To ask Her Majesty's Government whether the Civil Aviation Authority has the power to remove the costs of refurbishment of road tunnels at Heathrow Airport from the Regulated Asset Base of Heathrow Airport Limited.
The Civil Aviation Authority, as an independent economic regulator, will consider the efficiency and reasonableness of all capital expenditure which is added to Heathrow Airport Ltd’s Regulated Asset Base. It can make ex-post decisions to remove expenditure which does not meet efficiency tests. The Civil Aviation Authority’s primary duty is to the consumer and its secondary duty is to ensure Heathrow Airport Ltd can finance its operation.

The results of the study have been published and are available on the gov.uk website, including potential routes and tunnel lengths, and consideration of alternative rail options. Detailed arrangements for operation of the tunnel will be developed at the appropriate point in the design process.

We are currently examining a number of corridors to identify potential links between Manchester and Sheffield. At this stage the precise length of any tunnel is unknown. The initial findings on the construction and maintenance of a potential tunnel were published in the Interim Report in November 2015. The next stages of the study will examine shortlisted options in more detail and will include the consideration of international best practice. The conclusions will be published later this year.

The government has investigated the safety of long road tunnels as part of the strategic study into the Trans-Pennine Tunnel. Such tunnels are operated safely around the world and the Trans-Pennine Tunnel will be designed to be consistent with this.
