That this House notes the positive international leadership of Her Majesty's Government in negotiating the Kyoto Protocol in Japan in 1997 and in subsequent international fora leading towards the important sixth Conference of the Parties in The Hague later this year; further notes that a successful outcome in The Hague will be critical in helping the world avert dangerous climate change; further notes that Mr Lee Raymond, Chairman and Chief Executive Officer of the Exxon (Esso) Corporation of Irving, Texas has spoken in London as guest of honour of The Institute of Petroleum at the Dorchester Hotel, Park Lane and that he has consistently sought to deny the existence of climate change and, through his funding of the Global Climate Coalition, to frustrate international processes that seek to tackle the issue; and therefore expresses its serious concern and condemnation of the interventions of the Exxon Corporation and particularly Mr Raymond in blocking and delaying progress during those negotiations, thereby preventing democratically elected governments from reaching necessary, constructive and prompt agreements that allow the world to move forward on this most critical of global issues.

That this House congratulates the Government upon its manifesto commitment to reduce United Kingdom carbon dioxide emissions by 20 per cent. based on 1990 levels by 2010; further congratulates the Prime Minister for making it clear in the House that this is 'not a conditional target' (Official Report, 24th June 1997, columns 687-8); fully supports the Deputy Prime Minister's statement at the Fifth Conference of the Parties to the Convention on Climate Change in Bonn in November in which he stressed the need for urgent domestic action to reduce greenhouse gas emissions, and that the Kyoto commitment to reduce greenhouse gas emissions by 12.5 per cent. between 2008 and 2012 is only a starting point, and emphasised his commitment to the domestic target of reducing carbon dioxide emissions by 20 per cent. by 2010; looks forward to the setting out and introduction of policies and measures to meet both the Kyoto and the 20 per cent. Manifesto targets in the Government's forthcoming Climate Change Strategy; and acknowledges that this will enable the Government to continue to lead the international battle against dangerous climate change.

That this House welcomes the Government's commitment to tackling global warming but notes that without further measures the United Kingdom is unlikely to reach its targets for reductions in greenhouse gas emissions; recognises that environmentally-benign refrigerants with low global-warming potential and significant energy-saving potential are now available for all refrigerant applications; and therefore urges the Government to introduce a system to incentivise a switch to such refrigerants, thus making a major contribution to filling the gap in policy on greenhouse gases.

That this House expresses its concern for the long-term quality of the environment; notes that the United Nations Inter-Governmental Panel on Climate Change has confirmed that climate changes observed today are due to human activity; recognises the growing public awareness on climate change issues; reaffirms the commitments made at the Rio Earth Summit to reduce the emissions of carbon dioxide and other greenhouse gases to 1990 levels by the year 2000; welcomes the International Petition to Governments of Industrialised Countries on Climate Change initiated by the World Council of Churches for the fulfilment of that promise; accepts the need for taking responsible action in individuals' own lives for the reduction of energy consumption; and calls upon Her Majesty's Government to initiate debate, encourage public participation in finding solutions to these problems and to negotiate inter national agreements to achieve greater reductions in emissions after the year 2000.

That this House warmly congratulates University of Wales, College of Cardiff, in attracting against strong Canadian competition the first JOIDES International Planning Office outside the United States of America; believes that its establishment under the joint direction of Professor Rob Kidd of the Geology Department at the University and Professor Jim Briden of the Natural Environment Research Council, Swindon, will strengthen the international collaborative research effort in geophysics, oceanography and marine geology with maximum priority being given to vital investigations into research on climate change and global warming; believes that other Welsh centres of excellence in marine science at Aberystwyth and Bangor will also benefit from the spin-off, as will all British research centres in this field; and recommends that the NERC should now urgently re-examine its previous decision to close down the Research Vessel Service base at Barry Docks, South Glamorgan, in the light of the JOIDES decision, since the 20 years of outstanding service to oceanographic research by the Barry RVS base, only 10 miles from Cardiff, would make it the ideal servicing centre for the 'JOIDES Resolution' ocean drilling vessel alongside the 'Darwin', 'Challenger' and 'Discovery'.
