I am always happy to tell local authorities what to do, but I actually believe in devolution and giving local authorities the power to do as they see fit. I am only disappointed that so many of them are Conservative and decide not to invest in maintaining our roads. They invest in various projects rather than serving the community that they were elected to serve.

The maintenance backlog is massive, not least because of the heavy vehicles that use the lanes. The investment going to the regions through local transport plans and other funding streams has more than doubled in the past 10 years. It is for local authorities to target that money appropriately, but rural roads are central to the new road safety strategy that is currently out to consultation. We want to focus on finding engineering and other solutions to improve safety on rural roads.

Obviously I am grateful to the hon. Gentleman for his kind words. I agree that good roads infrastructure is essential to the health of the economy and of the environment, but, as he will probably know, road spending in the north-west has more than doubled since 2000. The south-east Manchester multimodal study, commissioned by my right hon. Friend the Member for Warley (Mr. Spellar), has come up with possible solutions for the south-east Manchester relief road. That is a very expensive project—costing possibly between £700 million and £1 billion—and it cannot go ahead as a single scheme. We are looking at progressing parts of that scheme in phases. He will know that a crucial part of that is the Poynton bypass in his constituency. We are working very hard with all representatives in the local area to come up with an affordable proposition. But to claim that the Government have not spent enough money on the roads infrastructure in his constituency, or anywhere else in the country, would be false.

The north-west will receive £345 million over the next three years for local authority road and public transport projects and Highways Agency major schemes. We will continue to take advice from the region on how investment should be prioritised.

I have read the letter that the Under-Secretary sent to Members of Parliament in which the offer was made that a meeting would be arranged with local councils and Department for Transport officials. I believe that meeting will be on 23 July. My hon. Friend the Member for Stockport (Ann Coffey) has already approached me about meeting a delegation of MPs and I am more than happy to do so, but I suggest that we wait until after the meeting on Monday, in order to see what is resolved there.

The Minister said in reply to a supplementary that resources for roads would be allocated fairly across the country. There are many Opposition Members who would think that that was an untruth, but I do not accuse him of telling an untruth to the House. Will he give me an assurance that resources will be allocated fairly and that Conservative authorities such as Macclesfield borough council and Cheshire county council, which have been under-resourced, particularly in east Cheshire will, in future, receive a fair allocation of resources in accordance with the prosperity that they create in Cheshire and the north-west.

When we decided to go for a regional funding allocation, we began with an open consultation, which included all the regions, local authorities, and Opposition Members, to decide how the money was to be allocated to the regions. We have stuck to that formula, so it is clear that the money has been fairly distributed. I would say to the hon. Gentleman that I have received representations since then from every region in the country saying that they would like to change the system, because they have come up with a system that would benefit their region at the expense of every other region. I am afraid that life is simply not like that, and if we want more money for the regions we must raise more money overall, and that comes down to the hon. Gentleman and the Opposition occasionally supporting the Government in raising that money.

I agree with the hon. Gentleman. Road maintenance is absolutely essential. The problem is that many councils tend to consider it as a soft option for cuts if they want to spend money elsewhere, quite simply because it takes some years before that neglect becomes apparent. Unfortunately, despite the fact that we have dramatically increased the amount of money given to local authorities over the past seven or eight years, many authorities have not been spending the money where they ought to spend it. I do not know whether the hon. Gentleman has in mind his own county council, but perhaps he and other hon. Members who have this problem should have a word with their councils and ask them why they are not spending the money that the Government are giving them on road maintenance. It is a false economy to cut road maintenance; sooner or later, it results in major expenditure. Most people tend to judge transport by the state of their local transport and local roads, which is why it is important to get it right.

Mr. Jamieson: Our partial regulatory impact assessment, published alongside our consultation, estimated the costs to road haulage
firms, in terms of need for additional staff costs of between £250- £500 million per year. No judgments were made about how
much of this cost would be passed on to client business. Nor has any quantification been made of the possible commercial benefits of
the directive, for example in reduced costs from lower driver turnover if the directive makes the job more attractive.

Sir Nicholas Winterton: To ask the Secretary of State for Transport what steps his Department has taken (a) to reduce
regulation in the road haulage industry and (b) to reduce on-costs on road haulage client businesses; and if he will make a

Mr. Jamieson: Much of my Department's activity is non-regulatory. We have a significant programme of research into best practice,
and we disseminate this knowledge to the industry. The last impact assessment concluded that companies involved achieved annual
savings of £65 million of which £42 million was attributed to the best practice programme.
In the last two years we have funded a major programme to train truck drivers to drive in a more fuel- efficient way. Savings of up
to 9 per cent. are possible on fuel bills, typically worth £2,100 per year per driver. We have funded a similar programme to
advise on fuel- efficient operating practices, for example advice on aerodynamic equipment and tyres that optimise fuel-
consumption. Again substantial fuel and cost savings have been shown to be possible.
We will be consulting later in the year on proposals to streamline the operator licensing system, building on the successful
computerisation for the Traffic Area Network, which is already saving time and money for both operators and Government.
Our Road Safety Bill contains proposals for a system of graduated fixed penalties for offences relating to the operation of
commercial vehicles, and a deposit scheme to ensure hauliers from abroad who commit offences to not escape unpunished, as happens
too often now. This will provide a more effective deterrent to those who compete unfairly by operating outside the law, to the
benefit of legal operators.

Sir Nicholas Winterton: To ask the Secretary of State for Transport if he will include information on the cost of the outstanding
repairs to local and strategic road networks in future national road maintenance condition surveys. [206569]
Mr. Jamieson: The national road maintenance condition survey measures trends in the condition of national and local road
carriageways, footways and verges on an annual basis. It is not the most appropriate place for trends in the total costs of
outstanding repairs to highways, which include bridges and street lighting, to be published.
Information on outstanding renewals required for local authority street lighting was published in the Department's response to the
Transport Select Committee in June this year, based upon robust inventories of the lighting stock and its age and composition. More
accurate inventories of the local road and bridge infrastructure stock and condition are now being developed. Along with current
research into optimum service levels for the various classes of roads, this will allow better estimates of funding needs to be made
in the future.
The Highways Agency maintains the strategic trunk road network on the basis of minimising whole life cycle maintenance costs.
Through technical assessment of condition data, the correct maintenance is identified and carried out at the optimum time for a
particular road, ensuring the network is consistently maintained in the required condition. The road renewals budget is targeted to
meet this objective, thus avoiding the build up of repair work.

Mr. Jamieson: The Highways Agency currently maintains the strategic trunk road network in accordance with minimising whole life
cycle maintenance costs while keeping the network in good serviceable condition. Correct application of the whole life cost
principle ensures that the road maintenance budget is focussed to keep the condition of the network at the required level.
It is for local authorities to eliminate the repair backlogs on their roads, although the Department strongly encourages them to do
so. In the five years since 2001-02 the Department has provided £4.2 billion in capital support towards this task. The good progress
made by local authorities is shown by the high probability of the deterioration in local roads being halted in 2004, after years of
decline.
