HM Coastguard would not normally share any documentation relating to operational decisions pertaining to the capability and capacity of Coastal Response Teams. HM Coastguard does however proactively engage with all relevant local partners when there is a change to Coastal Response Teams operational skillset. HM Coastguard remains available to re-engage with any stakeholder that has a concern relative to Coastal Response Team operations.
Further, HM Coastguard has never entered into a service level agreement with City of Derry airport, for the provision of mud rescue capability. An internal review of HM Coastguard Mud Rescue capability concluded that the changes would not impact on the statutory role of search and rescue. This includes the mobilisation, organisation and tasking of adequate resources to respond to persons in distress in the air, at sea, in tidal waters or at risk of injury or death on the sea cliffs and shoreline of the UK.

There is a high level of cooperation on migration and border security between the UK and Irish governments. In particular, the Home Office regularly discuss asylum trends and work to respond to these trends with our counterparts in the Department of Justice. The Home Secretary will hold discussions with his Irish counterpart in due course.

The Life Sciences sector plays a key role in levelling up the wealth and health of the UK and is one of the Chancellor’s five key growth sectors to drive the UK economy. The Government is committed to supporting Life Sciences businesses across the country. To date over 80% of the funding allocated and employment created through our two recent sector-wide capital grants schemes – the Medicines and Diagnostics Transformation Fund and the Life Sciences Innovation Manufacturing Fund – is outside London and the South-East, through projects in all four nations of the UK.

Freeports will level up and regenerate communities across the UK by attracting new businesses, spreading jobs, investment and opportunity to towns and cities up and down the country. At the Autumn Budget the first Freeport tax sites were announced in Tees, Thames and Humber. The UK Government remains committed to establishing its Freeport programme across the whole of the UK including in Scotland, Wales and Northern Ireland as soon as possible and are confident our model embraces the highest employment and environmental standards. Any future process for allocating a Freeport in Scotland, Wales and Northern Ireland will follow a fair, open and transparent assessment process.
I do not wish to add to the bidding war, but when the Secretary of State has discussions with Channel 4 about where it might relocate, perhaps it might also reconsider some of its options in terms of its broadcasting output throughout the United Kingdom.

The hon. Gentleman is absolutely right. It is almost impossible to overplay the amazing advances in broadcasting production in Northern Ireland over the past few years. It has been an absolute triumph and a great addition not only to the economy but to society and culture in Northern Ireland. I am sure that Channel 4 will consider that, too.

Yes, my hon. Friend makes an important point. There is a policy on rebalancing the civil service between London and the regions across the United Kingdom. The civil service already has a significant presence across the United Kingdom, and he will know that many civil servants are employed in Northern Ireland. We are looking to extend this further and to create multi-occupancy offices in key locations around the country.
The Minister suggested it was Government policy to try to ensure that civil service employment opportunities were spread throughout the United Kingdom. Does he agree that it is a good idea—on the grounds of value for money, and on other grounds—for everyone to get out of the London and Westminster bubble and out into the real world on a more regular basis?

I could not have put it better myself. As I have said, there are 800 civil service buildings outside London. We have important targets for developing important strategic hubs for the civil service all over the country, and more people who get out of the Westminster bubble, the better.
