That this House congratulates the Government on signing the OSPAR resolution on radioactive discharges to the sea; notes that the resolution commits the United Kingdom to achieving 'substantial reductions or elimination' of radioactive discharges by the year 2000, and to achieving 'close to zero' concentrations of radioactivity in the environment by the year 2020; further notes that reprocessing of spent nuclear fuel is the largest source of radioactivity discharges into the north-east Atlantic; believes that it is technically feasible to significantly reduce these discharge levels by placing all spent nuclear fuel in dry, above ground stores instead of reprocessing, with the added advantage of not adding further to the plutonium stockpile; and calls on Her Majesty's Government to draft a plan of action for submission to the OSPAR Radioactive Discharges Working Group which proposes storing all spent nuclear fuel instead of reprocessing as the way to substantially reduce discharge levels to the marine environment by the year 2000.

That this House congratulates the Government on its commitment to protecting the seas and marine life but notes with concern revelations that lobsters and seaweed in the Irish Sea and off the Scottish coast are increasingly contaminated by radioactive discharges; notes with alarm that pigeons have been found to be radioactive that they are having to be culled and disposed of as low level radioactive waste and that the sea-bed near Cumbria is classifiable as nuclear waste; notes with interest that Nordic Environment Ministers have written to the Minister for the Environment expressing concern about continuing releases of radioactive substances to the marine environment; further notes the view expressed by the Irish Government that the current situation is totally unacceptable; and calls upon Her Majesty's Government to agree at the forthcoming meeting of the OSPAR Convention to continuous reductions in discharges, emissions and losses of radioactive substances, with the ultimate aim of achieving concentrations in the marine environment near background values for naturally occurring substances and close to zero for man-made radioactive substances.

That this House deplores the current and continuing practice of water companies in discharging raw sewage through sea outfalls, having no plans in many cases for enhancing the treatment of the discharged sewage so that the microbial contamination of coastal waters can be prevented; and therefore requests the Government to examine the setting of higher standards of sewage treatment that would be made a statutory requirement.

That this House is concerned that increases in road traffic will cause more atmospheric pollution and emissions of greenhouse gases, hampering the achievement of the Government's 20 per cent. carbon dioxide reduction target and damaging communities and the countryside; notes the similar concerns expressed in recent reports by the Royal Commission on Environmental Pollution and the Transport Committee; notes, too, that the CBI has estimated that traffic congestion is costing industry ??19 billion per year; notes the words in the Government's election manifesto that 'a sustainable environment requires above all an effective and integrated transport policy at national, regional and local level' and the acceptance in Consensus for Change 'that the current state of affairs is unsustainable'; believes therefore that road traffic reduction is a vital part of a sustainable transport policy, and accordingly welcomes the passing of the Road Traffic Reduction Act 1997 but regrets that this only applied to local authorities and local roads, believing that this anomaly, whereby traffic reduction targets are required for local roads, but not for national roads, cannot fully enable the establishment of 'an effective and integrated transport policy at national, regional and local level'; and therefore welcomes the proposals for road traffic reduction measures promoted by a cross-party group of honourable Members which sets out a requirement for the Government to consult widely, draw up and implement national transport policies to achieve, in a spirit of partnership a reduction of road traffic miles of 5 per cent. by 2005 and 10 per cent. by 2010.

That this House notes with concern the arrest on 6th February, of retired Soviet naval officer Alexandr Nikitin on a charge of high treason on the grounds that he helped to write a report published by the Norwegian Bellona Foundation, The Russian North Fleet - Sources of Radioactive Contamination, using only information which was already in the public domain; regrets that Russian law criminalises the re-publication of such material when it is declared a state secret; congratulates Captain Nikitin on his service to the people of Russia, Norway and the whole northern hemisphere in drawing attention to the risks of nuclear devastation if precautions are not taken to stop the escape of radioactive materials from old reactors; and calls on Her Majesty's Government to use their best endeavours to get the case against Captain Nikitin withdrawn.
