That this House endorses the UN Decade of Action for Road Safety which is aimed at halving the projected increase in road deaths worldwide by 2020 and saving an estimated five million lives; notes the Commission for Global Road Safety's estimate that 1.3 million people will die on the world's roads in 2010 with about 40 times as many seriously injured; recognises that some 90 per cent. of such deaths and injuries will occur in developing countries in many of which death by traffic is a bigger killer than malaria or tuberculosis; deplores the human costs of preventable road carnage which far outweigh the impact of terrorism and regrets the economic costs and service pressures which it brings for many poor countries, estimated at between one and three per cent. of gross domestic product a year; supports the Decade of Action's call for government leadership and meaningful targets in respect of drink-driving, speed, seatbelt and safety helmet use, safer road design and planning, traffic management and vehicle regulation; calls for international donors to support a $300 million action plan from the Make Roads Safe campaign; and welcomes Bloomberg Philanthropies' $125 million contribution towards such a plan.

That this House recalls the treacherous conditions last winter on many roads in the Rossendale Valley, particularly those on steep hills; remembers what a stalwart job the then Labour-controlled Lancashire County Council did to ensure that adequate gritting took place and salt and grit bins were provided in those areas where they were needed most; notes how this responsible attitude contrasts starkly with the decision of now Conservative-controlled Lancashire County Council to withdraw these services from the many unadopted roads in Rossendale; considers this will cause undue hardship and inconvenience, not to say risk, especially to the young and the elderly; and calls on the Minister for Local Government to intervene urgently with the council to urge them to reconsider this ill-judged removal of essential services from the people of Rossendale.

That this House notes that the Vauxhall car plant at Ellesmere Port and the GM van plant at Luton are subject to a change of ownership following the restructuring of General Motors (GM) Europe; further notes that these are two of the most profitable and efficient plants of their type in Europe and that some 5,000 directly employed jobs and 20,000 indirectly employed jobs depend on their continuing in production; recognises that the global recession has seen sales in the car and commercial vehicles sectors fall substantially, but considers the jobs and skills associated with these plants to be essential to the economy and to manufacturing in the UK and that these plants will be vital to meet increased demand as the economy emerges from recession; welcomes the actions taken by Government both within the negotiations and by providing a much-needed scrappage scheme; rejects comments by the hon. Member for Twickenham, who has stated that the Government `cannot afford a bailout, neither is it desirable'; and calls on the Government to continue to assist by facilitating urgent discussions with the new owners of GM Europe to enable local management and trade union representatives to demonstrate the strength of the UK plants as well as to make available financial support where appropriate to support jobs, skills and continued production in these high quality and vital UK plants and the wider supply chain.
