Mr. John D. Taylor: To ask the Secretary of State for Northern Ireland how many officers of the Royal Ulster Constabulary (a) have
served in Kosovo and (b) are currently serving in Kosovo; and if he will make a statement. [139525]
Mr. Ingram: Sixty officers from the Royal Ulster Constabulary have recently completed a one-year term with the United Nations
Mission in Kosovo where they have been undertaking an executive policing role pending a new Kosovan police service being trained and
ready to take over law enforcement there. In addition, six officers served with the body recovery teams from April to November 2000.
Sixty-two officers from the RUC are currently serving in Kosovo; 23 from the original group and 39 deployed during November 2000.

Mr. Ingram: A total of seven officers from the Royal Ulster Constabulary have served with the United Nations International Police
Task Force in Bosnia monitoring the performance of the Bosnian police service; four during the period April 1999 to April 2000 and
three from October 1999 to October 2000. There are currently five officers serving in Bosnia with a further four officers to be
deployed in April 2001.

The Secretary of State for Northern Ireland has asked me to respond to your recently tabled Parliamentary Question about the flying
of the Union Flag at the Roads Service Maintenance Depot, Ballinahonemore Road, Armagh.
I can advise that a Union Flag has been provided at the Depot and that the Premises Officer for the building is responsible for
flying the flag on the designated dates. Regrettably, due to an oversight, the flag was not flown on St. Patrick's Day or Easter Day
this year. I have, however, reminded relevant staff of the instructions for flags to be flown on designated dates.

The Secretary of State for Northern Ireland has asked me to respond to your recently tabled Parliamentary Question about the
provision of an ambulance bay at Constabulary House, Russell Street, Armagh.
Roads Service is currently progressing the statutory procedures required under Articles 10(4) and 13(1) of the Road Traffic
Regulation (Northern Ireland) Order 1997 to authorise that a section of road fronting Constabulary House, Armagh be used for the
parking of ambulances. A notice outlining our intention in this respect will be published in the local press tomorrow, Thursday 20
April 2000.
Assuming there are no objections to our proposal, we anticipate that the parking bay should be operational by the middle of June.

The Secretary of State has asked me, as Chief Executive of the Compensation Agency in Northern Ireland, to reply to your recent
Question about compensation paid to Crossmaglen Gaelic Athletic Association in respect of use of part of their land by the security
forces.
Land belonging to the Association was first requisitioned by the Secretary of State for Northern Ireland under the Emergency
Provisions Act in 1974. In 1985 a sum of £150,000 was paid by way of compensation in respect of the period 1974 to February 1985.
This compensation was a composite amount and covered both physical damage to the property and the requisitioning of land. For the
period subsequent to February 1985 the amount of compensation payable in respect of requisitioned land has been the subject of an
appeal to the County Court which is still on-going.
I hope this explains the position.

Mr. Ingram: All central Government buildings are provided with a Union flag and a list of those dates on which the Union flag should
be flown.
The Union flag was provided and flown on 17 March at the Department of Agriculture and Rural Development's offices on the Mall,
Armagh and Crown Buildings, Alexander Road, Armagh and the Department of the Environment's Vehicle Testing Station, Hamiltonstown
Road, Armagh. Arrangements have been made to fly the Union flag at these buildings on all designated dates.
It is assumed that the building referred to in (g) is the Department of Regional Development's Roads Service Depot at 17
Ballinahonemore Road, Armagh. Although the Union flag was provided and arrangements are in place to fly the flag on all designated
dates at this building, and at the Department of Agriculture and Rural Development's office at Newry Road, Armagh, it was not flown
on these buildings on 17 March due to an oversight.
The Union flag is not flown at RUC Stations on Public and/or Bank holidays.
The decision whether or not to fly the Union flag on Southern Education and Library Board property is a matter for that Board.

