The UK is disappointed that elections did not take place in 2010, but understands the difficulties facing President Abbas and the Palestinian Authority (PA) in organising national elections while Hamas remains in control of Gaza and refuses to allow the PA to operate freely in the territory. We would like to see free and fair elections take place as soon as possible but have significant concerns that elections in Gaza at this time would be neither.

I thank the very industrious Minister. In the mean time, does he feel that the famously flabby Press Complaints Commission has the true grit necessary to do effective monitoring over the election campaign period in order to ensure that the oligarch-owned monopoly area free newspapers do not dish out a relentless series of election news stories of a hardline capitalist nature to the detriment of the Liberal Democrat Party and other progressive parties?

My Lords, on the question of regulation, we strongly believe that a press free from state intervention is fundamental to a strong democracy. Of course, with that freedom comes responsibility, as well as an obligation to abide by the law. All newspapers, including foreign-owned ones, sign up to a self-regulatory code of practice covering accuracy and balance of reporting which is enforced by the Press Complaints Commission.

The Government have consulted on the merits of moving election day to the weekend and whether it could be expected to support greater participation. The Government's response to the consultation will be published shortly. The responses reveal that there is a wide range of views on whether weekend voting would have a positive impact on turnout.

Was it not gratifying to see the growing diaspora of people not only in general, but as candidates and political activists mainly in Spain, France, Italy and Germany, but in other countries too, where the British diaspora resides not only presumably as patriotic British citizens but as enthusiastic citizens of the European Union? That was decided by the then Conservative Government under the Maastricht treaty, in sad contrast to the antics of the Conservative Party which is now joining up with extreme right wing neo-cons of a peculiar bent in some countries, who are unable to join any consensus in the European Parliament for future progress.

My Lords, the noble Lord’s last point is truly astonishing. His earlier point is also interesting. At least five people from other EU states, who are resident in Britain, stood in the British elections to the European Parliament. The wonderful, delightful irony is that the only one who was successful belonged to the United Kingdom Independence Party.

My Lords, the Government welcome the fact that UK nationals and the nationals of other EU member countries actively exerted their rights under the Council directive of 6 December 1993 to vote and stand as candidates in other member states at the recent European Parliament elections and are actively participating in public life in their adopted country.

We fully support any action in the United Nations, including the current US proposal for a Security Council resolution, that will highlight our concerns over the human rights situation and help to promote reform and positive change in Burma.
We have repeatedly called for the release of Aung San Suu Kyi and other prisoners of conscience, most recently in the statement issued by my right honourable friend the Foreign Secretary on 31 May. It is true that not all members of the new Human Rights Council have perfect human rights records, but it is encouraging that many countries with the worst human rights records chose not to stand, and that some others with questionable records were defeated. We expect all members to take seriously their obligations to co-operate with the council, to undergo scrutiny themselves under the new universal periodic review mechanism, and to fulfil their responsibilities for the promotion and protection of human rights worldwide.

The Government, in concert with the presidency, continue to press the issue of free and fair elections with the Belarusian authorities on a regular basis, including through their embassy in Minsk. They also work through diplomatic channels to ensure that an equally strong and consistent message is delivered by partners both locally and in Brussels. The UK will provide 10 per cent. of all short and long-term observers for the Office for Democratic Institutions and Human Rights election mission.

Both Palestinian President Mahmoud Abbas and the Israeli Government remain committed towards making progress against the road map.The quartet (UN, EU, US and Russia) reiterated its position on 30 January with regards to the Palestinian Legislative Council elections, stating its view that all members of a future Palestinian Government must be committed to non-violence, recognition of Israel, and acceptance of previous agreements and obligations, including the road map. We support this approach. We urge both the Israelis and Palestinians to respect their existing agreements. We, along with our EU partners, will continue to work with the Quartet Special Envoy James Wolfensohn and his team to ensure that both the Palestinians and the Israelis make progress against their road map commitments.Hamas now has a choice to make between the path of democracy and the path of violence. The onus is on Hamas to change its approach to Israel, renounce violence and disarm.

Bearing it in mind that President Mahmoud Abbas also still has his own constitutional and legislative powers and allowing for the amazing selectivity of President George Bush and his own definitions of democracy and what is right and wrong in international law, will the Government make sure that they have further discussions with the US Government to persuade them to persuade Israel to start making moves on withdrawing military forces and on reducing the checkpoints in the Occupied Territories from now on, before the Israeli elections, to facilitate the workings of the new Palestinian Parliament, in particular also the transport of Members of that Parliament from Gaza?

My Lords, the discussions with the United States will go on through the quartet and, I have no doubt, at a bilateral level. The discussions held at quartet level are consistent in saying that all parties—I repeat, all parties—must respect the processes that are set out in the road map for the Middle East. All parties have their obligations and have to try to make sure that democratic institutions thrive in what has been a very difficult environment. The balanced view that is taken in that road map is precisely the view that everyone—Israel and the Palestinian Authority—have to respect.

My Lords, the Foreign Secretary raised this matter with the United States Secretary of State, Condoleezza Rice, on 30 January. The United States and the United Kingdom have welcomed the holding of the first legislative elections in the Occupied Territories since 1996 and respect and accept the results of those elections. The US and the UK have made clear that being elected carries responsibilities and that all political parties should renounce violence and acknowledge Israel’s right to exist.

The Palestinian Central Election Commission will have effective control over the Palestinian voting procedures. International election monitors will also have access to all polling stations. We welcome provisions to allow Palestinians to vote in east Jerusalem and trust that all responsible parties will work together in facilitating the preparation and conduct of the elections.

President Abbas has stated that the Palestinian legislative election will proceed on 25 January. Campaigning and elections will go ahead in East Jerusalem in the same manner as the 1996 and 2005 elections. We urge both the Palestinian and Israeli authorities to co-operate to facilitate the elections.The EU presidency raised matters relating to the forthcoming Palestinian Legislative Council (PLC) elections on 9 January with President Abbas and stressed its support for the PLC elections to take place as scheduled on 25 January.

It has already indicated provisionally that it would do so. It is crucial for them to take part in what is the effectively de facto renewed attempt to secure a full, sovereign Palestinian state. That is very important. Will he also have discussions with the Israeli authorities about easing the restrictions on free movement of Palestinian voters in Gaza and the rest of the West Bank?

My Lords, we are urging everyone to facilitate the elections in every way possible and to ensure—and this is important—that there is proper security and safety for those who will observe the elections. So far, acting Prime Minister Olmert has said that he will bring a comprehensive package to his Cabinet meeting. I do not doubt the difficulties of the discussions in that Cabinet given the security issues, but the signs so far are positive. We are urging that there should be a positive outcome.

My Lords, President Abbas has stated that the Palestinian legislative election will proceed on 25 January. The Israeli Cabinet will vote on the issue of elections in east Jerusalem on Sunday 15 January. We hope that its decision will remove any possibility of the election being delayed. We urge both the Palestinian and Israeli authorities to co-operate in the facilitation of these elections.
