I thank the Minister with responsibility for energy consumers for agreeing to convene a roundtable tomorrow on the subject of radio teleswitching switch-off at the end of June. The problem will be particularly acute in communities like mine; we are well behind the rest of the country when it comes to smart meter roll-out. When she comes to the meeting, will she have a target for getting us the number of smart meters that we need?

The right hon. Member is right to raise this issue. We have to deliver on the teleswitching transition. We are behind where we need to be, but we are working with industry and Ofgem to make sure that households are not left in the dark, and that everyone can upgrade to smart meters, which will be much better for them. I am keen to work with him and Members from all parts of the House to make sure that we get this right for his community and other communities that are affected.

I know that you, Mr Speaker, want to join me in sending condolences to the friends, family and colleagues of our former colleague, Lord Andrew Stunell, who served with exceptional diligence and grace as MP for Hazel Grove in this House, and who passed away very suddenly on Monday.
When the BBC ends longwave radio transmission next year, that will also end access to electricity tariffs such as Total Heating Total Control, which is relied on by almost 1 million households across the United Kingdom. Switching to smart meters will not fix that for most people, not least because the roll-out programme is so far behind. Will the Prime Minister, or possibly the Secretary of State for Energy Security and Net Zero, get energy companies, the regulator and customer groups together, so that we can stop passing the blame around, and find a solution that does not yet again leave people in the highlands and island behind and out in the cold?

I understand that an agreement has now been reached to ensure that radio teleswitch services will continue until June next year. Ofgem is also engaging with energy suppliers on their plans to support consumers through the transition. While households currently covered by the service should not be disadvantaged by the switch-off, energy suppliers are best placed to advise on tariffs for those who have been switched to a smart meter. However, I will ensure that the right hon. Gentleman gets a meeting with the relevant Minister, to ensure that his constituents are not left behind during the transition.

The smart meter rollout is making good progress, with 26.4 million smart and advanced meters in homes and small businesses across Great Britain as of the end of September 2021.

The Government wants to ensure that households and small businesses in Great Britain can benefit from smart metering and has required energy suppliers to establish Smart Energy GB, which is responsible for consumer engagement. Smart Energy GB has objectives to drive consumer take-up and assist consumers who may face additional barriers in accessing smart metering.

To ask the Secretary of State for Business, Energy and Industrial Strategy, what assessment he has made of the effect on the smart meter rollout in the North of Scotland of Arqiva providing signal coverage to 80 per cent of customers in that area.
As the Data and Communications Company’s communications service provider for the north region (which includes Scotland), Arqiva is contracted to provide Wide Area Network (WAN) coverage of at least 99.5% of GB premises by the end of 2020. This level of coverage compares favourably with other technologies, such as mobile and broadband networks.
Arqiva is on track to deliver its contractual coverage commitments, having already achieved coverage of more than 80% of premises in the north region. Energy suppliers will be made aware of the areas in which WAN is available at any point in time, and can plan their rollout accordingly.

To ask the Secretary of State for Business, Energy and Industrial Strategy, what assessment he has made of the effect of increased volumes of SMETS1 smart meters being installed on customers' ability to switch energy supplier.
The roll-out of SMETS1 meters is enabling consumers to take control of their energy use, save money and receive accurate bills, as energy suppliers trial, test and optimise their approaches prior to the main phase of the roll-out.
Households and small businesses with SMETS1 meters can still switch energy suppliers. If the new supplier can’t operate the meter in smart mode, the meter will continue accurately to record energy consumption and can be used in ‘traditional’ mode, with meter readings taken manually.
Work is underway to make existing SMETS1 meters interoperable with the DCC. Once this work is complete, customers will be able to retain their smart service when they switch energy supplier.
Ofgem has introduced rules designed to help domestic consumers understand if the smart services they are receiving will be maintained when they switch supplier[1].

The Data and Communications Company has made significant progress and is undertaking final preparations for live services.
In the meantime, consumers are able to receive smart meters and more than 4.2 million are already operating in homes and small businesses across the country. This allows consumers the opportunity to start accessing the benefits of smart metering early, and helps suppliers learn important lessons ahead of the main phase of the Programme when most consumers will receive their smart meters.
