Flooding has caused repeated damage to homes across rural Fylde. Last week, I held a multi-agency meeting with Fylde’s flood authorities, which updated me on the work carried out since our initial meeting last July. From blocked culverts to overflows from highways and apparently insufficient drainage on newly built estates, the causes are wide-ranging. At the meeting’s conclusion, I asked the agencies to provide a written breakdown of their action plan. Will the Minister meet me to discuss the plan and how his Department can assist?

As my hon. Friend knows, I am familiar with the Fylde and the issues there. I am always happy to meet him to discuss the issues he mentions. I am in contact with the Secretary of State for Levelling Up, Housing and Communities about new developments and some of the wider issues that my hon. Friend has been raising.
I thank the Secretary of State for the record levels of capital spending that we are seeing in Fylde’s schools, most notably on the rebuilding of Lytham St Annes High School. However, the job is never done. Carr Hill High School in Kirkham, and other schools in my constituency, are seeking funds with which to modernise buildings and facilities. Will my right hon. Friend meet me to discuss the capital requirements of those schools?

I thank my hon. Friend for highlighting the Government’s investment in school buildings. We recently announced the provision of £1.8 billion to fund improvements in the condition of schools in 2023-24, which includes about £15 million for Lancashire County Council, the body responsible for Carr Hill High School. As my hon. Friend said, we have transformed Lytham St Annes High School via the school rebuilding programme—and of course we will be happy to meet him.

I thank the Prime Minister for sticking by her words and giving communities in Fylde the final say on fracking, but as always the devil is in the detail. Will the Prime Minister assure me that local consent will be measured independently and transparently, that in no circumstances will fracking companies be directly engaged in assessing local consent, and that if people in Fylde say no, that view and that decision will be respected and acted on by this Government?

I agree very strongly with my hon. Friend. I know he cares deeply about this issue. I assure him that we will consult on a robust system of local consent and give clear advice on seismic limits and safety before any fracking takes place. The consultation will consider all the relevant people—the regional Mayors, the local authorities and parishes—and the concerns of those who are directly affected. My right hon. Friend the Business Secretary will say more about this later today.

The Prime Minister saw that when he visited BAE Systems’ factory of the future in Lancashire last year. However, we also have many smaller businesses that are eager to get exporting into new markets. What steps is he taking to help Fylde businesses to make the most of Brexit and maximise their export potential?

I thank my hon. Friend for all he is doing to champion trade with Latin America. I have no doubt that small businesses such as Squire Hair are eager to get into those new markets, and we will do everything we can to help and support him in his efforts.
I thank the Chancellor for his commitment of £75 million to preserve civil nuclear fuel manufacturing in the UK. As my right hon. Friend will know, Springfields site in Fylde is the only civil nuclear manufacturing site in the UK, and efforts are ongoing to diversify projects undertaken on the site to safeguard its future. Will he agree to look into proposals to support manufacturing on the site and help beat off international competition to bring those jobs and skills to Springfields?

First, may I put on record my thanks to my hon. Friend, who raised this issue with me some months ago in the run-up to the spending review? I hope that he and his communities are pleased with the funding that was allocated, thanks to his and other interventions. I am of course prepared to work with him and the Secretary of State for Business, Energy and Industrial Strategy to consider all relevant proposals and assess the right options for the taxpayer in this country.

My department published a consultation in January 2021 asking whether further reforms to the Electronic Communications Code are needed in order to ensure the Code provides the right legislative framework to promote fast, cost effective network provision across the UK. The consultation covered a range of issues, including matters relating to negotiations and dispute resolution, rights to upgrade and share apparatus and problems relating to the renewal of expired agreements.
This consultation closed on 24 March 2021. It would not be appropriate for me to comment on the possible outcomes of the consultation at this stage, as responses are being considered. The consultation response will be published in due course and we will bring legislation forward as soon as parliamentary time allows.
The Telecommunications Infrastructure (Leasehold Property) Act gained Royal Assent in March 2021. This Act aims to address one stated policy barrier: making it easier for telecoms companies to access multi-dwelling buildings (such as blocks of flats) where a tenant has requested a new connection, but the landlord has not responded to requests for access rights.
The Act inserts a new Part 4A to the Electronic Communication Code, which provides a process that telecommunications operators could use to gain code rights to multi-dwelling premises for a defined period. This only applies where:
a lessee in occupation in a multi-dwelling building has requested a telecommunications service from an operator
to connect the property the telecoms operator requires an access agreement with another person such as the landlord
the landlord has not responded to the telecoms operator’s request for access
My department has also recently launched a consultation, which seeks views on the terms that will accompany the interim Code rights provided to operators who have successfully applied for an order made under Part 4A of the Electronic Communications Code. This consultation closes on Wednesday 4 August. Responses will be considered and the consultation response will be published in due course.

What I can say is that we will unite and level up with infrastructure projects across our country. I congratulate my hon. Friend on his lobbying for that particular scheme and can tell him that last year we put £31 million into the Preston western distributor scheme, which is a new dual carriageway that will reduce congestion in Preston and lead directly to the creation of 3,000 houses and more than 500 jobs. As for further expansion of the M55, my hon. Friend will have to wait, but there will be further announcements in due course.

