Hilary Benn: DFID is not directly involved in funding or implementing this project. DFID therefore does not have first-hand
information on detailed implementation issues concerning quality assurance and control audits, internal audits, quality assurance
and quality control, project design change orders, accreditation of contractors, project completion certificates, levels of
insurance, fiscal accountability and transparency measures, and bills of quantities.
However, DFID is confident that the World Bank's systems for the monitoring and implementation of this project, and for the
investigation of any warranted complaints are appropriate.
Since the project was approved in June 2000, exceptional resources have been allocated by the Bank and the International Finance
Corporation, to monitor and support the project's implementation against Internationally agreed standards. This includes the
establishment of the Independent Inspection Panel (IIP) and the External Compliance Monitoring Group (ECMG).
In relation to the quality of auditing and fiscal accountability, Bank policy identifies two sets of appropriate auditing standards:
the International Standards on Auditing published by the International Federation of Accountants (IFAC) and the Auditing Standards
published by the International Organisation of Supreme Audit Institutions. Project arrangements provide for regular audits of the
Chad/Cameroon pipeline projects accounts, plus independent opinions from the International Advisory Group (IAG) and the External
Compliance and Monitoring Group (ECMG), which carries out regular independent supervisions of the technical and environmental
aspects of the project, and from the Inspection Panel which may investigate complaints from people who believe they have been
negatively affected by a World Bank project.
The Chad/Cameroon pipeline is subject to a number of monitoring and supervision controls to ensure quality control, application of
environmental regulations, design and implementation adhere to International rules and regulations. The Environmental Management
Plan (EMP) has strict requirements and specifications, and compliance with these by all parties is spelled out in legally binding
agreements. Strong remedies are provided in legal agreements with all parties in case they fail to comply with this obligation. The
EMP represents an extensive analysis of the potential environmental and social impacts of the project.
The World Bank are being advised by the ECMG in monitoring the implementation of the Environmental Management Plan, and by an
International Advisory Group on broader implementation issues, including those that need to be addressed to achieve the project's
developmental objectives. Both the ECMG and IAG make regular site visits. These third party reviews supplement the Bank's own
monitoring and supervision of the project which includes site visits, internal reporting and continual discussions with the project
sponsors.
The above measures are additional to on-going monitoring by the Consortium and by the Governments of Chad and Cameroon. The
Consortium provide quarterly reports which are publicly available.
DFID's interest is as a member of the Executive Board of the World Bank. We do and will continue to take our role on the Executive
Board seriously, ensuring that issues identified by the Independent Inspection Panel and External Compliance Monitoring Group are
raised, monitored and rectified.

Ms Blears: The Government does not make any estimates of the increase in insurance premia for business as a result of crime. The
Association of British Insurers (ABI) publishes annual information in their "Insurance Statistics Yearbook" on trends in total
premium income but this does not identify the overall impact of crime on insurance premiums.
The Home Office has published estimates of the economic and social costs of crime (Home Office Research Study 217). This study
includes the cost of "insurance administration", that is the resources used in administering and processing premiums and claims,
based on information in the ABI "Yearbook". The study estimates the total cost to society of insurance administration in England and
Wales in 1999-2000 was £200 million for crime against the commercial and public sectors.

Mr. Bercow: To ask the Secretary of State for Trade and Industry what representations she has received from businesses about the

Ms Hewitt: I have received a number of representations from businesses, both directly and via business organisations, expressing
concern about recent rises in insurance premiums. Some of these representations indicated that increased costs of insurance were not
necessarily uniform across a particular trade, and that some businesses were therefore placed at a competitive disadvantage. A
number of businesses commenting on the subject of employers' liability insurance, which is compulsory, expressed concern that
`cowboy' firms trading illegally without insurance were unfairly undercutting their prices.
The Government takes these concerns very seriously, and will shortly be publishing its initial review of the employers' liability
insurance system, which considers business concerns over this class of insurance in particular. We will also consider carefully the
report of the Office of Fair Trading's fact-finding study of the liability insurance market, also due to be published shortly.

