That this House expresses its concern about the operation of Walters (UK) in removing contaminated waste from the Castlegate development (Penrhos) in Caerphilly; believes that the people of Caerphilly are having to endure unacceptable noxious odours because of the failure of the company to prevent atmospheric pollution; points out that the company has belatedly brought in additional equipment, owing to public concern, and that this equipment should have been onsite from the first day of the operation; calls upon Walters (UK) publicly to apologise to the people of Caerphilly for the noxious odours which their operation has released; and suggests that all honourable Members should examine carefully whether this company should carry out future work in their constituencies.

That this House notes that over 70 per cent. of the 44 action points for improving health and safety at work contained in the Health and Safety Commission strategy, Revitalising Health and Safety, published in June 2000, have now been achieved; welcomes the fact that the number of workers fatally injured fell by 10 per cent. in 2002-03, to 226, and that the fatal and major injury rate is broadly steady; believes that the United Kingdom has the best health and safety record in Europe; further welcomes the role that has been played by the Health and Safety Executive and Government, trade unions and employers in achieving this record; further believes, however, that fatal or major injuries remain a serious concern; and therefore supports the new Health and Safety Commission strategy to 2010 and beyond, published in February, which aims to make this a cornerstone of a civilised society and lead the world in workplace health and safety.

That this House notes that approximately three million people are victims of loan sharks; welcomes the recent statement by the Minister for Competition in response to the second report of the task force on tackling overindebtedness; and believes that careful consideration should be given to amending the Consumer Credit Act 1974 and introducing regulations so that firm controls are placed on non-status and other alternative lenders, such as weekly-collected credit companies, who deliberately target vulnerable people in some of our poorest communities.

That this House welcomes the fact that the Government has decided to provide financial assistance to pay for the nursing care of elderly people who require long-term care; notes that these payments apply to individuals living at home or in residential homes; is however, very concerned that when payments are awarded to people in care homes the money is paid direct to the care home and in some instances the financial benefit is not being passed on to the resident; and calls on the Government to examine the extent of this activity and prepare appropriate regulations to prevent this unfair practice which is depriving some of the most weak and vulnerable elderly people of financial support which is intended for them.
