The hon. Lady makes an important point about co-operation in the industry. It is precisely such co-operation that has led the Wood review to recommend and the Government to create the Oil and Gas Authority. We find that particularly in respect of the sensible and low-cost use of infrastructure in the North sea, where greater co-operation between fields and so on will help to reduce costs. That is one of the early challenges that Andy Samuel is getting to grips with at the Oil and Gas Authority, and I think he has the support of the whole House in doing so.

The Secretary of State for Work and Pensions is unable to provide the requested information as the DS1500 is completed by various Health Care Professionals from across the UK and the Department is not required to capture this level of Management Information.

The Electoral Commission informs me that the confirmation dry run involved matching all entries on the electoral registers against the Department for Work and Pensions (DWP) Customer Information System database. Entries would be marked as green if they matched with DWP, amber if they were a partial match or red if there was no match.

It would be useful if the Minister, in his discussions with COSLA, pushed for a statutory override that would help companies in Scotland to manage the move to single-tier pensions, because that will have an effect when they are not able to opt out of the state earnings-related pension scheme.

The Department agrees that the Scottish Court Service should have the same access to its data as Her Majesty's Courts and Tribunal Service to enforce fine collections. Primary legislation is required to achieve this. Following correspondence with the Scottish Government Cabinet Secretary for Justice, the Secretary of State for Work and Pensions, my right hon. Friend the Member for Chingford and Woodford Green (Mr Duncan Smith), has asked officials to explore with officials in other Government Departments a suitable legislative vehicle for this purpose. Such discussions are now underway.

My officials have been working with officials in the Scottish Government for some time to determine if it would be in the interests of parents and children, in Scotland, if Scottish law was changed so that it did not allow for the write-off of child maintenance debts in the event of bankruptcy. Presently, unlike in the rest of Great Britain, all arrears of maintenance are written off once a non-resident parent becomes bankrupt in Scotland, as prescribed in Section 55 (2) (d) of the Bankruptcy (Scotland) Act 1985.
There was discussion of this issue between my predecessor, Maria Miller MP, and Fergus Ewing MSP, earlier this year. The Accountant in Bankruptcy (an agency of the Scottish Government) has since overseen a consultation on bankruptcy law reform, seeking views from stakeholders and interested parties on the appetite to change the current position in Scotland.
The results of the consultation were that, from the 129 responses received, more than half believed that Scottish law on this issue should remain as it is and that child maintenance should continue to be claimable and be discharged in bankruptcies and protected trust deeds when the individual is discharged. The Scottish Government have therefore concluded that now is not the time to proceed with reform in this area.
This Department will continue to work with the Scottish Government in monitoring the position on this issue and will seek to ensure that as far as possible it reflects the best interests of parents and children in Scotland.

That this Housewelcomes the constituency profiles prepared by Citizens Advice Scotland on the employment and support allowance (ESA); notes that in 2009 citizens advice bureaux in Scotland dealt with over 180,000 new benefit issues, over 15,000 of which were regarding ESA; further notes that over 200,000 incapacity benefit claimants in Scotland will undergo medical assessments for ESA in the next four years and almost a quarter will be found fit for work; recognises that the current medical assessment process for ESA is unfit for purpose and has incorrectly found sick and disabled people fit for work; further notes that evidence from bureaux across Scotland has found that 70 per cent. of clients who appealed against their ESA decision and were represented by a bureau adviser have had their appeal upheld; acknowledges that Citizens Advice Scotland's use of client evidence means that it speaks with authority on relevant and pressing issues that directly affect people living in Scotland; and calls on the Government to ensure that benefit claimants who are unable to work are correctly assessed for the support and assistance they need.
