Mr. Flight: To ask the Secretary of State for Foreign and Commonwealth Affairs how often since 1997 (a) his Department and (b) its associated public sector organisations have undergone portable appliance testing of IT equipment; and what the cost of portable appliance testing was in each year since 1997. [176571] Mr. Rammell: Portable Appliance Testing (PAT) for the Foreign and Commonwealth Office (FCO) in the UK is subcontracted to Mitie Maintenance Ltd. No separate record is kept of the testing of IT equipment. Mitie have recorded that they last did a full PAT test on all equipment in the FCO Main Building (King Charles Street), and 1 Carlton Gardens in 2001; and in the Old Admiralty Building in 2002. Costs for this testing are not available. A full PAT test on all equipment at the FCO site at Hanslope Park was conducted in 2003 and cost £38,000. The British Council similarly does not keep a breakdown of PAT testing by particular types of equipment. However, testing has been undertaken on all equipment on an annual basis in British Council offices in London for the last three years. The last full portable appliance testing in British Council offices at Bridgewater House, Manchester was in 2002-03. The cost was £4,406.25. The last full portable appliance testing in British Council offices in Edinburgh was in 2003-04. The cost was £709.99. Details of portable appliance testing in other British Council offices in the UK are not collated centrally at present. The BBC World Service test all IT equipment before use and replaces it on a three yearly cycle. The cost of testing per appliance is £7 per item, and the annual total cost of this testing is about £11,000. Wilton Park tests all equipment annually. It does not record the cost of testing IT equipment separately. The cost in 2003-04 was £2,200.

Mr. Flight: To ask the Secretary of State for Foreign and Commonwealth Affairs what the cost to his Department of using management consultants has been in each of the last five years. [148023] Mr. Rammell: Expenditure on external consultants in general is reported annually in the Foreign and Commonwealth Office's (FCO) Departmental Report, available in the Library of the House and on the FCO's website: www.fco.gov.uk. Expenditure specifically on management consultants is not categorised separately and could be established only at disproportionate cost. Expenditure on external consultants for the last five years has been: _________________________________________________________________________________________________. £ million 1997-98 15.8 1998-99 14.5 1999-2000 14 2000-01 17.9 2001-02 20.1 _________________________________________________________________________________________________. Expenditure for 2002-03 is not yet available, but will be included in the next Departmental Report due to be published in spring 2004. The vast majority of our expenditure on external consultants is associated with our major Information Communications Technology (ICT) and Estate Construction programmes. Consultants also advise on legal, financial and personnel issues and provide support in areas where we have skills shortages. Increasing expenditure over recent years is largely associated with the growth of our ICT programme which is being used to support change in the organisation.

Mr. Flight: To ask the Secretary of State for Foreign and Commonwealth Affairs what the cost was to his Department for (a) ministerial cars and drivers, (b) taxis, (c) train travel, (d) the use of helicopters, (e) airline tickets and (f) chartered aeroplanes in each year since 1997. [123075] Mr. Rammell: Under the terms of the Framework Document, the responsibility for the provision of ministerial cars and drivers is delegated to the Government Care Despatch Agency. I refer the hon. Member to the answer given to him by my hon. Friend the Minister for the Cabinet Office and Chancellor of the Duchy of Lancaster on 13 November 2003, Official Report, column 397W. Expenditure in the UK under the Foreign and Commonwealth Office (FCO) taxi contracts for each year since 1997 was as follows: £ _________________________________________________________________________________________________. These figures do not include details of any taxi journeys undertaken by staff outside the scope of the FCO's taxi contracts and for which reimbursement is made through the Department's travel claim system. Expenditure on taxis will also have been incurred by our Missions overseas. Neither of these costs are recorded separately, and it would involve disproportionate cost to identify them. The FCO purchases tickets for rail and air travel through a contract with American Express. Figures for this expenditure are immediately available for the 2001-02 and 2002-03 financial years only, and are as follows: £ _________________________________________________________________________________________________. Direct expenditure on air travel will also have been incurred by our Missions overseas. These costs are not recorded separately, and again it would involve disproportionate cost to identify them. Details of the types of aircraft used by FCO travellers, (i.e. helicopters), are not recorded. Neither does the Department or its contractor centrally maintain information on whether FCO personnel travel by scheduled or chartered flights.