Mr. George Howarth: Capital funds under the EU Childhood Fund were distributed on the basis of applications received and considered
in the first place by the relevant Area Early Years Committee (AEYC), which made recommendations to the Department of Education. The
Department considered and approved applications on the basis of whether the proposed provision: was sited where it would have
maximum educational impact, in targeting area of greatest social/educational need; would create access for as many children as
possible; and represented good value for money, taking account of viability considerations in particular.
The deadline for commitment of funds under the EU Special Support Programme for Peace and Reconciliation was 31 December 1999.

The nine projects under Tranches 2 and 3 which are associated with CCMS have not yet opened.
The EU Special Support Programme for Peace and Reconciliation has facilitated the provision of several new cross-community nursery
units and has provided a very welcome 14 per cent. increase in the availability of pre-school education across Northern Ireland
generally. Many nursery units of all management types have an established pattern of cross-community attendance, and all funded
pre-school education provision is and will continue to be open to children from all sections of the community.

You recently asked the Secretary of State a Parliamentary Question about Killyleagh Sewage Works. I have been asked to respond as
Chief Executive of Water Service with operational responsibility for the provision of water and sewerage services.
An appraisal of the options for improving wastewater treatment facilities at Crossgar concluded that the most cost-effective option
was to pump wastewater from Crossgar to Killyleagh for treatment. The estimated cost of this is almost £1.6 million. The scheme will
also help to improve the water quality in the River Quoile system.
In undertaking the appraisal study, account was taken of projected residential and industrial expansion to the year 2021 on the
basis of figures provided by the Department of the Environment's Planning Service. These figures allow for an additional 350 houses
at Crossgar and 335 houses at Killyleagh. Following the closure of local industry, the wastewater treatment works in Killyleagh is
currently operating at approximately 32% of its design capacity. After the transfer of the wastewater from Crossgar, and taking into
account the projected increases up to 2021, the Killyleagh works will operate at approximately 71% of its design capacity leaving
considerable surplus capacity for additional residential and industrial expansion.
No significant development work is required at the Killyleagh Works. Indeed, the key changes envisaged are mainly of an operational
nature. In these circumstances the residents of the Killyleagh area were not directly consulted about the project. However, Down
District Council was consulted and we received a small number of written representations, about various aspects of the project, from
public representatives including the constituency Member of Parliament, Mr. E. McGrady. Our proposals were fully explained to these
public representatives.

Letter from H. S. McKay to Mr. John D. Taylor, dated 28 March 2000:
The Secretary of State has asked me to reply to your recent Question about the proposed residential development known as Camperdown
Garden Village.
A planning application received in December 1999 indicated a total of 2500 dwellings at the site.
There is no suitable foul sewage system to serve the proposed development and if permitted substantial infrastructure will be
needed.
If the development were to be approved, additional education provision for about 665 children of primary school age would be
required. A site for a new primary school is indicated on the sketch scheme submitted with the application.
Vehicular access to the site is via four junctions from existing roads; two are on the Comber Road and two are on the Ballyrainey
Road, which is improved and re-aligned. The dedicated bus lane in the old railway line is served by a park and ride facility. The
E-Way study, commissioned by the Northern Ireland Transport Holding Co.examines alternative public transport options for re-using
the old railway line to Comber.
The application is currently under consideration and comments are awaited in relation to the application and the environmental
statement. Following the receipt and consideration of these comments a decision will be taken on how best to progress the
application.

pre-school provision in Kircubbin were under the control of the (a) South-Eastern Education and Libraries Board and (b) Council for
Catholic Maintained Schools [115397]
Mr. George Howarth: An application for the provision of a free-standing community nursery school in Kircubbin has been offered
capital funding of £225,000 under the EU Special Support Programme for Peace and Reconciliation by the Department of Education.
Following discussions with representatives of the South-Eastern Education and Library Board and the Council for Catholic Maintained
Schools, the community group promoting the nursery school in Kircubbin decided that it should be managed as a Catholic maintained
nursery school but with a cross-community Board of Governors. The funding would equally have been available had the community group
chosen to follow the management model for a controlled school.
As the deadline for expenditure of these EU funds is 31 December 2000, the funding could not be transferred to an alternative
project in the Kircubbin area at this stage.
