Latest retail sales figures from the Scottish Retail Consortium (SRC) published earlier this month show an expected decrease for May following on from an increase in April. The SRC indicates this was a consequence of an extra bank holiday, the royal wedding and warm weather in April. Latest business surveys such as the Bank of Scotland June Purchasing Managers Index (PMI) indicate that the Scottish economy has been growing in the first five months of the year. The International Monetary Fund (IMF) continues to back the Government's consolidation plans and advise against changing course.

As I said earlier, the Inland Revenue already has a business support package, which we introduced last year, to defer tax payments. More than 18,000 Scottish businesses have benefited and more than £300 million of tax has already been deferred. It is, however, important that HMRC is operationally independent, and its job is to protect the interests of the UK taxpayer.

The Minister and the Secretary of State will be aware that, in the past two years, 466 Scottish companies have been shut down by Her Majesty's Revenue and Customs for not paying their bills on time. Currently, many solvent companies in Scotland are being pushed towards liquidation because of HMRC's actions. Will they have a word with the Chancellor of the Exchequer to get him to take the heat off those solvent companies, so that they can continue to trade and pay their bills?

Official data showing Scotland's gross domestic product for the end of last year have not yet been published by the Scottish Government, but most indications suggest that Scotland emerged from recession in the fourth quarter of 2009, although the recovery is fragile. The Government are committed to doing all that is necessary to help to drive recovery in the Scottish economy.

The Argyll and Bute economy has not been immune from the global economic difficulties, which has seen the Scottish economy officially in recession. However, at 3.1 per cent. the claimant count rate for Argyll and Bute is below that of the Scottish average. UK Government have delivered a £500 million fiscal boost from Budget 2009 measures, a £2 billion boost as part of the 2008 pre-Budget report, all in addition to the substantial interventions to support the Scottish banks.

Friend may be aware of the article in Monday's edition of The Herald, showing that Glasgow's and Edinburgh's economic performance outstripped that of every other city in the United Kingdom, with the exception of London. Does he agree that that represents a success for the employment policies of this Government, who are spending much more time and money on ensuring that more people in Scotland enter the employment market?

I agree with my hon. Friend that it is good that both Edinburgh and Glasgow are doing extremely well in terms of economic performance. It is good to see so many people in work today, whereas a decade ago many were out of work. There is still more to do, particularly in Glasgow, where there are still many people who could, with appropriate help, get back to work. What has happened shows that those who opposed the new deal almost 10 years ago were wrong to do so.
