The vacancy rate has fallen from 3.3 per cent. in March 2004 to 1.8 per cent. in March 2005, which is shown in the following table.

Mr. Hutton: [holding answer 10 June 2004]: Table 1 shows the three-month vacancy rates and numbers for specified areas of
work for qualified nursing, midwifery and health visiting staff. Community midwifery figures are not collected separately.
Therefore, the data refers to hospital and community based midwives.
The Department does not separately identify data on community-based doctors. Table 2 shows the three- month vacancy rates and
numbers for consultants in palliative care medicine as at 31 March 2003.

Mr. Hutton :[holding answer 1 December 2003]: In line with our policy of shifting the balance of power we have devolved more
power to the frontline of the national health service to ensure that more decisions, such as staffing levels, could be made locally
where they will have a greater impact on delivery. Responsibility for reducing vacancy rates now rests with strategic health
authorities.
Between 30 September 2000 and 30 September 2002 the number of midwives in London increased by 202.
In 2003-04, £88,500 has been allocated to London work force development confederations to fund return to practice places for
midwives.

Mr. Hutton: [holding answer 7 January 2003]: The Department's annual vacancy survey, which collects health visitor vacancies started
in 1999. The three month vacancy rate and number for health visitors and also the number of health visitors in post in both whole
time equivalent and headcount in England and in each Government Office Region since 1999 is shown in the table.
Information in respect of health visitors in Scotland and Wales is the responsibility of the devolved administrations. While the
institutions in Northern Ireland are dissolved responsibility rests with Ministers in the Northern Ireland office.

Mr. Hutton: [holding answer 15 December 2003]: Information on the number of midwives leaving and entering the profession, the
average period that a midwife has worked in the profession before leaving, and the average overtime worked by a midwife is not
collected centrally.
Information on the average age of a practising midwife in London and each region and the number and percentage of midwives working
in the National Health Service who were full-time and part-time in each of the last six years has been placed in the Library.
Information on the rate of vacancies for midwives lasting three months or more since 1999 by Government Office for the Region, and
since 2002, the first year the data was collected by strategic health authority, and a breakdown of staff in post in each case,
broken down by whole-time equivalent and headcount has also been placed in the Library.

Mr. Hutton: Information on the number of vacancies for midwives lasting three months or more is collected in the national health
service vacancy survey, information on the number of vacancies lasting less than three months is not collected centrally. The
available information is shown in the table by Government regional office area and strategic health authority.
No assessment has been made on the effect of vacancy rates for midwives on decisions by midwives to leave the profession. The
vacancy rate for midwives is comparable with that for the overall nursing work force. Since 1997, the number of midwives employed in
the NHS has increased by 860 and the Government will continue to increase the NHS midwifery work force through a range of
recruitment and retention initiatives.

Mr. Baron: To ask the Secretary of State for Education and Skills how many teacher vacancies there are in secondary schools; and if

Mr. Timms: Information on the number of teacher vacancies in local education authorities is collected once a year in January as part
of the annual census of teachers and vacancies. In January 2001, local education authorities recorded 2,586 vacancies in secondary
schools.
