The UK welcomed the World Health Organisation (WHO) recommendation on 2 October 2023 of the R21/Matrix-M malaria vaccine for the prevention of malaria in children. We supported the decision by the Gavi board in December 2021 to launch a malaria vaccine programme, including with support through the UK's contribution to Gavi, and look forward to Gavi supporting the future rollout of R21 once Pre-Qualified by WHO. The UK's £1.65 billion funding from 2021 to 2025 to Gavi will immunise 75 million children and save up to 2 million lives from vaccine preventable diseases, including malaria. Our £1 billion pledge to the 7th replenishment of the Global Fund to Fight AIDS, Tuberculosis and Malaria will help to distribute 86 million mosquito nets and provide malaria treatment and care for 18 million people. UK support to Unitaid will help countries to optimise the introduction of new malaria prevention tools and help to ensure that malaria medicines and tools are affordable and accessible for all.

The UK has an exceptional life sciences sector, and the UK Government is committed to supporting it. We work closely with industry, including through strategic partnerships, such as the 10-year partnership with Moderna and strategic collaboration with BioNTech, delivering innovation to UK patients.
Following the Life Sciences Vision launched in 2022, we announced in May a further £650m to drive growth and bring innovative treatments to the NHS, including £121m to improve commercial clinical trials, £48m for a new biomanufacturing fund, and £154m to increase the capacity of the UK Biobank.

My Lords, the EU Commission has formally opened an investigation into X, the platform previously referred to as Twitter, to ensure that it complies with the Digital Services Act following the onslaught of the current conflict in Israel and Gaza, Palestine. Could the Minister outline what discussions and engagement have taken place with the European Commission in relation to its and the UK’s investigations?

Could the Minister outline what discussions and engagement have taken place with the European Commission in relation to its and the UK’s investigations?
On 11 October, shortly after the commencement of hostilities, the Secretary of State for DSIT convened a meeting of social media platforms. These included Google, YouTube, Meta, X, Snap and TikTok. She made her expectation very clear that not only would illegal content be rapidly and urgently removed but authoritative content would be promoted to create more clarity around what is accurate content in this fast-moving and difficult situation. Those meetings are ongoing daily at official level and are accompanied by detailed correspondence on the acts of those platforms.

The JCVI stated in its previous minutes that there is a long lead-in time for procuring vaccines and getting a programme set up, so there needs to be sufficient time in place between a policy decision being finalised and a programme being ruled out. In view of that, will it be possible with the current infrastructure, or are new additions required? Can the Minister give us a little more detail about discussions on funding measures, and what funding measures have been identified in the budget to execute implementation of the RSV vaccination programme? Will that vaccine be available for the 2024 winter season for infants and older adults?

My Lords, I pay tribute to the noble Baroness for her doughty campaigning on this subject. The UK system is responsive and agile in setting up new immunisation programmes, as demonstrated in the response to Covid-19. The Government are progressing rapidly with operational and other relevant planning to develop policy options for infant and adult RSV programmes. It is not appropriate to commit to a definite timeline at present; however, planning is continuing at pace. Remaining challenges include the availability and price of potential immunisation products, along with their licensing. The department is engaging with HM Treasury to seek support for a potential programme, and it is working with UKHSA and NHS England to identify and mitigate against any potential barriers to implementation.
The moment I have any news to answer the noble Baroness’s question about 2024, she will certainly be one of the first to know about it.

My Lords, officials across the Department of Health and Social Care, the UK Health Security Agency and National Health Service England are developing policy options based on the joint committee advice regarding an expanded immunisation programme to protect infants and older adults. As the expanded programme has yet to go to tender, the department is unable to confirm any budget implications at this moment.

On 2 October, as part of the Plan for Drivers, the Secretary of State for Transport announced that the Government will continue to champion the transition to zero emission vehicles, by addressing common misconceptions and showing how they can be a practical option for most drivers. The rules agreed in the Trade and Co-operation Agreement were designed to reflect industry capabilities, whilst encouraging onshoring of battery supply chains. Due to unforeseen shocks, carmakers across Europe have said they cannot meet the TCA's rules from 2024 and could face tariffs. This is a shared problem and HMG is determined to work with the EU to fix the issue faced in 2024. Supported by Government, carmakers and the wider automotive supply chain continue to show commitment to the UK, as demonstrated by recent investments involving BMW MINI in Oxford and the more than £4 billion Tata gigafactory.
