I refer Members to my entry in the Register of Members’ Financial Interests. Last week, I visited a prison with the University and College Union to look at the prison education service. I saw the power of dynamic prison education, but also heard about the cuts to these privatised contracts. Will the Minister will bring those contracts back in-house, and work with the Department for Work and Pensions and the Department for Education to ensure that education has real purpose in people’s lives and reduces reoffending?
I refer Members to my entry in the Register of Members’ Financial Interests. Last week, I visited a prison with the University and College Union to look at the prison education service. I saw the power of dynamic prison education, but also heard about the cuts to these privatised contracts. Will the Minister will bring those contracts back in-house, and work with the Department for Work and Pensions and the Department for Education to ensure that education has real purpose in people’s lives and reduces reoffending?
My hon. Friend will hopefully not doubt my commitment, as a former Minister for Schools, to education as a life-changing force. Indeed, I want to see it employed to reduce reoffending and protect the public while changing lives.
That this House expresses its grave concern at the mounting evidence emerging from the Undercover Policing Inquiry (UCPI) of extremely serious police misconduct and corruption on a scale far outstripping expectations at the Inquiry’s inception; welcomes the numerous apologies issued by the Metropolitan Police Service for misconduct which includes but is not limited to abusive sexual misconduct by officers, the theft of dead children's identities, and unjustifiable spying on campaign and community groups; recognises the vital importance to survivors of truth, accountability and answers; acknowledges that the work of the UCPI is far from complete, with key aspects of its terms of reference outstanding, including Tranches 4 and 5, which deal with the most recent and relevant undercover deployments, carried out under the existing regulatory framework and guidelines, such as the Regulation of Investigatory Powers Act 2000, and Module 3, recommendations for the future; urges the Home Office to urgently appoint an expert panel and a new Chair, and ensure resources are available to complete the Terms of Reference in full under the Inquiries Act 2005; and calls for steps to be taken to ensure candour and openness from the state parties under investigation, with a clear process for prompt disclosure of evidence to survivors that prevents the excessive secrecy and the resulting delays that have plagued the Inquiry to date.

That this House recognises the December 2025 findings of the Independent Office for Police Conduct (IOPC) investigations relating to Sir Norman Bettison and the circumstances surrounding his application for the post of Chief Constable of Merseyside in 1998; notes the IOPC view that had Bettison still been serving, he would have had a case to answer for gross misconduct, for deliberate dishonesty in relation to his explanation of his involvement in the aftermath of the Hillsborough disaster during his application for, and appointment to, the post, that he underplayed the extent of his role in the aftermath of the disaster, and that he would have a case to answer for continually providing misleading and inaccurate press statements minimising his role to one on the periphery of the post-disaster investigations carried out by SYP; urges the Honours Forfeiture Committee to take these findings into account in the case of Bettison, which it says is "under consideration"; believes that Bettison’s knighthood should be rescinded for the reason he is unworthy to retain it and in order to preserve the integrity of the honours system; and expresses the importance of this action, as the only remaining meaningful sanction Bettison can face, owing to his retirement from the police service in 2013, as officers who retired before 2017 cannot face charges despite IOPC conclusions.

To ask the Secretary of State for Health and Social Care, what steps he is taking to help improve understanding of the reasons for the rise in postpartum haemorrhage rates.
NHS England is working to improve the timely clinical response to obstetric haemorrhage through the Maternal Care Bundle, which aims to improve the management of haemorrhage through timely identification, escalation, and response to obstetric bleeding, along with ongoing, multidisciplinary review and learning.
Significant improvements in data coverage and data quality over recent years mean that in September 2025, 92% of National Health Service trusts were included in the analysis of Maternity Services Data Set birth and postpartum haemorrhage information, compared with 30% in September 2020. The referenced increase in postpartum haemorrhage rates may be influenced by this improvement in reporting in addition to any rise in clinical incidence. The Maternal Care Bundle will further improve the identification of haemorrhages over 1,500 millilitres by requiring providers to cumulatively measure blood loss, which is likely to further increase the reported rate in future years.
