That this House notes a series of opinion polls in the run up to the recent Gorton and Denton by-election and the actual result, when, within 48 hours of the Poll the three main contenders were projected to be polling at 27% - 28% and the election result had the winning candidate on 41%, the same polls were indicating other main Parties polling around 6% when their actual result showed less than one third of that figure; and calls upon politicians of all Parties to be more diligent in their attitude to such approaches, as opinion polls can be used to infer wider voting intentions to be something that does not materialise at the ballot box.

The government is committed to encouraging participation in our democracy, as set out in our manifesto. We recognise the importance of engaging young people in the democratic process and are taking active steps to address this.
We are actively developing proposals to deliver this manifesto commitment, and are collaborating closely with the Electoral Commission, local authorities, think tanks, academics, and civil society organisations. Our work is focused on identifying the attitudinal barriers that prevent young people from participating in elections, and exploring effective interventions to overcome these challenges.

The Online Safety Act 2023 introduced new offences that criminalise sharing or threatening to share an intimate image without consent, which includes deepfake intimate images. The Government are working to ensure that we are ready to respond to the full range
of threats to our democratic processes, including through the defending democracy taskforce. If deepfakes are discovered by users on social media, they should report them directly to the platform. In the case of elections, they should be reported directly to the Electoral Commission, because it is already an electoral offence to make false statements of fact about the character or conduct of a candidate during an election.

The 2023 local election was the second election where most electors had a Digital Registration Number (DRN).
The DRN is an important security feature in preventing fraudulent applications for absent votes in Northern Ireland and protecting the integrity of elections.
We will carefully consider the points that the Electoral Commission has raised in their report.

No changes were put in place for proxy voting for the 2019 European Parliamentary elections.
For postal voting, it was identified that using the International Business Response Licence process could assist the return of postal votes from overseas. This was used at the 2019 European Parliamentary elections, as it had been in national polls since 2016, but not at the previous European Parliamentary elections in 2014.

The legislative requirement for candidates standing in local elections in Northern Ireland to disclose their home address on their nomination form has been in place for many years. It is too late to change this in time for the elections on 2 May 2019, but I am happy to confirm the Government agrees it must change to prevent a recurrence in future local elections.

I visited the Democratic Republic of Congo (DRC) in April 2018 and discussed electronic voting machines with the Electoral Commission (CENI). At their request, the UK funded a technical analysis of the machines to help identify and mitigate the challenges around their use in DRC’s elections.
The UK has repeatedly encouraged CENI to adopt the recommendations from the analysis and address concerns of stakeholders with the electoral process, including most recently through a UN Security Council Statement on 21st November, and a meeting between senior officials and CENI on 11th December.
Is the Minister aware that at the general election in June, there was a 300% increase in proxy votes in the Foyle constituency, resulting in Sinn Féin winning the seat by 169 votes? On the general principle of electoral fraud, it is absolutely right that we look at future measures to tackle electoral integrity. It is important that we should have confidence in our democratic system going forward. We will be looking at absent voting arrangements and postal vote harvesting, and we will introduce legislation in future to tackle these issues.

The key thing to say about the issue of digital registration is that it is not replacing the old system. The existing system will stay in place and there is an opportunity to contribute on the issues relating to rural communities in particular, which I know many Members from Northern Ireland are concerned about.

The Northern Ireland Office is in regular contact with the Chief Electoral Officer. I am confident that he is taking all necessary steps to ensure the Northern Ireland Assembly elections, including the count, are delivered as efficiently as possible. Single Transferable Vote counts by their nature take longer than those in “first past the post” elections, and the Chief Electoral Officer’s primary consideration has to be the accuracy of the count. However, he has put in place a number of measures to improve the speed of the count, including testing for count staff and modifications to the process for verifying ballot papers.

We will of course raise those issues. We know from so many other parts of the world that the Governments that are successful are the inclusive
Governments with respect to minorities. One of the pieces of work that will be under way will be to double our support for a governance project that is taking place in the Burmese Parliament. That has seen our House of Commons Clerk go there in recent years. We will be doubling the number of Clerks there to help to ensure that the Burmese democracy can flourish, as ours has.

There is currently no confirmed timetable for provincial and local elections in Democratic Republic of Congo (DRC). We have encouraged the DRC Government to draw up a clear electoral timetable from now to 2016, when presidential elections are due. We will continue to work closely with the DRC Government, the UN and international partners as this plan develops, including on the subject of international observers for the elections.

We regularly receive and monitor reports on the current environment in Zimbabwe ahead of the crucial elections from a variety of sources, including international NGOs, local civil society organisations, the media and all three political parties in Zimbabwe (for example discussions at Friends of Zimbabwe in London earlier this year—including meeting the Deputy Prime Minister during the Nutrition for Growth summit last weekend).
It is vital that elections, when held, be conducted freely and fairly and without fear of violence or intimidation. We do not want to see a repeat of the violence in 2008. Work still remains to be done to fully implement the reforms agreed by the three political parties in the Global Political Agreement (GPA), before elections are held. We welcome Southern African Development Community's lead role as guarantor of the GPA in its efforts to secure peace and democracy for Zimbabweans.