Jane Kennedy: Departments are required to comply with the Government's general policy on insurance, which is set out in Government
Accounting, Chapter 30, para. 30.2.5, which notes that government does not need to purchase insurance to protect the viability of
its business, and should consider insurance only were the value of claims met would exceed the cost of insurance premiums.
Commercial insurance of a building is acceptable in cases where (a) insurance is a condition of a lease (b) the lessor will not
except a Government indemnity (c) incurring the total cost of the accommodation in question, including the cost of the insurance, is
more cost-effective than other accommodation options [Government Accounting, para. 30.2.11a].
The NIO occupies approximately 40 different properties, which are a mixture of commercially and publicly owned. In terms of building
insurance, only a handful of premises pay for their own insurance costs directly (at a total value of less than £10,000). The rest
either pay for insurance as part of a quarterly service charge (or it is inclusive with their rental) or claim indemnity as
described above.
Of these buildings which pay their own insurance, premiums have increased over the last year, however it is not possible to say how
much of this years increase is directly related to September 11.

The Home Department complies with this policy and with rare exceptions self-insures buildings in which it is the sole occupier.
Where part of a building is leased and insurance forms part of the services provided to the building as a whole by the lessor, an
element of the service charge payment will relate to the insurance cost, but extracting this element from such charges could only be
done at disproportionate cost.
Private Finance Initiative (PFI) contracts involving accommodation provision an insurance element also forms part of the overall PFI
charge. The Department's policy, based on advice from the Office of Government Commerce is that any additional insurance costs
following 11 September is primarily a matter for the private sector.

Financial records show the following payments in respect of buildings occupied by the Department (excluding Agencies) against the
heading of building insurance: 2000-01: £67,050 2001-02: £56,443.
Meaningful comparisons between one year and another are difficult to make, due to changes in the estate and consequent insurance
obligations. The following four premises were occupied during all or part of 2000-01 and not during all of 2001-02: Temple Way,

Mr. Denham: [holding answer 11 July 2002]: The most recent publicly available estimates of annual costs of robbery were published in
Home Office Research Study 217 "The Economic and Social Costs of Crime" in December 2000.
(a) The annual cost to public funds of robbery The estimated annual cost of robbery to public funds in 1999-2000 is £770 million.
This figure includes costs to both the criminal justice system and health services.
(b) The annual cost to private citizens of robbery The estimated annual cost of robbery to private citizens in 1999-2000 is £1.5
billion. This includes the value of property stolen and the physical impact of the crime on the victim.
(c) The annual cost to insurance companies of robbery A rough estimate of the annual insurance administration costs associated with
robbery is £19.6 million. Insurance administration costs are harder to estimate than costs to public funds or private citizens.

Mr. MacShane: The Government's general policy on insurance, set out in Government Accounting, Chapter 30, notes that Government only
needs to purchase insurance to protect the viability of its business, where the value of claims met would exceed the cost of
insurance premiums. Commercial insurance of a building is acceptable in cases where (a) insurance is a condition of a lease; (b) the
lessor will not accept a Government indemnity; (c) incurring the total cost of the accommodation in question, including the cost of
the insurance, is more cost-effective than other accommodation options.
The FCO follows this policy.

Mr. Morley: Departments are required to comply with the Government's general policy on insurance, which is set out in "Government
Accounting", chapter 30, para 30.2.5, which notes that Government do not need to purchase insurance to protect the viability of its
business, and should consider insurance only where the value of claims met would exceed the cost of insurance premiums. Commercial
insurance of a building is acceptable in cases where (a) insurance is a condition of a lease (b) the lessor will not accept a
Government indemnity (c) incurring the total cost of the accommodation in question, including the cost of the insurance, is more
cost-effective than other accommodation options ("Government Accounting", para 30.2.11a).
Commercial insurance is not usually payable in respect of leasehold properties where the Department is the sole occupier. In the
case of leasehold property shared with other tenants, the cost of insurance is not always identified separately by our landlords.
Furthermore, premiums are payable at different times of the year and our landlords may not have had to renew cover since 11
September 2001.
It is not possible, therefore, to provide a precise assessment of the cost of commercial buildings insurance paid by the Department
either before of after 11 September 2001. However, where insurance premiums have been separately charged this year, they have
increased by between 3 per cent. and 90 per cent. It is impossible to say what proportion of these increases is due to the events of
11 September 2001.
