[holding answer 1 March 2010]: The Rural Payments Agency (RPA) currently operates from six main offices and there are no plans to reduce that number. RPA reviews, and will continue to review, its operations and resources regularly to ensure customer service is delivered effectively and efficiently. It is anticipated that RPA will reduce the number of staff employed at each office during the 2010-11 year.Claims under the Single Payment Scheme (SPS) are currently processed at RPA's offices in Exeter, Northallerton, Newcastle, Workington and Carlisle. Plans have recently been announced to transfer SPS processing from Newcastle to the Workington, Carlisle and Northallerton offices.Staff at RPA's Reading office no longer process SPS claims but are involved in different aspects of administering the scheme.At the end of January 2010 the number of full-time equivalent staff involved in administering the Single Payment Scheme is:
RPA operates a flexible resourcing model and staff reductions are usually achieved through the reductions of temporary and fixed term appointments with regular consultation taking place with people and trade unions on any planned staff reductions.

[holding answer 1 March 2010]: The following table shows the number of full-time equivalent staff the Rural Payments Agency (RPA) has directly employed in each of its locations since 2005. Numbers reported are as at 31 March in each financial year and are in line with the agency's 'Annual Civil Service Employment Survey' return to the Office for National Statistics which is published as part of the annual Civil Service Statistics report.
These figures include part-time and full-time employees of the agency and do not include agency staff and contractors.The outstations are generally shared premises with DEFRA and/or other Government Departments and are located across the United Kingdom. The number of outstations is currently 48 but has varied from 33 and 56 between 2005 and 2009 with the merger of the Horticultural Market Inspectorate into RPA in April 2006.

The Health Protection Agency's (HPA's) clinical microbiology activity at Newcastle is to be transferred to other national health service accommodation in Newcastle as a result of redevelopment plans for Newcastle General Hospital. No clinical microbiology staff or activities have yet been transferred.The HPA's Food, Water and Environmental Unit at Newcastle is transferring to Leeds as part of a phased transfer. Three senior staff will transfer to Leeds or will work remotely, as part of this transfer. The remainder of the staff have been offered alternative employment within the Newcastle Clinical laboratory and will re-locate with these units to sites within Newcastle Trust. The HPA is aiming to complete this process by 31 March.

[holding answer 28 November 2005] A network of office locations has been designed to provide the optimum balance between convenience and costs. The design took into account customer opinion surveys, modelling of population and consultations with county and regional authorities. It was externally verified. It has resulted in a network of 69 potential locations in which the average two way journey from home to interview office and back will be just under 25 miles and take just under 40 minutes. However, the exact locations cannot be finally confirmed until the availability of premises has been ascertained, which will take several months.The interview offices will generally be small and most will be able to meet the demand in their area without being open every day. On present plans, 59 offices will have three interview positions or less and 51 will be open for less than five days per week, but all will be open on Saturdays.

The most that the Government offer those workers—and very few of them get it—is the opportunity of refresher courses. When will we see the programmes that can relaunch working lives, and build the skills and qualifications that those low-paid, loyal workers need for the future?

My hon. Friend is right: we have a responsibility both to those who are currently employed in the civil service and to folk who, as a result of the relocation agenda envisaged in the 2004 spending review, may no longer be so employed. That is why we have organised training and reskilling, and are working with recruitment organisations throughout the country.
If my hon. Friend has specific concerns about what is happening in the DWP in the north-east, I shall be happy to meet him and discuss them or to take them up with ministerial colleagues, but the Cabinet Office has a corporate set of rules on reskilling, and is responsible for advising Departments on their implementation.

The Government have implemented and are currently embedding a common approach to the handling of consequences of the efficiency and relocation reviews. Departments offer advice, support, retraining and reskilling to staff to help them prepare for future career moves.

