That this House remembers with fondness and admiration the life, political leadership, authorship, trades unionism, journalism and unrivalled oratory of Michael Foot as one of the world's greatest socialists; fully supports his lifelong backing of the Campaign for Nuclear Disarmament and the necessity of a world without nuclear weapons; recalls that Michael Foot was proud to call himself an inveterate peacemonger; further recalls the sense set out in the Labour Party Manifesto for the 1983 General Election that was prescient and before its time in calling for the nationalisation of the banks; believes, had this sensible strategy by the then hon. Member for Ebbw Vale been supported, then the current economic crisis, arising from reckless and selfish behaviour of senior bankers, could have been avoided; further believes Michael Foot was a great internationalist and fighter for justice for the poor and dispossessed; and further believes that this nation would have been much better served if Michael Foot had led this country from 1983.

That this House is concerned that payments made by the Ministry of Defence to families in respect of a relative killed in action are counted as income by the Department for Work and Pensions in calculation of income support and other income-related benefits as well as housing and council tax benefits; notes that this results in families on benefit receiving no compensation and in some cases suffering financial loss; further notes that payments in respect of those who went into captivity in the Far East during the Second World War and in respect of those killed in the bombing and attempted bombing of the London transport system in July 2005 were disregarded for calculation of income-related benefits; and believes that the same disregard should be applied to payments to surviving relatives of personnel killed on active service with HM armed forces.

That this House welcomes statistics from the Health and Safety Executive (HSE) which indicate that the number of work-related deaths fell to a record low in 2008-09; expresses its concern, however, that the figures used by the HSE do not reflect the true number of people killed by work-related activity as they do not include all those killed by work-related incidents which are not reported to the HSE but to other authorities, and does not include the many thousands who die from illness caused by poor working conditions; estimates that in 2008-09 as many as 1,500 people may have died from work-related incidents and a further 50,000 from work-related illness; believes it is vital for an informed debate that the public are made aware of the accurate number of deaths at work; and calls on the Government to publish annually the total number of work-related deaths and not just those covered by the HSE.

That this House notes the interview in the July edition of Labour Briefing magazine with Marcia Rigg-Samuel, sister of Sean Rigg, who died on 21 August 2008 shortly after being arrested and restrained by police in Brixton; further notes that Ms Rigg-Samuel refers to the investigation by the Independent Police Complaints Commission (IPCC) as `neither fair nor transparent', that she considers that the IPCC has treated the family of Sean Rigg unfairly, that she has expressed concern that it could take up to six years for an inquest to be held and that she has remarked that, while Chief Inspector Suzanne Wallis told the family that the closed circuit television camera was working, the family has subsequently been told that a substantial amount of the footage from that camera has gone missing; and considers that, in every instance where a death in police custody has occurred or where there is closed circuit television evidence of a major crime, a named officer should have the responsibility for safely securing such evidence and should be subject to disciplinary sanctions should such action not be taken.

That this House congratulates Sands, the stillbirth and neonatal death charity, on the parliamentary launch of the Why 17? campaign; welcomes the publication of the Sands Saving Babies Lives Report 2009; notes that every day in the UK an average of 10 babies are stillborn and seven more die shortly after their birth, which is 17 babies dying every day; is concerned that rates of stillbirth in the UK are at unacceptably high levels and have barely changed in the last 10 years; recognises that with better care and targeted research many of these deaths could potentially be avoided; and calls on the Government to develop a national strategy for reducing levels of stillbirth and neonatal deaths, to fund further research to improve understanding of why stillbirths and neonatal deaths happen, to develop gold standard antenatal care provision in all trusts and to work with the charity to improve public awareness of the issues.

That this House welcomes the publication of the CORGI Carbon Monoxide Report 2008; notes with concern that between April 2007 and March 2008 there were media reports of 63 carbon monoxide incidents caused by gas appliances in the UK; further notes that these incidents resulted in 21 deaths and 125 injuries where carbon monoxide was the suspected cause; acknowledges that due to the lack of a robust reporting system, the numbers could be even higher than the report suggests; recognises that 52 per cent. of the incidents were caused by a lack of servicing and maintenance of gas appliances; notes that illegal gas workers are 32 times more likely to cause a carbon monoxide-related incident than a CORGI registered installer; and calls on the Government to renew efforts to warn the public of the dangers associated with carbon monoxide and examine ways to ensure that all landlords and homeowners have their gas appliances serviced annually by a CORGI registered installer.

That this House urges the Government to make the passing of the draft Coroners Bill a priority; calls for the needs of the bereaved families to be put at the centre of the coroners' system and for a chief coroner to be able to set national standards; expresses concern at the British Lung Foundation's report An Unnatural Death, which highlights that when a death from mesothelioma occurs outside of the coroner's working hours the bereaved are often visited by uniformed police in a marked police car, sometimes in the middle of the night; and suggests that in cases of mesothelioma, clinicians should follow the guidance jointly published by the British Thoracic Society and the British Lung Foundation which recommends that the inquest procedure should be discussed with the patient and their family at an appropriate time and that information should be collected that may later be helpful to the coroners in their enquiries.
