This Government is committed to tackling illegal waste dumping. The Waste Crime Action Plan is ensuring we pursue offenders and clean-up the most egregious illegal waste sites. This includes reforms to the waste carrier regime, the introduction of digital waste tracking and strengthened enforcement activity to identify and act against waste criminals.

This Government is committed to tackling fly-tipping and supports local authorities to adopt proactive approaches to preventing fly-tipping through the National Fly-Tipping Prevention Group, which develops and promotes good practice, partnership working and awareness-raising tools. Defra also support councils to make effective use of its enforcement powers through guidance on vehicle seizure and forthcoming statutory fly-tipping enforcement guidance. The Waste Crime Action Plan includes preventative measures including waste carrier reforms, digital waste tracking and tighter regulation to help deter waste crime before it occurs.

Local councils are responsible for keeping their public land clear of litter and refuse and they have been given enforcement powers to help them tackle fly-tipping. This Government continues to work with partners to strengthen the national response to waste crime through measures set out in the Waste Crime Action Plan.

Defra does not hold any data on trends in costs for using recycling centres. Local councils are not allowed to charge for small scale household waste at Household Waste Recycling Centres.

To ask the Secretary of State for Environment, Food and Rural Affairs, what assessment her Department has made of the potential impact of increased funding for the Environment Agency on tackling (a) large-scale organised waste crime and (b) fly-tipping.
Under the Waste Crime Action Plan, published in March 2026, the Government committed to giving the Environment Agency £45 million in additional funding to cover enforcement activities. This department will review the additional spending for the Environment Agency to ensure that investment is focused on effective action to tackle waste crime, including serious and organised waste crime and fly-tipping. Defra is working with the EA to develop improved measures for the scorecard, as well as considering an evaluation approach for the package of measures announced in the government’s Waste Crime Action Plan and the Prime Ministers recent announcement to crackdown on criminal gangs.

Local authorities have powers to investigate and take enforcement action against offenders, including issuing fixed penalty notices of up to £5,000 (up from £1000 since 1st September) and prosecuting those responsible. In February Defra published best practice guidance and case studies to support councils to use their power to seize vehicles suspected of fly-tipping. The Government has secured powers in the Crime and Policing Act 2026 to issue statutory guidance to councils on their fly-tipping enforcement powers.

Defra has published best practice guidance to support local authorities to make better use of their power to seize vehicles suspected of fly-tipping. This guidance explains the circumstances in which overt and covert surveillance may be used in fly-tipping investigations.