What measures is the Home Office taking to increase police funding and get more officers on the streets of Fylde?
My hon. Friend has been persistent in making the case for more funding for Lancashire police, so he
will welcome the additional £18.4 million of cash in 2019-20, on top of the exceptional grant for the costs of fracking. Chief Constable Andy Rhodes is recruiting additional officers, and I know that my hon. Friend will play his full part in lobbying the police and crime commissioner and Andy to make sure that Fylde gets its fair share of that additional resource.

My hon. Friend is absolutely right to congratulate AFC Fylde, who I believe are known as the Coasters, on their recent success. We wish them the best for the play-off final at Wembley. AFC Fylde is a very good example of how clubs can engage with their local communities. We want to see these partnerships taking place, as they lead to excellent work in communities. We are currently investing more money than ever in community football programmes and facilities, and we fully intend the funding levels in this area to continue. We have regular meetings with the FA and Premier League to encourage this activity at a local level, but my hon. Friend is right to congratulate AFC Fylde not only on their success on the pitch, but on the changes that they are making to lives in their community through the work they are doing there.

The number of houses better protected from flooding as a result of (a) work done to Dock Road pumping station is 652 and (b) the Church Scar Coast Protection Scheme is 2,347.

To ask the Secretary of State for Environment, Food and Rural Affairs, what recent steps his Department has taken to improve flood prevention in rural Fylde.
The Environment Agency (EA) invests where it can provide the greatest benefit to people and property to better protect against the risk of flooding.
The EA has recently completed the £3 million East Lytham Flood Alleviation Scheme which better protects 652 properties and a large rural area of South Fylde.
The EA completed embankment improvements in 2018 south of Moss Side, with another embankment improvement just north of Moss Side planned for April this year.
The EA also carries out routine maintenance across rural areas where they link urban areas such as the Main Drain and Liggard Brook catchments.
In wider Fylde, the Fairhaven and Church Scar Coast Protection Scheme, which includes Granny's Bay, is currently in construction and due to be completed by 2020. The scheme has been funded by over £20 million of grant in aid and will better protect 2347 properties.
Blackpool Council is also delivering the Starr Hill Sand Dunes project in partnership with Fylde Borough Council and Lancashire Wildlife Trust. The scheme will better protect 521 properties, whilst also enhancing the dune system through environmental improvements.
The EA also attends the Fylde Making Space for Water Group and continues to actively work with partners to address flooding issues in Fylde.

The Government believes that communities should experience direct benefits from hosting hydraulic fracturing sites in their area. At the exploration stage, £100,000 in community benefits will be provided per well-site when hydraulic fracturing takes place and 1% of revenues at production stage will be paid out to communities.
I am pleased to see that these benefits are already being realised from Cuadrilla’s operations in Lancashire. Cuadrilla has spent almost £9million directly with suppliers based in Lancashire, has over 700 local companies registered with its supplier portal and has provided over £200,000 for local sponsorship schemes.
Following our summer of severe service disruption that saw Northern rail cancel more than 12,000 services, will the Secretary of State meet me to discuss how we can ensure that it does not happen next year? More importantly, though, can we also discuss the building of the South Fylde line, which will see the doubling of the service from once an hour to every half an hour, as it will be a huge boost to the Fylde coast?

Small and medium-sized enterprises (SMEs) in Fylde have access to the full range of Department for International Trade (DIT) support. Through local International Trade Advisers, DIT teams overseas, sector specialists and the Exporting is GREAT Digital Hub we encourage and support them to start, increase or sustain exporting activity through tailored support and advice. This includes strategic guidance, connection to overseas business opportunities, access to trade shows, invitation to DIT trade missions, bespoke market research, export masterclasses and access to export finance. We also support via local organisations including ‘Export Champions’ who assist SMEs on their export journey pro-bono. We have thirteen Champions across Lancashire and four in Fylde.

The local planning authority consults the Environment Agency on planning applications for developments located within Flood Zone 3, an area having a high probability of flooding. Developers of land in Flood Zone 3 must submit a Flood Risk Assessment (FRA) with their planning application. The Environment Agency reviews the FRAs, assessing the impact of the development on flood risk. FRAs are used to demonstrate that developments will not be at an unacceptable risk of flooding or increase flood risk elsewhere. If the FRA cannot demonstrate this, the Environment Agency will object to the planning application until a satisfactory FRA has been submitted.
The final decision on whether or not to grant planning permission is made by the local planning authority.

To ask the Secretary of State for Education, what steps she has taken to ensure that schools in Fylde constituency benefit from an increase in funding under the new national funding formula.
We are providing an additional £1.3 billion for schools across 2018-19 and 2019-20 to support the introduction of the national funding formula from April next year. Along with the funding we had already committed for schools at the 2015 Spending Review, this will mean the core schools budget rises from just under £41 billion to £43.5 billion by 2020.
