised exchange? Both AIM and the main Stock Exchange deal in listed shares. The Minister can change the rules quite easily. Why should one lot of quoted shares be treated differently from another?