(32416)""(i) Figures on life expectancy at birth for males and females for English regions are published annually by ONS based on three-year rolling averages. The most recent results, for 2002–2004, are included in the table below. Results for earlier years, from 1991–1993 onwards, are available on the National Statistics website at:""http://www.statistics.gov.uk/statbase/Product.asp?vlnk=8841""ONS does not publish life expectancy results at county level. However figures for current English counties have been calculated by the Office of the Deputy Prime Minister, using data from ONS. These are available on their website at:""http://www.neighbourhood.gov.uk/fti""(ii) Figures on life expectancy for males and females by socio-economic group are available from the ONS Longitudinal Study, a one per cent sample of the population. Maria Eagle: Benefit processing is carried out by Jobcentre Plus, the Disability and Carers Service and the Pension Service.
Currently, Jobcentre Plus has about 21,000 staff involved in benefit processing, spread across 633 sites. The majority of these sites are primarily involved in delivering our Welfare to Work programmes and have very few staff processing benefits. Currently there are three benefit centres, the primary function of which is processing benefits. Jobcentre Plus benefits processing will be centralised in 81 sites by 2008.
The former Secretary of State made an announcement to the House on 29 June 2004, Official Report, columns 8–9WS, regarding the future of Pension Service centres. The Secretary of State announced on 16 September 2004, Official Report, columns 178–80WS, details of the 81 sites which will carry out benefit processing by 2008.

The Ministry of Defence keeps the size and location of its bases under constant review. Building on initial work that has been done
to identify the MOD's core sites, the Department is undertaking further work to examine where estate rationalisation may be
possible. This work is consistent with the Department's contribution to the Government's Independent Review of Public Sector
Rationalisation--the "Lyons Review".
On 21 July we announced a number of specific reviews. These were: a review of the Defence Logistics Organisation's locations;
a review of Defence Airfields; and a review of Royal Marines Basing, each of which may result in the relocation of civilian
personnel. In addition, a number of relocations relating to the RAF's review of Air Combat Service Units and other minor units were
announced.
The MOD submitted a significant package of relocation proposals to the Lyons Review, which would result in around 3,900 service and
civilian personnel relocating out of London and the South East by 2010.
The proposals consist of the closure of Woolwich Station in Greenwich, the closure of the Army Technical Foundation College (ATFC)
at Arborfield, relocation of the Disposal Services Agency (DSA) to the West Country, collocation of Defence Medical Services
Training Centre (DMSTC) facilities and rationalisation of the Defence Science and Technology Laboratories (DSTL).

In 2001, Newcastle upon Tyne was chosen as an Action Team for Jobs area because the local authority was one of the 30 with the
lowest labour market participation in Britain.
The selection of wards within the area to be covered by the Newcastle Action Team was based on the proportion of the working age
population not in employment. The wards targeted had a working age employment rate of 58.5 per cent. or below at the time of
selection (April 2001).
The Office for National Statistics does not produce employment rates down to individual wards from the Labour Force Survey. For this
specific purpose a one off exercise was carried out to calculate data at ward level in action team areas. At ward level there is a
larger margin of error and so a combination of data-- including benefit recipient data--was used to rank wards in Action Team LADs.
The table shows the employment rates for wards in the City of Newcastle local authority area derived from this exercise.

Mr. Nicholas Brown: The Job Retention and Rehabilitation Pilot will run from April 2003 for up to two years. It will test the
effectiveness of different intervention strategies in helping people return to work, and will be delivered in six sites: Birmingham,
Greater Glasgow, Sheffield, Tyneside, Teesside and West Kent. The total cost of the pilot is anticipated to be £17.75 million of
which £1,580,197 has been spent to date.

The information is not available in the precise format requested. The National Asylum Support Service (NASS) has entered into
contracts with the private and public sector to provide accommodation for asylum seekers who are .being dispersed. The private
sector companies with whom NASS has entered into such contracts are as follows: Adelphi Hotels; Angel Group; Accommodata Ltd;
Capital Accommodation Ltd; Clearsprings; Landmark; Leena Homes and Roselodge.
Details of individual contracts between NASS and its accommodation providers are confidential and I am unable to provide information
on the number of bedspaces provided by each provider. NASS records of dispersal accommodation do not show the parliamentary
constituency in which they are located.

Beverley Hughes: Asylum appeals to an adjudicator are listed into hearing centres around the country based on location of the
appellant. Cases are listed by postcode in accordance with a list agreed with the judiciary. When fixing the venue, reasonable
travelling distance, ease of journey and waiting times in the area are all taken into account to enable the case to be dealt
speedily. The Immigration Appeal Tribunal's workload arises in consequence of hearings at the adjudicator tier. Each claimant is

Mr. Cousins: To ask the Secretary of State for Trade and Industry what discussions he has had with Nissan Renault about the location
of the production line of the new Micra; and when he expects a decision on its location to be made. [117876]
Mr. Alan Johnson: The Government are working closely with the company over their future investment plans for its Sunderland plant.
We are committed to working with the company to build on its current position as the most productive plant in Europe and encourage
its further development. Decisions on the timing and location of investment in new models are a commercial matter for the company.
