To ask the Secretary of State for Health and Social Care, what steps his Department is taking to ensure that there are an adequate number of radiologists in clinics and hospitals in the Solihull Borough available to scan women at risk of breast cancer.
Warwickshire Solihull and Coventry Breast Screening service has received funding from NHS England and NHS Improvement to increase its mammography, radiography and radiology staffing capacity. Further to this locally targeted action, regional partners including Health Education England and NHS England and NHS Improvement have undertaken a workforce review of breast screening to tackle current shortages of trained staff. This will support all breast screening services, including the Warwickshire Solihull and Coventry service to have sufficient and sustainable staffing into the future.

The Warwickshire Solihull and Coventry Breast Cancer Screening Service is working to screen all women who have missed an appointment by 31 March 2022, with NHS England and NHS Improvement monitoring progress.
The service has been able to gradually increase its capacity through the offer of open invitations rather than fixed time appointments and increasing the levels of permanent, third party and trainee staff, allowing the service to offer screening at additional times.

Many of the recommendations made by Jo’s Cervical Cancer Trust have since been taken forward by the Department including those invited for a cervical screening appointment can now book at a range of primary care health settings rather than just at their own general practitioner practice and many providers now offer evening and weekend appointments. The Digital Transformation of Screening Programme has been developed to improve IT systems and accessibility and there are now trials to test the feasibility of self-sampling, initially in London via the NHS YouScreen trial, with plans for further trials nationwide.

The National Institute for Health Research is involved in two trials of low dose computerised tomography screening for lung cancer. Findings from the UK Lung Screening Trial are currently scheduled for publication in September 2021. Interim findings from the SUMMIT trial are currently estimated to be available for publication by 2023, with the full trial expected to run until 2030.

While we currently have no plans to investigate Dante Labs, we are working with the organisation to understand a potential drop in performance on test turnaround times.

We have no plans to do so. Since the requirements were introduced for international travel testing, the costs have fallen significantly. We are committed to working with the travel industry and private providers to reduce these costs and we have made NHS Test and Trace tests available around the market mid-point to ensure testing is available at an appropriate cost.
Anyone facing significant financial hardship as a result of the requirement to take a day two or day eight test on return from travelling overseas can apply for hardship arrangements, including deferred payment plans. In exceptional circumstances reductions and waivers may be granted.

Organisations may be removed if they are found to be non-compliant with the minimum standards, fail to meet their accreditation deadlines where applicable or have been raised as a possible public safeguarding risk. For day two and day eight testing, the Government closely monitors the performance, including delivery and testing services, of private providers to ensure they deliver a high quality service to customers. Providers providing inadequate services receive a five-day warning to demonstrate they have rectified their service, and if not, are removed from the GOV.UK list. Private providers may be reinstated to the list once they have undertaken corrective action and provided the Department with such evidence.

The Department has reminded private providers not to process data for a purpose that would be incompatible with the purpose for which the data was initially collected. The Information Commissioner’s Office (ICO) has also set out frequently asked questions on data collection and data protection relating to COVID-19 that provide further information. In May 2021 Cabinet Office – Building 5 was enrolled in the scheme. There has also been a secondary schools and colleges daily contact testing clinical study, trialling assisted on-site testing. This was a randomised control trial, sponsored by the Department and Public Health England.

No assessment has been made regarding the specific impacts in question. However, assessments of the broader impact of the self-isolation requirements have been made for all age groups, including young adults. We recognise that young adults’ educational, social, and by extension health outcomes are highly impacted by self-isolation.

Devices are also tested for robustness, usability and evidence of cross-reactivity with seasonal coronaviruses.
Post-marketing surveillance is performed on approved devices at regular intervals to ensure they remain fit for purpose against new variants.

To ask the Secretary of State for Health and Social Care, what recent assessment his Department has made of the potential merits of extending covid-19 daily contact testing to workers and workplaces outside of the critical sectors already identified by the Government instead of requiring people to self-isolate.
We are currently reviewing the potential merits of extending workplace daily contact testing to additional sites outside of the critical sectors already identified by the Government. Our initial focus is on completing the extension of the workplace daily contact testing scheme to 2,000 sites, as announced on 26 July. As of 16 August, contacts who are fully vaccinated do not have to self-isolate, but daily contact testing will continue in approved sites for contacts who are not yet fully vaccinated.

Free National Health Service tests cannot be used for travel in order to preserve existing testing capacity to protect public health, and the Department has no plans to provide free tests for fully vaccinated people from countries on the green list for travel. We are committed to working with the travel industry and private providers to reduce the cost of travel testing. We have invited the Competition and Markets Authority to conduct a review into pricing and standards in the market for international travel tests. We have also announced that the cost of NHS Test and Trace tests for international arrivals has been reduced from £88 to £68 for green or fully vaccinated amber arrivals.

To ask the Secretary of State for Health and Social Care, what assessment he has made to the potential merits of T-Cell Immunity tests in informing a person's individual immunity to covid-19.
T-cell tests are utilised in specific groups for clinical or research purposes including the Protective Immunity from T-Cells in Healthcare workers, the Vivaldi study in Adult Social Care home residents and staff, and in clinically assessing those who may be immunocompromised. Work is ongoing to compare, contrast and standardise cellular assays for larger scale screening.
