In order to preserve testing capacity for priority uses to protect public health, individuals wishing to travel should book a private test.
While there are no plans to introduce a cap on the price of such tests we are committed to working with the travel industry and private testing providers to reduce the cost of travel testing. NHS Test and Trace tests are available at the market mid-point to ensure tests are available at an appropriate cost and when purchased through private providers for day two and day eight testing, they are accepted for travel purposes. Since requirements were introduced for international travel testing, the costs have fallen significantly. We also offer deferred payment plans and hardship support.

Free antibody testing is available through the National Health Service for people with a diagnosis of cancer when requested by clinicians, either for diagnostic purposes or to support clinical treatments. Antibody testing through our at-home testing service is currently only available to specific groups for research and surveillance purposes including people in those cohorts living with immune suppressed conditions.
Testing will remain important to controlling and containing the virus going forward. We will need a reliable supply of high quality tests available to give people and businesses the confidence to go about their usual activities.

We recognize the importance of HIV testing for improving early diagnosis and will set out our plans for its wider access in the Sexual and Reproductive Health Strategy and the HIV Action Plan, planned to be published this year.
Access to and provision of HIV testing, including online and self-sampling services, is the responsibility of local authorities. There is no comprehensive data available on the number of local authorities that provide HIV self-sampling services. Public Health England’s framework for the national HIV self-sampling service was set up in 2015 and is used by many local authorities.

A list of providers offering testing bundles for international arrivals is available at GOV.UK, allowing travellers to find tests at an appropriate price. We also offer deferred payment plans and hardship support for people who cannot afford to pay for the cost of managed quarantine and testing. In some circumstances this may be available to those who are not in receipt of income related benefits.

In the United Kingdom, all international arrivals travelling from outside the Common Travel Area are required to book a testing package before travelling to England to protect themselves and the public. Testing requirements and therefore the costs paid by international arrivals, are set according to the risk posed by travel from ‘red’, ‘amber’ and ‘green’ list countries.

People should be staying at home unless they have a valid reason to travel. For those facing significant financial hardship as a result of the testing charge, there will be an opportunity to apply for a deferred repayment plan when booking. This is available for individuals who receive income-related benefits and they will be required to pay back the charge in 12 monthly instalments. All of these measures will be kept under constant review, including the impact on individuals with family ties in other countries.
